    AMC FLIGHT LINESUPPORT FACILITY

    Introduction

    A.Purpose

    This guide provides the basic criteriato evaluate, plan, program, and designAir Mobility Command (AMC) flightline support facilities to sustain a sup-

    ply of parts and components to main-tain aircraft. This facility supports thefollowing AMC aircraft: C-5, C-17,C-141, and KC-135. The C-9, C-21,and KC-10 are supported by Con-tractor Operated and Managed BaseSupply (COMBS), and their facilityrequirements are governed by govern-ment contracts.

    It is intended to make commandersand their staffs aware of importantdesign considerations and to aid inproject development. Planning andprogramming for a flight line supportfacility should consider all aspects ofparts storage and handling necessaryto support aircraft maintenance andrepair. Additionally, a quality designwill maximize effective use of avail-able space to support an efficient air-craft parts flow process.

    B. Design GuideScope and Use

    This guide applies to the design ofall new construction and renovationprojects for flight line support facili-ties. It provides the overall criteriafor determining requirements, site

    evaluation and planning, and designof exterior and interior areas.

    Use this guide to supplement otherAir Force and Department of Defense(DoD) policies and instructionsto identify individual constructionproject requirements. The Require-ments and Management Plan(RA MP) defines the program fordesign of an individual MilitaryConstruction (MILCON) project.It includes functional requirements,design criteria, and cost information.

    The material in this guide providesthe basis for preparing the RAMP.

    1. Project I nitiation

    Information required for preparationof the DD Form 1391, which initiatesproject development, is found inChapter 2. This includes considera-tions of the space criteria to deter-mine overall building size, siteevaluation, and special factors to beused in the cost estimates.

    2. Sit e Selecti on

    This is generally part of the master

    planning process. It is completedprior to preparing a DD Form 1391for an individual project. However,project programming requirementsdeveloped in the DD Form 1391phase may require a re-evaluation ofsite selection decisions.

    For guidance in evaluating sites for aproject, see Chapter 2, Section G, SiteEvaluation.

    3. Design

    a.The design of a project is typically

    developed in progressive phases, i.e.,planning and programming, conceptand preliminary drawings, and finalworking drawings. Design guidancefor all of these design phases is cov-ered in Chapters 2 through 4.

    b. Chapter 2 provides basic planningand programming criteria, along withtables for determining square footagerequirements.

    c. Chapter 3 presents concept andpreliminary design considerationssuch as the location of a facility ona site, the design of the facility andsupport utilities, as well as specifictechnical guidance.

    d. Chapter 4 addresses specific designissues concerning individual function-al areas, which are important forpreliminary and working drawings.In this chapter, illustrative designs and

    photographs help clarify the designguidance of the preceding chapters.

    FurnishingsChapter 5 provides recommendationsfor selection of interior materials, fin-ishes, and colors. Carefully selectedinterior finishes and furnishings areessential for a quality design.

    C.Flight LineSupportFacility

    See Figure 1-A for functional arearelationships of the warehouse andsupport areas within the flight linesupport facility.

    a.The flight line support facility isan essential element of the aircraftmaintenance program. Its functionis to provide maintenance units withavionics, components, spare parts,

    and assemblies necessary to maintainaircraft. Also, the readiness spares

    packages (RSPs) are assembled andmaintained in this area.

    b.This facility has four components:

    Administrative Areas

    Parts and components

    Flight line support

    Support areas

    Warehouse

    Special storagec.The administrative space isseparated into two different spaces(flight line support administration,and parts and components administra-tion). Space requirements mayinclude private supervisory offices andadministrative support for ordering,tracking, and distributing aircraft

    avionics, components, spare parts,and assemblies. Parts and compo-

    nents administration also providesvisual security for the warehouse area.

    d.The support area includes spacefor electrical, communications,mechanical, and rest rooms.

    e.The warehouse includes spaceto store and retrieve aircraft parts.Specific space requirements arenecessary for high-density storage,RSP pallet buildup, RSP pallet stor-

    age, bulk storage, RSP loading dock,truck loading dock, parts counter, andreparable parts, tail number parts, andtime compliance technical order(TCTO) parts.

    f. The special storage area includesavionics and electronic components,classified storage (sensitive/pilferablematerials), and battery storage.

    A. General

    1. Planning and Programming

    Considerations

    a. Planning, programming, anddesigning a flight line support facility

    normally requires extensive coordina-tion. This coordination is importantbecause of the different organizationsinvolved in developing facilityrequirements.

    b. Personnel likely to have facilityplanning and design inputs areas follows:

    Wing commander

    Wing safety officer

    Operations group commander

    Logistics group commander

    Support group commander

    Supply squadron commander

    Aircraft generation squadroncommander

    Communications squadroncommander

    Transportation squadroncommander

    Civil engineer squadroncommander

    Fire chief

    Security police squadroncommander

    2. Fli ght L ine Support Facili ty

    a.The supply and distribution ofstored aircraft parts and war reserveoperating materials are managed inthis facility. Major supply functionsinclude the following:

    Demand processing and missioncapable stock control

    Reparable parts processing

    Inventory processing

    Bench stock inventory control

    Processing of readiness spares andin-place spares packages

    Storage and issue of stocks

    Re-supply of enroute system

    Combat supply operations

    3. A ir craft Part s Flow Process

    a.To fully understand the functionalarea relationships of this facility, itis important to consider the variousactivities and flow of parts, compo-nents, and assemblies through theflight line support facility.

    b.There are specific requirements for

    each type of aircraft when developinga functional layout for a flight linesupport facility. Investigate shippingand receiving requirements, and tailorthem to the base supply system ofoperation. In developing the require-ments for support facilities, the prima-ry consideration is the flow of materialinto and out of the facility.

    Chapter 2

    Facilities should present a cohesive architectural image as the facility above demonstrates.

    c. After receipt of a part, component,or assembly at the flight line supportfacility, the item is processed andstored in its respective storage area.Special storage areas for specific mate-rial items are required as follows:

    Aircraft Electronic Components -An environmentally controlledarea

    Batteries -A specifically designedbattery room

    Classified Storage -A secure roomd.The parts and components admin-istration function requisitions specificparts, components, or assemblies whena minimum inventory stockage leveloccurs.

    e. Deployable units have RSP kitrequirements. These kits are main-tained in the RSP pallet area on cargopallets. Flight line support is responsi-ble for inventorying and restockingthe kits.

    B. AdministrativeFunctions

    a. Parts and Components Admin-istration -Coordinates the requisitionand distribution of parts, components,and assemblies to support aircraftoperations 24-hours a day, seven daysa week.

    b. Flight Line Support Admin-istration - Provides the primaryinterface with the customer, andmanages the flight line support facility24-hours a day, seven days a week.

    c. Officer-in-Charge/Noncommis-sioned Officer-in-Charge (OICs/NCOICs) Office-For managementfunctions in the facility

    C. Support AreaFunctions

    a. Customer Service Entrance -Locate the entrance so that it is clear-ly visible for public access of visitorsand customers.

    b. Rest Rooms -Centrally locate restrooms for men and women.

    c. Mechanical Room -Space forheating, ventilating, and air condi-tioning equipment (HVAC), electri-cal service, and fire detection andalarm equipment.

    d. Electrical Room -Room for prima-ry electrical systems necessary tosupport the entire facility.

    e. Communications Room -A loca-tion for the building telecommunica-tions systems and telephone switchingequipment.

    D.WarehouseFunctions

    a. High-Density Storage -This areaconsists of a number of high bay stor-age racks with aisles wide enough for

    the material handling equipment tomaneuver easily.

    b. RSP Pallet Buildup Area -Thislarge open area within the warehouseis for the buildup and maneuveringof RSPs.

    c. RSP Pallet Storage Area -Thetype of aircraft and the squadron sizewill determine the overall size of thisarea. This area is adjacent to the RSPbuildup area and accommodates theRSP containers and cargo pallets.Position the pallets in single rows.

    d. Bulk Storage - Provide an areafor parts that are too large for high-density storage. Locate these itemson the mezzanine above the RSP pal-let storage area.

    e. RSP Loading Dock -This area isfor 463L cargo pallets and loaderequipment. Provide an in-floormounted scale that will handle cargopallets and is capable of accuratelymeasuring cargo pallet weights of up

    to 10,000 pounds. Locate the scalenear the RSP dock.

    f. Truck Loading Dock - A locationto receive parts and components frombase supply or depots.

    g. Parts Counter - An area locatednear the customer service entrance.

    h. Reparable Parts/Tail NumberParts/TCTO Parts - An area nearthe truck loading dock for storageof parts until they are picked up bya maintenance unit.

    E. Special Storage

    Functions1. I nside Storage

    a. Avionics and ElectronicComponents Storage -An environ-mentally controlled storage area foravionics and other electroniccomponents.

    b. Classified Storage - An area forstorage of sensitive or pilferable mate-rials. Enclose this roomwith fire-rated

    walls and a vault door.

    c. Battery Storage - A special storagearea with ventilation and specialexhaust for nickel cadmium batterycells. Provide a battery shop andrecharging capability within the flightline support facility if the base doesnot have one.

    2. External Storage

    a. Outside Storage -A fenced, paved,and lighted area for material and foroperating material handling equipment.

    b. Covered Storage -Spaceto storesupplies, equipment, and material notrequiring closed warehouse space, but

    requiring covered protection from theweather. Covered storage space isconstructed without complete sideand end walls. This space can beincluded within the warehouse in coldclimates.

    F. Space Criteria

    the existing facilities relative to cur-rent and future needs. Requirementsare governed largely by the types ofaircraft assigned to the base and thenumber of parts and componentsnecessary to support the overall main-tenance effort. Other considerationsare as follows:

    Circulation and storage of materialhandling equipment

    Sufficient space for the number ofRSPs necessary to support a 30-day

    deployment

    Administrative areas for account-ability and control of parts

    Space for receiving and shipmentof reparable parts, components, andassemblies between the facility,depots, and manufacturers

    2. Standard Facilit y

    Requirementsa.The size of the facility is deteminedby the number of aircraft assignedand RSP pallet requirements.

    B. Site Design

    1. Selecti on

    b. Design functional spaces for maxi-mum flexibility to allow for efficientstorage and retrieval of aircraft parts.

    The general warehouse consists oflarge, open bay areas of bulk, bin,and RSP storage. The maximumstorage height is 24 feet.

    c. Locate the mezzanine above theRSP pallet storage area. This areaprovides storage for large bulk items.

    d. Maintain a large open area, adja-cent to the RSP area, for buildup andmaneuvering of the RSP pallets.

    e. Locate the loading dock for RSPshipping on the side of the buildingnearest the flight line.

    f. Locate the parts and componentsadministration office so that the staffcan maintain visual supervision andsecurity of the warehouse.

    g.The rest rooms should have a cen-tralized, prominent location.

    2. Ar chitectural Character,

    M ateri als, and Fin ishes

    a. Integrate the architectural andinterior design of the facility. Thearchitectural style and form should be

    consistent with the base ArchitecturalCompatibility Guide.

    b.The design team should usecomprehensive interior design servicesto ensure interior finishes and furnish-ings are properly coordinated, as wellas appropriate. See Chapter 5 forsuggested interior finishes.

    c.The overall complex should pre-sent a cohesive architectural image.

    d. Provide a variety of spaces andsubspaces to accommodate differentsize groups and activities. Use modu-lar systems furniture in the parts andcomponents and flight line supportadministration areas to economize onspace, to provide flexibility, and topromote a sense of organization andvisual order.

    a.The flight line support administra-tive facility handles a high-valueinventory which requires security andsupervision.

    b.The parts and components admin-istration function should provide visualsupervision of the warehouse area.

    c. Limit access to high-value storageareas to assigned personnel. Use cardaccess for all access points inside and

    outside the facility. The access systemshould identify and record all personswho enter or leave the facility.

    4. Flexibili ty and Expansion

    Potential

    a. Design the warehouse site toaccommodate change or expansion asmission or assigned aircraft change.Consider providing land adjacent tothe warehouse to accommodate a

    100% facility expansion.b.The large RSP buildup area isa perfect example of flexible spaceusage since it is used for buildup ofpallets, movement of parts, and otherlarge components.

    5. D isabled Access

    All areas should be barrier free andaccessible to the physically disabled inaccordance with the Americans with

    Disabilities Act (ADA) and UniformFederal Accessibility Standards.

    6. Special Considerations for

    Renovationsa.Two factors that may necessitatenew construction are the availabilityof high-bay areas with a minimumclearance of 30 feet, and the ability ofthe floor to sustain 500 pounds persquare foot loadings. This may limitthe use of otherwise availableexisting space.

    b. When retrofitting an existingbuilding, select a suitable, permanentstructure large enough to accommo-date the full range of storage func-tions. The structural system andfloors should be open and relativelycolumn-free. The building layoutshould control customer access andprovide security for the warehouse.

    c. Survey and analyze existing build-ings for energy efficiency upgrade.

    D.BuildingSystems

    1. Structural

    a. Select a cost-effective framingsystem based on size, projectedload requirements, and availabilityof materials and local labor.

    Projected load requirements for thefacility include the following:

    Floor slab

    High-bay parts storage systemloading

    Bulk storage loading

    High-bay clear spans

    b. Select and design the structuralsystem based on analysis of projectedfuture needs to accommodate expan-sion easily and economically; howev-

    er, do notover design the initialconstruction.

    c. Design building structural compo-nents to reflect space requirements,economy, and subsystem dimensions(e.g., ceiling grid, masonry units, fram-ing members, etc.).

    2. Heating, Ventilating, and

    A ir Conditioning

    a. Perform a life-cycle cost analysisof available energy sources.

    b. Interior design temperatures andrelative humidity levels should con-form to Air Force standards.

    c. Provide mechanical air circulationin public areas with limited or no airconditioning.

    d.The mechanical air system shouldintroduce outside fresh air.

    in all functional areas. Some areasof the facility may require operation ofenvironmental systems when otherareas are closed.

    g. Provide mechanical exhausts forthe rest rooms.

    h. Provide for connection to the base

    Energy Monitoring and ControlSystem (EMCS).

    3. Plumbing

    a. Provide domestic hot and coldwater, sanitary and storm drainage,plus propane or natural gas systems,if required.

    b. For general use, provide hot andcold water to all rest rooms, sinks, and

    janitors closets.

    c. Provide shut-off valves at allplumbing fixtures.

    d. Provide frost-free hose bibs on allexterior walls if local climate condi-tions justify them.

    4. Electrical

    a. Provide electric service, includingdistribution equipment, wiring, recep-tacles and grounding, interior andexterior lighting and controls, emer-gency lighting, telephone, and firealarms.

    b. Provide a back-up generator for24-hour operation.

    c. Evaluate and include the followingpower needs to determine the totalelectric service capacity:

    d. All service equipment should beUnderwriters Laboratories-listed.

    As an alternative, providepublished proof from a bona fideindependent testing laboratory.

    e. General convenience receptaclesand special power outlets should becommercial grade. Conveniencereceptacles should be a maximum of12 feet apart. Provide special poweroutlets and circuits for all computerequipment as required.

    f. General lighting in office areasshould be fluorescent with low tem-perature energy efficient ballastsand lamps. Indirect lighting systemsof the high-intensity discharge orfluorescent types may be used wherepractical.

    g. Use of incandescent lightingshould be kept to a minimum becauseof energy efficiency and frequency of

    maintenance. Incandescent lightingshould have an extended life of atleast 2,500 hours.

    h. Lighting control systemsshould include dimmers to auto-matically reduce intensity levels ofartificial lighting when natural lightis available.

    i. Use high-intensity discharge lightsources for exterior lighting of parking

    areas, walkways, and buildingentrances.

    j. Install illuminated exit signs, pub-lic address systems, and battery pow-ered emergency lighting.

    k. Surveillance systems in designatedareas should have at least two levelsof detection.

    5. Fire Protection

    a. Facilities should be of noncom-bustible construction.

    b. Hazardous or combustible suppliesmust be contained within a fire-ratedenclosure.

    c. Provide sprinkler coverage in theaircraft wheel and tire assemblies stor-

    age area.

    6. Communications

    a.The base communicationssquadron, in coordination with thesystem telecommunications engineer-ing manager, can provide details oncommunications requirements anddesign for the buildings internal andexternal phone and data connectivity,as well as alarm system wiring.

    b. Incorporate requirements intobuilding design specifications andinclude connectivity to base phones,with data infrastructure systemssufficient to support the maximumplanned number of building occu-pants. These requirements areas follows:

    Phone Connections - Providesufficient preinstalled connections

    to support the maximum plannednumber of people in each area.Consider future growth, modemconnections, and special require-ments (pay phones, etc.).

    Administrative Data Connections(Local Area Networks - LANs) -Provide administrative computerand LAN printer connectivity.Also provide specialized computerconnectivity to support the basemission when required.

    FiberOptic Connectivity - Maybe required (internally to severallocations and/or externally to sys-tem nodes) to support AMC com-mand, control, communications,

    and computer systems. Hands-Free, Two-Way Intercom

    (Public Address System) - Providethroughout the facility, with wall-mounted speaker units.

    7. M ateri al Handling System

    a.The Material Handling Engineer-ing Branch at Wright-Patterson AFB,OH (DSN: 787-3078), is the focalpoint for designing and funding

    material handling systems. The fol-lowing material handling guidanceincludes recommendations that maybe altered after further study atbase level.

    b. Store most parts in a high-densitysystem with a maximum storage heightof 24 feet. Storage should be a combi-nation of the following:

    Bins-Stored on adjustable shelv-

    ing set initially 6 inches apart. Open Shelf Storage -Wire rack

    over framework, 24 inches highand/or 30 inches deep, withadjustable heights for maximum use.

    Pallet racks - Design for standardAir Force Pallets, 40 deep x 48wide (not to be confused with 463Lcargo pallets which are 108 x 88).Design should consider a possibleload overhang of four inches totalin either direction, a 3,000 poundload, and adjustable verticalspacing for maximum use.

    Special Rack - For storage of tireand wheel assemblies. This rackmaintains the tires in an upright,

    secured position to prevent themfrom rolling. Because of tire weightand size, they should be stored onthe floor or on the first level of theracks.

    Parts Carousel -For small parts

    Cantilever Racks -For storinghydraulic tubing, sheet metal,and items too bulky for rackstorage. The length of the sup-port arms and load capacitymust be suitable for specificitems to be stored.

    c. Items that are too bulky for rackstorage can be stored on the openmezzanine above the cargo palletstorage area.

    d. Aircraft parts in the high-densitysystem are stored and retrieved usingman-up turret trucks. Note that

    storing high-demand items at levelsbelow six feet will permit manualpicking of many of these items with-out the turret trucks.

    e. In-rack sprinkler systems arerequired for racks over 12 feet high.

    f. Use a pallet jack to move materialsstored on the mezzanine. Equip themezzanine storage areas with a 1,000-pound capacity vertical reciprocatingconveyor (VRC) for lifting and lower-ing material to the mezzanine level.

    The mezzanine should also have aremovable section of railing for liftingitems too bulky for the VRC and as abackup in case of VRC malfunction.

    g. Provide floor-mounted roller con-veyors for staging the cargo pallets.

    h. Building floors should be levelwithin 0.125 inches in 10 feet, withno more than 0.5 inch deviation inthe entire building area used by turrettrucks. Aisle width between rack facesshould be 68 inches for turret trucksand 60 inches for order-picking trucks.

    i. The storage racks and shelvesshould be designed for rail guidance.(The floor rail down the aisle andcurbs at the ends of the shelving,painted yellow in the photo below,prevent the turret truck from comingin contact with the storage racks.)

    The lowest level of storage must beeven with or above the top of the rail.Design the racks, shelves, and railguidance so that the area under therack or shelf is either cleanable or

    sealed to prevent the accumulation oftrash or dust.

    j. Provide a battery charging areafor the turret trucks. This area shouldbe large enough for two to three vehi-cles and permit removal of batterieswith minimum manual effort. Provideadequate ventilation to prevent hydro-gen accumulation during charging.

    RSP Pallet Buildup Area- An areato assemble and maneuver RSPcontainers.

    RSP Loading Dock-The dockprovides a transfer area for RSPcontainers to and from theflight line.

    Truck Loading Dock -The dockprovides a transfer area to receivecomponents from base supply,depots, and manufacturers.

    Parts Counter- Customer partspick-up is at this counter.

    Bulk Storage Area -Parts toolarge for high-density storage arekept in this area.

    Reparable Parts/Tail NumberParts/TCTO Parts - An area forstoring parts until they are sentout for repair.

    b. Space Organization andCharacter

    Provide a large work area for pack-ing, unpacking, and maneuveringRSP kits on cargo pallets with andwithout material handling equip-ment. Area should be a large, con-tiguous open space.

    Locate the RSP pallet storage space

    adjacent to the dock. Provide anin-floor mounted scale sized tohandle cargo pallets, and capable ofaccurately measuring a pallet whichweights up to 10,000 pounds.

    RSP pallet storage space should beadjacent to the RSP buildup area.

    The RSP loading dock should beadjacent to the buildup area.

    2. H igh-Densit y Part s Storage

    Refer to Chapter 3, paragraph D7,Material Handling System, for adescription of storage rack systemsand equipment.

    a. Furnishings and Equipment

    The high-density storage shelf

    system should be at least 24 feethigh.

    b. Technical Requirements

    Ensure that traffic aisles, storageshelving aisles, and equipmentcan accommodate the material han-dling equipment.

    Arrange the area so that therequired exits are remote from eachother, but within 200 feet or less of

    any point within the facility. Floor finish should reflect light

    and be easily cleaned.

    Provide high-bay construction with30 feet minimum clearance underthe roof structure.

    In earthquake zones, brace high-density storage racks to resistearthquake forces.

    Design structural columns for amezzanine at 15 feet above thefloor.

    Install mid-level sprinklers undermezzanines in accordance withapplicable fire code requirements.

    Allot approximately 300 square feetfor this space.

    Provide fire-rated walls and ceiling.

    Install a vault door.

    4. Battery Storage

    a. Furnishings and Equipment

    Provide safety equipment and facili-ties, e.g., eyewash, deluge shower.

    Include space to accommodaterefrigeration equipment.

    b. Technical Requirements

    Use quarry tile or acid-resistantfloor coating.

    Use explosion-proof receptacles.

    Finish interior ceiling and wallswith non-combustible materials.

    Maintain temperatures in accord-ance with the manufacturersrecommendations for explosion-

    proof heaters. Provide positive air ventilation

    and special exhaust to conformto established design requirementsand local building codes.

    Provide sufficient electrical outletsto accommodate charging equip-ment and refrigeration equipment.

    5. Out side Storage

    a. Furnishings and Equipment

    Security fencing is required.b. Technical Requirements

    Provide a controlled-access gate.

    Paved surfaces are required.

    Provide lighting for night-timevisibility and surveillance.

    Locate the covered storage spacein this area.

    A.General

    Finish materials and furnishingsshould be selected using professionalinterior design services. Selectionsshould be based on anticipated use,

    maintenance requirements, life-cyclecost, fire and other life safety require-ments, as well as aesthetic qualities.

    Coordinate materials, finishes, colors,and texture selections to complementthe overall building design and image.Select colors and finishes to expressprofessionalism, warmth, and a strong,positive image.

    B. Finish Schedule

    Use colors and finishes to highlightand differentiate spaces designed toaccommodate different types and

    levels of activity. For example, thewarehouse areas require extremelydurable and easy to maintain finishes.

    Color schemes should be predomi-nantly neutral. The designer shouldconsider the seasonal temperaturerange of the base when selecting acolor scheme, such as cool colors(blue, green) in hot climates andwarm colors (beige, tan) in coldclimates.

    Furniture is an integral part of the building design and image.

    Permanent and semi-permanentsurface materials, such as tile, carpet,and the majority of the wallcoverings,should be in neutral colors such asbeige, taupe, or gray tones.

    Patterned carpet (bold tweeds) can bethe basis for the overall color scheme,as well as mask traffic wear.

    Paint mechanical and electricaldevices to match the background sur-face. Room finish schedules are listedin Tables 5-A through 5-D. Thedashed numbers after the abbrevia-tions (e.g., P-1, VCT-2, VWC-3, etc.)in Tables 5-A through 5-D refer tospecific material color board samplesin Figure 5-A, pages 30 and 31.

    C.Furniture

    Furniture is an integral part of theoverall building design and image.Coordinate furniture selection forconsistency with finish materials, tex-tures, and colors of built-inelements.

    Choose furniture that is durable,comfortable, modular, and flexible.Systems furniture, which can be fund-ed as part of a military construction

    project, is recommended for alladministrative areas.
