AnalysisEditor'sNote:Stratforcloselymonitorsconflictzonesfromageopoliticalperspective.WhatisperhapsthemostvolatileconflicttodaycanbefoundintheterritoriesofIraqandSyriathatarecontrolledbytheIslamicState.Thoughtheseareasarecartographicallydistinct,theyarefunctionallylinked:Sunnitribalstructures,rebeloperations,Kurdishinterests,externalinfluencesandthesuzeraintyoftheIslamicStatebindthemtogetherasasingle,coherenttheater.
TheIslamicStatecapitalizedonthechaosoftheSyriancivilwarandtheinadequacyofIraqisecurityforcestotakeoveralargeswathoftheMiddleEast.Aftermakingsomeimpressivegains,includingthetakingoftheIraqicityofMosul,theIslamicStatenowfindsitselfinanincreasinglydifficultposition,againstwhichawidearrayofopponentsarealigned.Nonetheless,thegroupisuniquelyresilientand,assuch,remainsextremelydangerousandunpredictable.
InadditiontoexaminingthecombatantsinsidetheSyriaIraqbattlespace,Stratforalsotracksthepoliticalmachinations,negotiationsandgoalsofoutsidethebattlespace,includingIran,Russia,theGulfmonarchiesandtheUnitedStates.Forthefirsttime,inoneplace,Stratforisprovidingroutineupdatescoveringthegains,lossesandextentoftheIslamicState'ssocalledcaliphate.

ThisisamajorsetbackduringthefirstweekofformalizedcooperationbetweenTurkeyandtheUnitedStates.Afteryearsofpoliticalimpasse,thecountrieshavefinallyagreedtoworktogethertofighttheIslamicStateinSyriaandIraq.TheUnitedStatesandTurkeyhopethatcooperationwilladvancetheSyriancivilwartoapositionwherebyanegotiatedsettlementcouldremovePresidentBasharalAssadfrompower.
ThoughAnkaraandWashingtonareactivelyworkingtogether,thereisnoagreementonwhichSyrianrebelgroupswithwhomtopartner.TurkeyismorepragmaticthantheUnitedStatesaboutwhotoincludeandwouldliketoaccommodategroupssuchasJabhatalNusra,whichisalreadyaneffectivefightingforce.ButWashingtonisextremelywaryofassociatingwithanorganizationdirectlylinkedtoalQaeda.
JabhatalNusramostlikelystagedthekidnappingtomakeapointwhichistohighlighttheirrelevancyandensurethegroupisnotleftoutofU.S.Turkishdiscussionsoverwhichgrouptosupport.MeaningfulresourcesarescarceinSyria,sobackingfrommajorcountriesliketheUnitedStatesorTurkeyisextremelydesirable.WhetheralHassanandhiscohortarereleasedwillindicatehowcooperativeJabhatalNusraislikelytobeinthefuture.
OverallU.S.TurkishcooperationispredicatedontheideathatAnkarawillbeabletogetSyrianrebelgroupstocooperatewitheachother.Thisiskeytoachievinganykindofsuccessontheground.WashingtonandAnkaraprovideaidandairsupporttoselectrebelgroups,butneitherTurkeynortheUnitedStatesiswillingtocommitgroundforcesinsignificantnumbers.IfAnkaraisunableorunwillingtofacilitateasolutiontotherebelpartneringissue,orselectsunpalatableallies,WashingtoncouldwellbackawayfromTurkey,withdrawingU.S.forcesfromIncirlikairbaseandreinvigoratingitsrelationshipwiththeKurds.
