1. BACKGROUND
a. Introduction
USAID Jordan Water Infrastructure (the Project) is an indefinite delivery/indefinite quantity (IDIQ)
contract awarded to CDM International Inc. (CDM Smith) by United States Agency for International
Development (USAID) to cover all architectural and engineering (A&E) infrastructure development tasks
that USAID, in cooperation with the Ministry of Water and Irrigation (MWI)/Water Authority of Jordan
(WAJ), water companies, municipalities and Ministry of Environment (MoE), plans to carry out during
the project life span within selected areas of Jordan. The goal is to achieve USAID and Government of
Jordan (GOJ) strategic goals. USAID supports the water sector activities through improved infrastructure
and management. The objective is to help

resources, develop strategic planning, build
capacity among their staff and improve
environmental protection through
improvements to the water and wastewater
infrastructure based on the most feasible
options to satisfy future growth. The scope
of work to achieve the goals and objectives
includes but is not limited to engineering
assessments; studies; site investigations;
network modeling; geographic information
system (GIS) development; energy studies;
designs; capacity building; and construction
management in the water, wastewater and
environment sectors.
b. Report Period
Quarterly Report No. 1 covers the USAID
Jordan Water Infrastructure activities from
July 16, 2018 to September 30, 2018, and
reports on activities accomplished during the period and activities anticipated to be accomplished during
the next quarter.
2. ACTIVITY OVERVIEW
a. Activity Details
USAID JORDAN WATER INFRASTRUCTURE
The Project commenced on July 16, 2018 and has an end date of September 30, 2022.The Project consists
of a 4-year 2-month, multiple-site, multiple project infrastructure investment program to deliver specific
improvements throughout Jordan. The Project is divided into the following nine tasks and the task’s
locations are shown on Figure 1-1:

▪ Task 1 (Optional) - Providing services and support for the Red Sea Dead Sea (RSDS)
Conveyance Project – Phase II will consist of the development of a build-operate- transfer (BOT)
contract and designs for RSDS Phase II which will include connections to Phase I, a seawater
reverse osmosis treatment facility in Aqaba, transmission pipelines to Amman and pump stations.
Estimated start date to be exercised by USAID.
▪ Task 2 – Construction supervision – Shedeyyeh – Hasa Water Project Phase I located in central
Jordan will consist of construction management services (CMS) for the well drilling contract, and
precontract and CMS services for the design/build contract (WTP, wellhead completion and
pumps, wellfield pipelines). Estimated start date November 2018.
▪ Task 3 – Detailed engineering design and tender documents for expansion of Zai Water
Treatment Plant Project located at Deir Alla in the Jordan Valley and continues through Balq’a
Governorate to Amman. The task will consist of a feasibility report for the expansion of the Zai
water treatment plant project (WTP, PS, and transmission pipeline), existing conditions
assessments, and design and tender documents for the water supply system expansion. Start date
August 2018.
▪ Task 4 – Feasibility study, design, and tender documents for expansion of Madaba Wastewater
Treatment Plant (WWTP) will consist of a feasibility report for the expansion of the WWTP, a
reuse plan, existing conditions assessments, and design and tender documents for WWTP
expansion. Start date August 2018.
▪ Task 5 - Feasibility study, design, and tender documents for expansion of the Ramtha WWTP
will consist of a feasibility report for the expansion of the WWTP, a reuse plan, existing
conditions assessments, and design and tender documents for WWTP expansion. Start date
August 2018.
▪ Task 6 – Water and wastewater project for Deir Alla and Al Karameh located in the Jordan
Valley will consist of preparing detailed designs and tender documents based on a feasibility
study prepared by others under a European Investment Bank (EIB) funded program. Estimated
start date November 2018.
▪ Task 7 - Water and wastewater project for Bani Kenanah a district of Irbid Governorate will
consist of water and wastewater master planning, a feasibility report for the water/wastewater
infrastructure, and design and tender documents for the immediate and short-term needs
identified and agreed upon. Estimated start date February 2019.
▪ Task 8 (Optional) – Technical assistance to water utilities is to provide technical, financial,
customer service, energy efficiency, operation and maintenance (O&M), and other services as
requested. Estimated start date to be exercised by USAID. Activities under Task 8 could be
country wide and will be located on the project map once identified.
▪ Task 9 (Optional) - Assessment of water/wastewater systems, feasibility studies, designs,
tendering support and construction management services will cover additional A&E services as
identified and requested by USAID and in coordination with WAJ. Estimated start date to be
exercised by USAID. Activities under Task 9 could be country wide and will be located on the
project map once identified.

b. Executive Summary
(a) Short Introduction
The Project commenced on July 16, 2018 and has an end date of September 30, 2022. The goal is
to achieve USAID and GOJ strategic goals. USAID supports water sector activities through
improved infrastructure and management. The objective is to help USAID partners better plan
their resources to ensure best utilization of limited water resources, develop strategic planning,
build capacity among their staff and improve environmental protection through improvements to
the water and wastewater infrastructure based on the most feasible options to satisfy future
growth.
The Project office has been established, staff levels appropriate for performing the work are in
place, and the collection of data will be ongoing throughout the Project. Significant record data
and reports have already been collected with the assistance of MWI/WAJ, Miyahuna, and
Yarmouk Water Company (YWC). Various coordination meetings and a workshop have been
held to inform all stakeholders of the scope of the work and to learn from the stakeholders of their
interests and priorities.
(b) Summary of Results for the Reporting Period and Key Achievements
Three of the nine tasks (Tasks 3, 4 and 5) were authorized for commencement on 1 August 2018
and two activities under Task 9 were requested by USAID on 13 September 2018. The executive
summary will provide results of the three tasks and the two activities under task 9.
(i) Task 3 –Expansion of Zai Water Treatment Plant Project
This task commenced on 1 August 2018 with the main objective of the task being to evaluate the
different options for increasing the capacity of the Zai water supply scheme which will allow for
the anticipated additional water quantities that will be available as a result of the swap agreement
between Jordan and Israel.
A coordination meeting was held on 17 September 2018 with MWI/WAJ and USAID.
MWI/WAJ advised that the additional anticipated water quantities planned to be available in the
KAC have not fully materialized to the point where additional water quantities would be available
for expanding of the Zai water treatment system. MWI/WAJ advised that additional available
water quantities in the KAC will be used by the Wadi Arab II Project. Therefore, as agreed upon,
there currently are no plans under task 3 to expand the system.
The agreed upon plan under task 3 is to complete the Zai water treatment system evaluation with
the intent to identify potential options to upgrade, rehabilitate and provide reliability to the system
for the future.
(ii) Tasks 4 and 5 –Expansion of Madaba and Ramtha Wastewater Treatment Plants
These two tasks commenced on 1 August 2018. The 2 tasks aim at the expansion of the Madaba
and Ramtha WWTPs to treat the projected wastewater flows until the year 2045. The tasks will

consider population forecasts, and additional wastewater service areas planned to be connected to
the sewer network for Madaba and for Ramtha including proposed connection of the localities of
Turra, Shajarah and Emmrawah. within the planned horizon.
During the reporting period the planned approach was threefold:
1. Data collection
2. Facility and organizational assessments
3. Sampling program at each WWTP
At the end of the reporting period the Assessment Report was in preparation and a subcontract for
the sampling program was being finalized.
(iii) Task 9 (Optional) - Additional Architectural and Engineering (A&E) services
This optional task will commence when exercised by USAID. Two activities under Task 9 were
requested by USAID on 13 September 2018 as follows:
1. Technical assistance to support the Phase III expansion of the As Samra WWTP.
We met with MWI/WAJ and USAID on 17 September 2018 to discuss this new activity.
MWI/WAJ advised that Fichtner prepared a feasibility study for the Phase III expansion
of the As Samra WWTP.
At the meeting, MWI/WAJ requested the following assistance:
• Technical review: A technical review of the feasibility study
• Cost proposal review: A review of the construction cost proposal prepared by the
SPC for reasonableness
• Legal review: A review the SPC agreement with MWI/WAJ to advise on the
legal aspects of MWI/WAJ options for the expansion; specifically, the clauses
that may provide the SPC with priority over other contractors on the Phase III
expansion.
MWI/WAJ requested a Non-Disclosure Agreement (NDA) from CDM Smith to receive
the relevant documents to perform the review at the end of the reporting period.
2. Technical assistance to analyze and design energy interventions to support the water
sector.
We met with MWI/WAJ and USAID on 17 September 2018 to discuss this new activity.
MWI/WAJ advised that KfW funded a comprehensive study (by Dorsch) on the energy
efficiency in the water sector, including opportunities and projects for renewable energy.
We met with MWI/WAJ, the Dorsch representative and USAID on 23 September 2018
and agreed to follow-on meetings. The planned outcome of this initial review follows:
▪ Provide a GAP analysis to determine what studies and interventions related to
energy efficiency and renewable energy have taken place in the water sector,

▪ Meet with Dorsch, NEPCO, and RSS, and
▪ Visit the Wadi Shalalah WWTP where it is understood renewable energy on
digestor gas has been implemented.
Other potential activities, discussed at the 17 September 2018 meeting none of which have been
authorized, included:
• East Aqab Basalt Wellfield
• Ain Ghazal to As Samra WW 1500 mm Pipeline – MWI/WAJ sent an email on 12
October 2018 stating the project would be implemented as design/build and CDM Smith
would not be required for this work.
3. ACTIVITY IMPLEMENTATION
The following provides an overview of the issues and activities completed during the reporting period that
are either common to some or all of the Tasks or are required to perform the overall works of the
Contract. Additionally, activities accomplished during the reporting period that are specific to each of the
nine tasks are discussed under each task heading. Three of the nine tasks (Tasks 3, 4 and 5) were
authorized for commencement on 1 August 2018 and two activities under Task 9 were requested by
USAID on 13 September 2018 all of which are discussed below.
a. Progress Narrative
(a) Mobilization
We moved into our new offices on 12 August 2018. The office location is at 73 Al Mutanabi
Street, Amman, Jordan on the 2nd floor. Staff appropriate for the first quarter of the Project are
operating from this location. Long term staff and short term (TDY) staff are listed in Annex VI.
Jeff Dickinson has been approved for a TDY to lead the renewable energy and energy efficiency
activity during the second quarter. John Crippen was mobilized as task 4 and 5 leader. Our M&E
specialist was mobilized during the quarter along with various engineering disciplines from the
home office to carry out evaluations and assessments under tasks 3, 4 and 5. Subcontracts for our
local partners Consolidated Consultants and Arabtech Jardaneh were under development. A
subcontract for the task 4 and 5 sampling programs at the WWTPs was finalized.
Staff approvals and travel approvals have all proceeded well. Residency and work permits where
required are in process. The tax exemption letter from USAID was received for the Project and it
is being used successfully with vendors and hotels.
(b) Data Collection
Requests for data including record drawings, specifications, population census, survey
information, organization charts, condition and age of equipment and tax information were made
to the responsible agencies. The data collection information received is included in Annex III.
(c) Meetings, Collaboration and Site Visits

Meetings, collaboration and site visits that were conducted during the reporting period are
included in Annex VII.
(d) Monitoring, Evaluation and Learning (MEL) Plan
The development of the draft monitoring, evaluation, and learning (MEL) Plan was ongoing
through the quarter with the assistance of our consultant, monitoring and evaluation (M&E)
Specialist, and meetings with the COR and mission M&E Specialist.
(e) Gender
The development of population projections for the existing and planned areas to be connected to
the Madaba and Ramtha WWTPs to the design year are under development. The projections will
be disaggregated by male and female. We are an equal opportunity employer in our hiring
practices and currently have six males and three females in technical roles and two males and
three females in administrative roles. Our M&E Specialist is female. There were 56 persons in
attendance at the PQM workshop (43 males and 13 females).
(f) Task 1 (Optional) - Red Sea Dead Sea (RSDS) Conveyance Project – Phase II
This optional task will commence when exercised by USAID. This task has not been authorized
by USAID. At a meeting on 17 September 2018, MWI/WAJ explained that the concept design of
the Red Sea- Amman Water Supply project would replace the RSDS Phase II project. The
concept design has been finalized by Dar Al Handasah. Final discussions towards preparation of
BOT bid documents with priority for Component 1 of this new concept between USAID and
MWI/WAJ will take place before this work is authorized.
(g) Task 2 – Construction Supervision – Shedeyyeh–Hasa Water Project Phase I
This task has an estimated November 2018 start date.
(h) Task 3 –Expansion of Zai Water Treatment Plant Project
This task commenced on 1 August 2018 with the main objective of the task being to evaluate the
different options for increasing the capacity of the Zai water supply scheme which will allow for
the anticipated additional water quantities that will be available as a result of the swap agreement
between Jordan and Israel.
Task 3 required direct coordination with MWI/WAJ, to estimate the additional anticipated water
quantities that will be available to be utilized through the Zai water system for the expansion. As
envisioned under Task 3, the additional anticipated water quantities available in the King
Abdullah Canal (KAC) would come from 2 sources:
1. The swap agreement would provide 50 MCM/year to the KAC from Lake Tiberius.
2. The use of treated effluent directly for irrigation in the Jordan Valley would reduce the water
quantities currently taken from the KAC for irrigation purposes.
As a result of a coordination meeting on 17 September 2018 with MWI/WAJ and USAID,
MWI/WAJ advised that the two additional anticipated water quantities planned to be available in

the KAC have not fully materialized to the point where additional water quantities would be
available for expanding of the Zai water treatment system. MWI/WAJ advised that additional
available water quantities in the KAC will be used by the Wadi Arab II Project. Therefore, as
agreed upon, there are currently no plans under Task 3 to expand the system.
The agreed upon plan under task 3 is to complete the Zai water treatment system evaluation with
the intent to identify potential options to upgrade, rehabilitate and provide reliability to the system
for the future. One such option discussed is to propose a parallel transmission pipeline to the
existing 33-year old pipeline from the Intake Pump Station (IPS) to the Zai WTP for system
reliability. A water quality assessment report will also be prepared. During August, we had the
following disciplines perform site visits for the facility existing conditions–process, mechanical,
hydraulics, electrical and instrumentation.
(i) Tasks 4 and 5 –Expansion of Madaba and Ramtha Wastewater Treatment Plants
These two tasks commenced on 1 August 2018. The 2 tasks aim at the expansion of the Madaba
and Ramtha WWTPs to treat the projected wastewater flows until the year 2045. The tasks will
consider population forecasts, and additional wastewater service areas planned to be connected to
the sewer network for Madaba and for Ramtha including proposed connection of the localities of
Turra, Shajarah and Emmrawah. within the planned horizon.
During the reporting period the planned approach was threefold:
1. Data collection – This has been achieved through requests from MWI/WAJ, Miyahuna (for
Madaba) and YWC (for Ramtha).
2. Facility and organizational assessments – This has been achieved with local staff and an O&M
Specialist visiting each of the sites and working with local facility operators.
3. Sampling program – Based on each facility’s mode of operation, develop a 24/7 sampling and
analysis program to determine and verify existing information on the influent and effluent
quality as well as at locations internal to the facility. A subcontract with the RSS to provide
these services has been developed and signing expected early October 2018. The sampling
program for each WWTP will commence in October 2018. The results will be used in
modeling the facility as part of the feasibility study.
At the end of the reporting period the assessment report was in preparation.
(j) Task 6 – Water and Wastewater Project for Deir Alla and Al Karameh
This task has an estimated November 2018 start date. We expect to receive the EIB funded
feasibility study and other documentation developed under the EIB work in November to
commence the design process for those water and wastewater facilities that were recommended in
the feasibility study and agreed upon with MWI/WAJ.
(k) Task 7 – Water and Wastewater Project for Bani Kenanah in Irbid Governorate
This task has an estimated February 2019 start date. The original scope included preparing water

and wastewater planning, feasibility and design and tender documents for this district of Irbid
Governorate.
Our understanding, during the period of task order preparation and negotiation, is that MWI/WAJ
contracted with Atkins and Engicon under EIB funding to prepare a feasibility study for water
and wastewater improvements for the district of Bani Kenanah in the Irbid Governorate.
Therefore, this task will use the feasibility study outcomes and other deliverables required under
the EIB funded work to advance design/implementation of new and upgraded water and
wastewater facilities.
We expect to receive the EIB funded feasibility study and other documentation developed under
the EIB work in February 2019 to commence the design process for those water and wastewater
facilities that were recommended in the feasibility study and agreed with MWI/WAJ.
(l) Task 8 (Optional) – Technical Assistance to Water Utilities
This optional task will commence when exercised by USAID. There have been no activities
identified under this task.
(m) Task 9 (Optional) - Additional Architectural and Engineering (A&E) services
This optional task will commence when exercised by USAID. Two activities under Task 9 were
requested by USAID on 13 September 2018 as follows:

of the As Samra WWTP. The feasibility study is understood to include 2 options: 1) the
expansion would be integrated with the existing WWTP and 2) the expansion would be
on the same site as the existing WWTP but would standalone from the existing WWTP.
The existing (original Phase I) WWTP and first expansion (Phase II) were constructed
and are being operated by a Special Purpose Company (SPC) under a BOT contract with
the MWI/WAJ. As part of the feasibility study a cost proposal was provided by the SPC.
At the meeting, MWI/WAJ requested the following assistance:
• Technical review: A technical review of the feasibility study
• Cost proposal review: A review of the construction cost proposal prepared by the
SPC for reasonableness
• Legal review: A review the SPC agreement with MWI/WAJ to advise on the
legal aspects of MWI/WAJ options for the expansion; specifically, the clauses
that may provide the SPC with priority over other contractors on the Phase III
expansion.
MWI/WAJ advised that they are open for a conventional design/bid/build process where
competitive bids can be procured if the funding is secured based on host country contract
basis. At the meeting, MWI/WAJ agreed to provide CDM Smith with all the relevant
documents so it can start working on this activity.

MWI/WAJ requested at the end of the reporting period a non-disclosure agreement
(NDA) from CDM Smith to receive the relevant documents to perform the review.
2. Technical assistance to analyze and design energy interventions to support the water
sector.
We met with MWI/WAJ and USAID on 17 September 2018 to discuss this new activity.
MWI/WAJ advised that KfW funded a comprehensive study (by Dorsch) on the energy
efficiency in the water sector, including opportunities and projects for renewable energy.
The attendees agreed that CDM Smith will coordinate with Dorsch to make sure it takes
the intended projects and or recommendations of the KfW study into consideration.
We met with MWI/WAJ, the Dorsch representative and USAID on 23 September 2018
and agreed to follow-on meetings. We requested and received approval from USAID to
have a renewable energy person on TDY status come to Jordan during October 2018 to
assist in scoping out the required technical assistance. Planned activities include:
▪ Provide a GAP analysis to determine what studies and interventions related to
energy efficiency and renewable energy have taken place in the water sector,
▪ Meet with Dorsch, NEPCO, and the RSS, and
▪ Visit the Wadi Shalalah WWTP where it is understood renewable energy on
digestor gas has been implemented.
Other potential activities, discussed at the 17 September 2018 meeting, none of which have been
authorized, included:
• East Aqab Basalt Wellfield
• Ain Ghazal to As Samra WW 1500 mm Pipeline – MWI/WAJ sent an email on 12
October 2018 stating the project would be implemented as a design/build and CDM
Smith would not be required for this work.
b. Reporting Data and DevResults
Geographic information on Tasks 3, 4, and 5 as noted in Annex II are ready to be included in DevResults
once the Project is registered.
Deliverables to date are listed in Annex V.
c. Implementation Challenges and Modifications Made/Issues Addressed from Last
Quarterly Report
The implementation challenges and modifications, both actual and potential, have been discussed above
under paragraph 3.a.
Environmental Status Report: The Programmatic - Initial Environmental Examination (P-IEE) issued
during the RFTOP process provides the umbrella for all activities planned under the task order for USAID
Jordan Water Infrastructure.

4. COLLABORATING AND/OR KNOWLEDGE SHARING
a. Collaboration and/or knowledge sharing with Other USAID Activities and Partner
Entities in Host Government and other Donor Agencies
Meetings, collaboration and site visits that were conducted during the reporting period are included in
Annex VII. In summary the following significant collaboration and knowledge sharing has taken place:
• Coordination meeting with the implementing partner (IP) on the Water Management Initiative
(WMI) to share scopes of services. CDM Smith requested the report WMI was preparing on the
KAC as part of task 3 expansion of the Zai water system. As it was determined that additional
water in the KAC was unavailable for Zai expansion the need for the report was not required.
WMI indicated they may identify needs that cannot be implemented under WMI and they
potentially could be incorporated into USAID Jordan Water Infrastructure.
• A Project Quality Management (PQM) Workshop was held with attendees from USAID,
MWI/WAJ, and other stakeholders and agencies. The PQM provided all attendees with the scope
of services, the opportunity to identify critical success factors and an action plan to meet those
success factors. The PQM also provided insight into other projects ongoing or planned in Jordan.
• A Post Award Orientation meeting was held with USAID. The meeting allowed CDM Smith to
meet with the USAID personnel within the mission offices that we would have contact with
during the project life and to understand the requirements of the task order contract.
• A coordination meeting with MWI/WAJ, Miyahuna and USAID to discuss the USAID Jordan
Water Infrastructure status, scope of services and to receive input from MWI/WAJ on their
priorities for the Project going forward.
• We coordinated with the USAID M&E staff and our M&E consultant to ensure the MEL Plan
under development would meet the data collection needs of the Mission’s Performance
Management Plan (PMP), and the Mission’s annual Performance Plan and Report (PPR).
5. ASSESSMENTS / EVALUATIONS / LESSONS LEARNED
a. List Major Assessments / Internal Evaluations and Lessons Learned and Actions and
Way Forward
• Task 3 Expansion of the Zai Water Treatment Plant Project: Due to the unavailability of
additional expected source water in the KAC the expansion of this facility will not move forward.
What will move forward is defining and recommending potential upgrades and rehabilitation to
provide system reliability improvements to portions of the system that are as much as 33 years
old.
• The MWI/WAJ has a list of priority projects that are being considered by USAID and
MWI/WAJ.

6. PLANNED ACTIVITIES FOR NEXT QUARTER
The following provides an overview of the activities expected to be worked on during the next quarter
that are either common to some or all of the Tasks or are required to perform the overall works of the
Contract. Additionally, engineering activities to be worked on during the reporting period that is specific
to each of the nine tasks are discussed under each Task heading.
a. Proposed Tasks and Activities for the Next Quarter
(a) Mobilization
Staff mobilization will continue during the second quarter of the Project to meet the ongoing
activities and task requirements. Subcontract development for our local partners is ongoing and
where required USAID consent to subcontract will be requested. The need for procuring the
project vehicles will be reviewed – currently we have two project vehicles that were turned over
to this Project from WIP II. The renewable energy and energy efficiency lead will arrive in
October 2018. We will be proposing a task leader for tasks 3, 6 and 7 since task 6 is expected to
commence in November 2018.
(b) Data Collection
Data collection will be an ongoing activity for those tasks authorized and expected to commence
in the second quarter.
(c) Meetings, Collaboration and Site Visits
Meetings, collaboration and site visits will continue to further define scopes and to coordinate our
work with others and to ensure that our performance is in line with USAID and our local client’s
expectations. We are expecting a USAID IP meeting will be scheduled. With the change of
Minister at the MWI, we could expect meetings to define the scope of services and/or receive
MWI/WAJ priority projects planned for implementation.
(d) Monitoring, Evaluation and Learning (MEL) Plan
The draft MEL Plan will be submitted for USAID review. We expect comments and discussions
with USAID to finalize the submittal during the second quarter.
(e) Task 1 (Optional) - Red Sea Dead Sea (RSDS) Conveyance Project–Phase II
This optional task will commence when exercised by USAID.
(f) Task 2 – Construction Supervision – Shedeyyeh–Hasa Water Project Phase II
This task has an estimated November 2018 start date.

(g) Task 3 –Expansion of Zai Water Treatment Plant Project
The draft and final submittals of the existing conditions and water quantity report, and the water
quality assessment will be delivered. The options report will be under development during the
quarter based on the findings from the existing conditions report.
(h) Tasks 4 and 5 –Expansion of Madaba and Ramtha Wastewater Treatment Plants
The RSS will complete the sampling programs for the Ramtha and Madaba WWTPs and the test
results will be reported. The assessment report for the two WWTPs will be submitted as draft and
finalized during the second quarter. The preliminary development of the feasibility study will be
started.
(i) Task 6 – Water and Wastewater Project for Deir Alla and Al Karameh
With the estimated November 2018 start date, we expect to receive the EIB funded feasibility
study and other documentation developed under the EIB work in November to commence the
design process for those water and wastewater facilities that were recommended in the feasibility
study and agreed upon with MWI/WAJ.
(j) Task 7 – Water and Wastewater Project for Bani Kenanah in Irbid Governorate
This task has an estimated February 2019 start date.
(k) Task 8 (Optional) – Technical Assistance to Water Utilities
This optional task will commence when exercised by USAID. There have been no activities
identified under this task.
(l) Task 9 (Optional) - Additional Architectural and Engineering (A&E) services
This optional task will commence when exercised by USAID. Two activities under Task 9 were
requested by USAID on 13 September 2018 as follows:
1. Technical assistance to support the Phase III expansion of the As Samra WWTP.
Pending a final signed non-disclosure agreement (NDA), we will receive the Fichtner
prepared feasibility study for the Phase III expansion of the As Samra WWTP and the
construction cost proposal prepared by the SPC. With that information we will
commence the following reviews:
• Technical review: A technical review of the feasibility study
• Cost proposal review: A review of the construction cost proposal prepared by the
SPC for reasonableness
2. Technical assistance to analyze and design energy interventions to support the water sector.
We will continue our meetings and site visits with MWI/WAJ, Dorsch, Gesellschaft fur

7. BRANDING COMMUNICATIONS AND DISSEMINATION
a. Key Communication Activities - Specific Activities That Reflect Branding Awareness
for USAID
CDM Smith’s communication specialist has been in contact with USAID’s Senior Development Outreach
Specialist regarding publicity protocol, messaging, specific dos and don’ts and the importance of
coordinating our efforts. She also provided information regarding quality information versus quantity and
the importance of a consistent USAID topline message.
b. Branding
The mobilization of our new office has included locating two USAID signs reflecting the appropriate logo
with the words “from the American people”. Additionally, we have worked with the USAID Office of
Outreach and Communications to develop an acceptable poster that is portable for locating at workshops
and other events to show the USAID brand.

Project Quality Management Workshop – 30 August
2018
The PQM provided all attendees with the scope of
services and the opportunity to identify critical
success factors and an action plan to meet those
success factors. The PQM also provided insight into
other projects ongoing or planned in Jordan. The sign-
up sheet for the workshop identified 12 organizations
including subcontractors, USAID, MWI/WAJ, water
companies and Electricity Distribution Company
(EDCO). There were 56 persons in attendance (43
males and 13 females).
