ASBESTOS INSPECTION REPORT

1.0 Introduction

This report provides information regarding an asbestos building materials survey performed at alocation approximately one-half mile south, and west of County Road 20, of the Town of Kit Carson,Colorado, on May 12, 2016. At the request of Kit Carson LLC, Abbey Environmental Management,Inc. (AEM) performed a visual inspection at a one level single wide mobile home, acquired samplesof suspect asbestos containing building materials (ACBM), assessed the condition of the materials,and determined estimated quantities of those suspect materials.

The purpose of the inspection was to determine locations and quantities of asbestos containingbuilding materials that would have to be abated by removal prior to the intended demolition of themobile home.

The subject property is a single wide mobile home located on a lot near Kit Carson, Colorado. Thesubject property is one level, with a living room, kitchen, two bedrooms and one bathroom. Thehouse is heated with central forced air. The roof is metal.

Samples of suspect materials were sent to Reservoirs Environmental Inc., 5801 Logan Street inDenver, Colorado. Reservoirs is a NVLAP accredited (#101896) laboratory for Polarized LightMicroscopy, the required method of analysis for asbestos.

Details of this survey and analysis follows. Please refer to the Bulk Sample Data Table for asummary of the laboratory analysis results.

2.0 Inspection Rationale

According to Federal EPA NESHAP regulations, and State of Colorado Regulation 8, buildings thathave suspect asbestos containing materials in excess of 160 square feet, 260 linear feet, or 35 cubicfeet (one 55 gallon drum in Colorado) require that a thorough inspection be performed prior torenovation or demolition. For Single Family Residential Dwellings, the trigger level for inspection is50 linear feet, 32 square feet, of the volume equivalent of a 55-gallon drum. AEM performed theinspection accordingly.

Colorado Regulation 8 requires that any friable ACBM with PLM lab result indicating more thanzero, but less than 1% (trace amounts) be Point Counted. No sample indicated trace levels ofasbestos in the survey that was representative of a homogeneous area declared to be ACM, so noPoint Counts were performed for that reason.

The EPA AHERA regulation contains inspection protocol, and is considered to be the state of the artmethod for performing building inspections for asbestos in building materials. This inspection wasperformed according to those protocols, taking into account the limited scope of the inspection dueto limited destructive sampling.

All samples were acquired in a random manner that also represented the materials sampled. Anarrative description of the sampled materials and their relative locations is contained in the BulkSample Data Table. In addition, a copy of the Reservoirs laboratory report is attached.

All samples, assessment and inspection activities were performed by Kathleen Flanagan andSalvador Canales, EPA accredited and State of Colorado certified Asbestos Building Inspectors.Attached are copies of their certificates.

3.0 Inspection and Survey Findings/Recommendations

At the time of inspection, a total of five suspect materials were discovered and documented. None ofthe suspect materials were assumed to be asbestos containing. Samples were acquired of all of thesuspect materials and submitted for analysis. Following is a list of those suspect materials:

• Multi color sheet vinyl located in the kitchen of the unit. (One Sample)

• Cream colored square sheet vinyl located in the kitchen of the unit. (One Sample)

• Drywall and splatter texture located throughout the unit. (Three Samples)

• Pink insulation located in the kitchen ceiling. (One Sample)

• Multi colored square pattern sheet vinyl located in the bathroom of the unit. (OneSample)

A total of seven samples were acquired in the sampling event. Of these samples, no materialscontained detectable levels of asbestos through standard PLM analysis.

4.0 Conclusions and Recommendations

In the case of the asbestos in the texture on the drywall, sheet vinyl and insulating and roofingmaterials discovered during a thorough inspection in and on the subject mobile home abandoned at alocation approximately one-half mile south, and west of County Road 20, near the Town of KitCarson, Colorado, the mobile home is without CDPHE asbestos abatement regulations, because thesuspect ACM materials samples did not contain asbestos according standard PLM analysis.

Please remember that only those suspect materials that appeared to have a potential for disturbanceduring the demolition process, were sampled. All workers should be aware of the potential for otherACM’s to be present under or behind those identified. All work should stop when these suspectmaterials are discovered. Suspect materials should be sampled and those samples be analyzed priorto work progressing that would disturb any suspect asbestos containing materials.
