The solution to the hazards of natural disasters is not a silver bullet. No single agency can completely solve flood hazards alone. Flood risk management is a shared

responsibility.

During responses to disasters, FEMA is known for blue jackets, and the Corps, red.

Multiple agencies working together to lessen the effects of disasters are like links in a chainmail coat of armor, and such a metal jacket is the most resilient to disasters.

That’s a silver jacket.

What is ? Silver Jackets is the US Army Corps of Engineers (USACE) Civil Works program enabling participation in the states’ hazard mitigation teams. This is about collaboration between USACE, the Federal Emergency Management Agency, and other federal, state and local agencies to create an interagency team at the state level to develop and implement solutions to state natural hazard priorities. The Silver Jackets Program provides a formal and consistent strategy for an interagency approach to planning and implementing measures to reduce the risks associated with natural hazards.

Evolution of a Corps Mission

Within the Corps, we’re transitioning from the concept of FDR to FRM. In the past, the Corps thought it was managing risk, as it applied the engineering and standards approach to performance & design. Early legislation authorized “flood control” in response to devastating losses [e.g., swamp acts 1850; FCAs of 1917, 1936, 1938(n-s), 1944, etc.] We can’t really control floods, but we can modify water flows in space and time The Corps purpose is reducing damages from floods, but what is really needed is best practices including Risk assessment Management Communication Instead of pursuing a project-construction focused definition, the Corps will define its Civil Works mission as helping manage risks to human life, ecosystems, and the economy. Risk management provides the best approach, including an approach that’s science-based, transparent, and collaborative decision process.

Share information on risk - Why? ► Other agencies can use risk assessments to prepare and mitigate hazards.

What are Interim Risk Reduction Measures? • Interim Risk Reduction Measures (IRRMs) are effective, interim actions taken to reduce inundation risks posed by a levee system while longer term solutions are planned and implemented. IRRMs are a critical part of responsible, adaptive flood risk management and recognize the dynamic nature of flood risk. Even levee systems that may not pose high risks can benefit from IRRMs.

For the 8 a.m. agenda item, I will give an overview of what Silver Jackets has been doing in Missouri and begin a segue to other USACE activities in levee safety, dam safety, and emergency management that relate to the state led hazard mitigation efforts, including the data USACE is providing to complement the state hazard mitigation plan. In the 9:15 agenda item, USACE team members from the various programs and districts can give much more information floodplain managers want to know and collect feedback. First, Silver Jackets success stories will be covered in more detail, specifically featuring the pilot project, Missouri River Inundation Mapping and recapping on Wildcat Creek, a Kansas team pilot project. Second, Levee Safety Action Classifications (LSAC) will be coming out over the next three years, and the LS project manager(s) can comment on the logistics. The Dam Safety PMs will also be welcome to present. Some state agency and USACE staff will be listening to issues the local floodplain managers have encountered. Of paramount importance during this time will be to gather ideas for pilot project proposals that will be developed in the summer for Silver Jackets funding. Other USACE programs will also be offered, including the FloodPlain Management Services. OLD What is the partnering opportunity?
