Critical Developments

State Responses: In all 50 states, UPS and The UPS Store are exempt from any and all local, county, or virus-related restrictions and are free to keep operating. UPS secured confirmation from all 50 states directly from the Governors’ office.

Many states and large cities have now issued “Shelter in Place” or “Stay at Home” orders, telling residents not to leave their homes.

Alabama

Stay at Home: Statewide - Gov. Kay Ivey (R) issued a statewide order which went into effect April 4 at 5pm.

Alaska

State of Emergency: Declared March 11th

Status of Legislature: Closed Capitol to all outside guests

Status of Schools: School closure extended to until May 1

Stay at Home: Gov. Mike Dunleavy (R) issued a Stay at Home order

effective March 28 at 5 p.m. (UPS is exempt and can continue to

operate) Gov. Dunleavy extended the order until April 21.


Arizona


Status of Legislature: Now in recess, though approved remote

voting.

Status of Schools: Closed through the rest of the academic year.

Stay at Home: Gov. Ducey (R) issued a stay-at-home order effective

at 5 p.m. on March 31 as a continued effort to fight the spread of

COVID-19. The order expires on April 30.

Additional Notable Information:

o A mandatory 14-day quarantine for most travelers arriving by

air from New York, New Jersey and Connecticut went into

effect on April 9.

Arkansas


Status of Legislature: April 8 began the normal state session which will adjourn on April 24th. The legislature gave Gov. Hutchinson authority over surplus money to use in response to the pandemic.

Status of Schools: Schools closed through April 17th, extended from March 30th.

Stay at Home: none

Additional Notable Information: Only Little Rock has instituted an 8pm curfew, the rest of the state is business as usual.

California


Status of Legislature: The California legislative session is officially on extended break until April 13. They can convene emergency meetings if needed.

Status of Schools: Closed – expected to be closed through summer break

Stay at Home: Governor Gavin Newsome (D) issued a Stay at Home order; UPS employees are permitted to travel to and from home to work. Additional Notable Information: none

Colorado


Status of Legislature: Colorado’s legislature won’t resume March

30th, as planned. After the Colorado Supreme Court ruled to allow the

legislature greater flexibility in meeting dates, the legislature is now

operating remotely on a day by day basis but has not yet set a date

for return.

Status of Schools: Closed

Stay at Home: Statewide - Gov. Jared Polis (D) extended his Stay at

Home order, effective March 26, through April 30. (UPS is exempt

and can continue to operate)

Additional Notable Information: All non-critical places of

employment to reduce in-person workforce by at least 50% by

Tuesday. UPS is exempt. Events at the following locations are

prohibited: Daycare centers, childcare centers, private schools,

private day schools. The order will be in effect until April 8.

Connecticut


Status of Legislature: Legislature considering passing a COVID-19 relief bill through executive order to avoid gathering all 141 members of the legislature together to vote.


Stay at Home: Gov. Ned Lamont (D) issued a Stay at Home order,

Stay at Home: Mayor Bowser (D) joined Virginia and Maryland in announcing a Stay at Home order on March 30. The order goes into effect on April 1st. Mayor Bowser extended the order through May 15.

Additional Notable Information: Mayor Bowser announced in a press conference Tuesday that the city will be closing all non-essential business.

Delaware


Status of Legislature: The Delaware General Assembly postponed legislative sessions for the ‘foreseeable future’

Status of Schools: Closed until May 15

Stay at Home: Shelter in Place order effective March 24. UPS is exempt.


Florida


Status of Legislature: Session concluded for 2020.


Stay at Home: Statewide - Gov. Ron DeSantis (R) issued a statewide Stay at Home order effective April 3rd at midnight. The Executive Order exempts the transportation industry. UPS is exempt and Safe Passage letters have been issued to employees.

Additional Notable Information: The Governor issued a blanket waiver for higher weight limits for trucks whose primary purpose is relief efforts.

Georgia


Status of Legislature: Initially scheduled to adjourn April 3, the Georgia General Assembly has since indefinitely suspended activity.


Stay at Home: Statewide – Gov. Brian Kemp (R) announced a

statewide Stay at Home order effective on April 3. (UPS is exempt

and can continue to operate)

Additional Notable Information: o Gov. Brian Kemp announced a series of measures Monday to

try to curb the spread of coronavirus, instituting a ban on any gatherings of more than 10 people and ordering a shelter in place for “medically fragile” residents for two weeks. UPS is exempt

o The Governor’s declaration enables a temporary waiver for oversized/overweight trucking load permits and licenses. The waiver only applies to loads carrying emergency materials directly connected to Coronavirus response.

Hawaii


Status of Legislature: On recess for two months.


Stay at Home: Gov. David Ige issued a Stay at Home order, effective

March 25 at 12:01 a.m. (UPS is exempt and can continue to operate)

Additional:

o Hawaii will be implementing zero access from the mainland

and other countries on March 26th. UPS pilots and crew will

need to medial screens upon landing in Hawaii. UPS is

viewed as critical and therefore exempt from Kauai curfew.

Idaho

State of Emergency: Declared – March 13

Status of Legislature: Adjourned

Status of Schools: Schools closed through the end of the school year with option for reopening is social distancing orders are lifted and the State Board of Education deems it safe.

Stay at Home: Gov. Little (R) has issued a stay-at-home order to go into effect on March 25 to last at least 21 days. The order has exemptions for “essential” businesses as defined by the federal CISA guidance. The order was extended until April 30th (UPS is exempt and can continue to operate)

Illinois


Status of Legislature: Senate is not scheduled to meet again until April 21, originally scheduled for March 31. Assembly Session is postponed indefinitely.

Status of Schools: Closure extended from April 6th to April 30th

Stay at Home: Gov. J.B. Pritzker issued a Stay at Home order, effective March 21 at 5 p.m. Stay at Home measures extended through April 30, 2020 (UPS is exempt and can continue to operate)

Additional Notable Information: Governor signed executive order relaxing truck weight restrictions for vehicles transporting essential goods.

Indiana


Status of Legislature: Adjourned indefinitely on March 11. Will only return for special session at the request of the Governor. No special legislation concerning the Coronavirus has been introduced.

Status of Schools: No mandate from Governor Holcomb, though 273 of 289 school districts are closed.

Stay at Home: Gov. Eric J. Holcomb issued a Stay at Home,

effective March 24 at 11:59 p.m. (UPS is exempt and can continue to

operate) Gov. Holcomb extended the order through April 20th.


Iowa


Status of Legislature: Legislative shutdown announced (30 day min.)

Status of Schools: Closed through April 30

Stay at Home: none Additional Notable Information: None

Kansas


Status of Legislature: Closed March 19th for five weeks returning April 23rd

Status of Schools: Schools closed the rest of the school year.

Stay at Home: Stay at Home issued by Gov. Laura Kelly effective

March 30, at 12:01am (UPS is exempt and can continue to operate)

Gov. Kelly extended the order through May 3.


Kentucky


Status of Legislature: In session - General Assembly reconvening this week to discuss response.


Stay at Home: Kentucky Gov. Andy Beshear ordered 'nonessential' businesses to close on Monday March 23. The Governor emphasized that the order is not a “shelter-in-place” order.

Additional Notable Information: None o Childcare centers will have to close by Friday.

Louisiana


Status of Legislature: Indefinitely on recess

Status of Schools: Closed until April 13th

Stay at Home: Gov. John Bel Edwards issued a Stay at Home order,

effective March 23 at 5pm. New Orleans had previously issued its

own order. (UPS is exempt and can continue to operate)


Maine


Status of Legislature: Legislative shutdown announced

Status of Schools: Some schools closed – but still a local decision

Stay at Home: Gov. Janet Mills (D) issued a Stay at Home order

effective as of 12:01am on April 1. UPS is exempt.

Additional Notable Information: Governor Mills has issued an order closing all non-essential businesses and operations. The order is effective at 12:01am on March 25, 2020.

Maryland


Status of Legislature: Legislative shutdown announced


Stay at Home: Stay at Home order issued by Governor Larry Hogan effective March 30 at 8pm. Gov. Hogan has extended the order to an indefinite date.

Additional Notable Information: o Governor Hogan announced further action via executive order

to stop the spread of the virus closing all non-essential businesses, organizations, and facilities as of 5:00 pm on March 23. UPS is exempt as a critical business

Massachusetts


Status of Legislature: In session


Stay at Home: Gov. Charlie Baker announced an advisory for

residents to stay home. The Stay at Home advisory is effective March

24 at 12 p.m. (UPS is exempt and can continue to operate)


Michigan

State of Emergency: Declared – February 28th

Status of Legislature: Michigan Legislature is on recess till April 24, 2020. Legislative staff working remote. Some special legislation concerning the Coronavirus has been introduced, in regard to expansion of unemployment benefits.

Status of Schools: Closed for the academic 2019/2020 year. On line only.

Stay at Home: Gov. Gretchen Whitmer declared a Stay at Home

order, effective March 24 at 12:01 a.m. (UPS is exempt and can

continue to operate) Gov. Whitmer extended the order through April

30th.


Minnesota


Status of Legislature: Legislators met on April 14 and passed their 4th COVID-19 Relief Package. Top House and Senate leaders from both parties say they'll hold committee meetings and floor sessions on an on-call basis going forward.


Stay at Home: Statewide - Gov. Tim Walz (D) announced a shelter in place order for Minnesota. The order exempts UPS. The order went into effect at 11:59pm on the 27th and lasts until May 13th, previously May 4th and April 10th.


Mississippi


Status of Legislature: Legislative session delayed indefinitely


Stay at Home: Gov. Tate Reeves (R) announced a Stay at Home

order effective April 3 at 5 p.m. Gov. Reeves, extended the order

through April 27.

Additional Notable Information: Despite the extended order, the

Governor announced that “non-essential” businesses could start

making curbside, delivery, or drive-thru sales.

Missouri


Status of Legislature: The Missouri Senate postponed legislative activity through last week and is expected to return this week, likely Wednesday. The House is accelerating budget consideration to facilitate an extended leave.

Status of Schools: As of March 17th the governor is leaving it up to the school districts to decide if they will close and 432 of 555 schools have closed.

Stay at Home: Statewide - Residents in the Kansas City, St. Louis

and St. Louis County areas were among those under instructions to

stay at home before Gov. Mike Parson issued a statewide order. The

order went into effect at 12:01am on April 6. (UPS is exempt and can

continue to operate) Gov. Parson extended the order through May 3.


Montana


Status of Legislature: No 2020 legislative session


Stay at Home: Governor Steve Bullock (D) just implemented a Stay

at Home order beginning at 12 on Saturday March 28. Trucking is

considered an essential business. Gov. Bullock extended the order to

April 24th.


Nebraska


Status of Legislature: Suspended indefinitely after passing an $83.6 million COVID response package.

Status of Schools: Nebraska has extended school closures statewide to the end of May, which for most districts is beyond the end of the school year.

Stay at Home: Partial - Governor Pete Ricketts proclaimed April 10-30 as “21 Days to Stay Home and Stay Healthy in Nebraska”. The Governor is urging Nebraskans to avoid non-essential errands and to limit social gatherings, and is closing additional non-essential businesses. This is a nice to do, not an order.


Nevada

State of Emergency: Declared - March 12th

Status of Legislature: Even year off. Committees only.

Status of Schools: All schools closed

Stay at Home: Statewide - Gov. Sisolak issued a formal Stay at Home order on April 1, effective until April 30.

Additional Notable Information: UPS is working with the State to move goods needed for the pandemic. On March 17, the Nevada Governor closed all non-essential businesses. UPS is considered essential.

New Hampshire


Status of Legislature: Legislative body shutdown extended from April 10th to May 4th.

Status of Schools: All schools closed

Stay at Home: Gov. Chris Sununu (R) announced a Stay at Home

order, effective March 27 at 11:59 p.m. UPS is exempt.


New Jersey


Status of Legislature: The Senate and Assembly have been meeting remotely and have an electronic voting system in place.


Stay at Home: Gov. Phil Murphy issued a Stay at Home order,

New Mexico




Stay at Home: Gov. Michelle Lujan Grisham said that “this is quite

Additional Notable Information: Governor asked business leaders

to comply with “work at home” edict. State divisions that deal with

public will limit staffing. UPS still exempt.

New York


Status of Legislature: Recess - Lawmakers are currently working remotely and could still convene as needed until their scheduled adjourn date of June 2nd.


Stay at Home: Gov. Cuomo announced a Stay at Home order effective March 22 at 8 p.m. Gov. Cuomo extended the closure of non-essential businesses through May 15 (UPS is exempt and can continue to operate)

Additional Notable Information: Curfew for specified businesses operating after 8PM / banning gatherings of 50+ (UPS exempt); On Thursday, March 19, Gov. Cuomo further tightened restrictions on businesses previously announced Wednesday. Grocery stores, pharmacies, shipping companies and other essential services would be exempt from the rule. Governor issued as a Stay at Home order; UPS employees are permitted to travel to and from home to work.

North Carolina


Status of Legislature: Session starts April 28; considering a special session before then to address response to COVID.


Stay at Home: The Stay at Home order will become effective March

30 at 5 p.m. UPS is exempt.


North Dakota


Status of Legislature: Closed “until further notice”


Stay at Home: none

Additional Notable Information: o Gov. Burgum extended the closure of non-essential

businesses through April 30th.

o On March 28, State Health Officer Mylynn Tufte signed a

confinement order directing individuals to quarantine for 14 days if traveling back to North Dakota from all international locations and states in the U.S. classified as having widespread disease by the CDC.

Ohio

State of Emergency: Declared – March 10th

Status of Legislature: Both chambers are now recess until April 24th.

Status of Schools: Closed for the remainder of the school year – extension from original April 6 date.

Stay at Home: Statewide - Gov. Mike DeWine (R) issued a shelter in

place order on March 23. (UPS is exempt and can continue to

operate) Gov. DeWine extended the order until April 30th.


Oklahoma

State of Emergency: Declared - March 16.

Status of Legislature: The Legislature will meet this week to address

the Governor's emergency declaration and the revenue shortfall.

Committee meetings are not currently anticipated and the Legislature

will need to return at a later date to address the final budget, but no

date specified.

Status of Schools: Closed till April 6 for now.

Stay at Home: Gov. Kevin Stitt (R) has told older and vulnerable

people across Oklahoma to stay home, but mayors in the state's

major cities, including Oklahoma City, Tulsa and Norman, ordered all

residents to do so. The orders went into effect March 28th. Gov. Stitt

extended the order for vulnerable people through May 6.

Additional Notable Information: Gov. Stitt issued another

amendment to the state's coronavirus executive order that requires

travelers from six states to self-quarantine for 14 days and issues

protections for health care workers and vulnerable populations.

Travelers entering Oklahoma from New York, New Jersey,

Connecticut, California, Louisiana and Washington State have to self-

quarantine for two weeks.

Oregon

State of Emergency: Declared


Status of Schools: Closed through the end of the school year.

Stay at Home: Gov. Kate Brown issued a Stay at Home order,

effective March 23. (UPS is exempt and can continue to operate)


Pennsylvania


Status of Legislature: House and Senate held special sessions and changed rules to allow virtual voting by members


Stay at Home: Gov. Tom Wolf issued an order for seven of the hardest-hit counties in the state, including the regions around Philadelphia and Pittsburgh. The order go into effect March 23 at 8 p.m. (UPS is exempt and can continue to operate) Additional Notable Information: Governor ordered all non-life-sustaining businesses in Pennsylvania to close their physical locations. UPS received an exception. Governor issued as a Stay at Home order; UPS employees are permitted to travel to and from home to work.

Rhode Island


Status of Legislature: Legislative shutdown announced (General Assembly)

Stay at Home: Stay at Home order issued by Gov. Gina Raimondo effective March 28. Gov. Raimondo extended the order until May 8.



Puerto Rico


Status of Legislature: Operating as scheduled


Additional Notable Information: Governor issued a curfew requiring people to remain indoors from 9 pm to 5 am. Also issued a “business” curfew, ordering a halt of all commercial operations on the island except for pharmacies and essential services from 5 am to 9 pm. Express industry is exempt, falling under Governor’s definition of essential services

South Carolina


Status of Legislature: The House and Senate reconvened for a one day session on April 8th to address the budget.


Stay at Home: Statewide - Charleston and Columbia had previously

ordered residents in those cities to stay at home before Gov. Henry

McMaster (R) issued a statewide "home or work order," which

requires all South Carolinians to limit movement outside their home or

place of work except for essential activities. The order is effective as

of April 7 at 5 p.m. Gov. McMaster extended the order through April

27.


South Dakota



Status of Schools: Closed through the end of the school year,

extended from previous end of May closure.

Stay at Home: none

Tennessee


Status of Legislature: Legislative shutdown announced on March 16; Leadership issued a statement announcing legislature will quickly pass an amended budget then enter recess

Status of Schools: Closed through April 24.

Stay at Home: Gov. Bill Lee (R) issued a statewide Stay at Home

order effective March 31 at 11:59pm. Residents in the Nashville and

Memphis areas had already been under instructions to Stay at Home

as much as possible prior to the order. Gov. Lee extended his Stay a

Home order, previously set to expire this week, to April 30th. (UPS is

exempt and can continue to operate)


Texas

State of Emergency: State of Disaster declared March 13

Status of Legislature: Operating as scheduled

Status of Schools: County by county closures

Stay at Home: Statewide - Gov. Greg Abbott (R) declared a statewide Stay at Home order effective April 2 at 12:01 a.m. (UPS is exempt and can continue to operate)


Utah


Status of Legislature: Utah's Legislature called itself into Special

Session for the first time in history. The virtual session began on April

16 and could last up to 10 days as lawmakers confront a range of

budgetary, election and economic challenges created by COVID-19.

Utah Legislature eyes May 1 for reopening economy as the

coronavirus wears on.

Status of Schools: K-12 schools are dismissed until May 1

Stay at Home: Summit County ordered to Shelter in Place, he order

goes into effect Friday, March 27, at 12:01 a.m. and will go until May

1. Non-essential visitors are asked to leave and non-essential

businesses will close. UPS is exempt.


Vermont


Status of Legislature: Met Wednesday March 25th to debate COVID response legislation and now working remotely on remote voting legislation. Vermont’s Senate made history holding its first ever remote vote to pass a package of 4 response bills. Legislature is meeting and holding votes remotely, floor sessions are being broadcast live.


Stay at Home: Gov. Phil Scott (R) issued a Stay at Home order,

effective March 25. Gov. Scott extended the order until May 15.

Additional Notable Information: o Gov. Scott outlined an approach for the phased restart of

Vermont’s economy. Effective on April 20, outdoor businesses

and construction operations with crews of two or less and

some single-person low contact professional services can

operate if specified safety requirements are met.

o An addendum to an earlier Executive Order also institutes

new health and safety requirements and encourages the

public to wear cloth face coverings.

Virginia


Status of Legislature: The General Assembly is scheduled to reconvene April 22 for a one-day session to consider any amendments or vetoes to legislation made by the governor.

Status of Schools: Closed through the end of the school year

Stay at Home: Governor Northam issued a stay-at-home order on March 23.

Additional Notable Information: Virginia DOT declared a temporary waiver for oversized/overweight trucking load permits and licenses, which applies only to loads carrying emergency materials directly connected to Coronavirus response.

Washington

State of Emergency: Declared – February 29

Status of Legislature: No change in schedule


Stay at Home: Gov. Jay Inslee made his Stay at Home order mandatory on March 23. On April 3, Gov. Inslee extended the order until May 4. (UPS is exempt and can continue to operate)

Additional Notable Information: Governor Inslee announced further enforcement of stay-at-home orders and safe practices in essential facilities. UPS has worked with the district to ensure we are following “Protecting our People” protocols.

West Virginia

issue such an order, but later changed his mind. The order went into

Wyoming


Status of Legislature: 2020 session adjourned

Status of Schools: Closed thru April 30, extended from April 3rd.

Stay at Home: Gov. Mark Gordon (R) extended his public health orders for Wyoming through the end of April, including the prohibition of gatherings of more than 10 people, as well as the closure of nonessential businesses. (UPS is exempt)
