TheU.S.EmbassyinKathmanduisnowacceptingprojectproposalsfortheAmbassadorsFundforCulturalPreservation(AFCP)fiscalyear2019competition.ThedeadlineforsubmittingproposalstotheU.S.EmbassyisNovember25,2018.Submissionsreceivedafterthisdatewillnotbeconsidered.FullimplementationoftheprogramispendingtheavailabilityofFY2019funds.InterestedinstitutionsareurgedtoconsultwiththePublicAffairsSectionoftheU.S.EmbassyassoonaspossiblefordetailsandguidanceontheAFCP2019competition.ThroughtheAFCPProgram,theDepartmentofStatesupportsprojectstopreserveculturalheritageinthefollowingthreeareas:

CULTURALSITES—suchas,butnotlimitedto,historicbuildingsandarchaeologicalsites;

CULTURALOBJECTSANDCOLLECTIONSfromamuseum,site,orsimilarinstitution—thatinclude,butarenotlimitedto,archaeologicalandethnographicobjects,paintings,sculptures,manuscripts,andgeneralmuseumconservationneeds;

FORMSOFTRADITIONALCULTURALEXPRESSION—suchastraditionalmusic,indigenouslanguages,andcrafts.

FUNDINGPRIORITIES:ApplicationsforprojectsthatdirectlysupportsoneormoreofthefollowingwillreceiveadditionalconsiderationinFY2019:

U.S.treatyorbilateralagreementobligations,suchasculturalpropertyagreements

Disasterriskreductionforculturalheritageindisaster‐proneareas

SPECIALNOTEREGARDINGSITESANDOBJECTSTHATHAVEARELIGIOUSCONNECTION:TheestablishmentclauseoftheU.S.Constitutionpermitsthegovernmenttoincludereligiousobjectsandsiteswithinanaidprogramundercertainconditions.Forexample,anitemwithareligiousconnection(includingaplaceofworship)maybethesubjectofaculturalpreservationgrantiftheitemderivesitsprimarysignificanceandisnominatedsolelyonthebasisofarchitectural,artistic,historical,orothercultural(notreligious)criteria.

ELIGIBLEPROJECTAPPLICANTS:TheCulturalHeritageCenterdefineseligibleprojectapplicantsasreputableandaccountablenon‐commercialentities,suchasnon‐governmentalorganizations,museums,ministriesofculture,orsimilarinstitutionsandorganizations,includingU.S.‐basedorganizationssubjecttoSection501(c)(3)ofthetaxcode,thatareregisteredandactiveinSAM.govandabletodemonstraterequisiteexperienceandcapacitytomanageprojectstopreserveculturalheritage.

INELIGIBILEACTIVITIESANDUNALLOWABLECOSTS:AFCPwillNOTsupportthefollowingactivitiesorcosts,andapplicationsinvolvinganyoftheactivitiesorcostsbelowwillbedeemedineligible:

a. Preservationorpurchaseofprivatelyorcommerciallyownedculturalobjects,collections,orrealproperty,includingthosewhosetransferfromprivateorcommercialtopublicownershipisenvisioned,planned,orinprocessbutnotcompleteatthetimeofproposalsubmission;

b. Preservationofnaturalheritage(physical,biological,andgeologicalformations,paleontologicalcollections,habitatsofthreatenedspeciesofanimalsandplants,fossils,etc.);

c. Preservationofhominidorhumanremains;

d. Preservationofnewsmedia(newspapers,newsreels,radioandTVprograms,etc.);

e. Preservationofpublishedmaterialsavailableelsewhere(books,periodicals,etc.);

f. Developmentofcurriculaoreducationalmaterialsforclassroomuse;

g. Archaeologicalexcavationsorexploratorysurveysforresearchpurposes;

h. Historicalresearch,exceptincaseswheretheresearchisjustifiableandintegraltothesuccessoftheproposedproject;

i. Acquisitionorcreationofnewexhibits,objects,orcollectionsforneworexistingmuseums;

j. Constructionofnewbuildings,buildingadditions,orpermanentcoverings(overarchaeologicalsites,forexample);

k. Commissionsofnewworksofartorarchitectureforcommemorativeoreconomicdevelopmentpurposes;

m. Creationofreplicasorconjecturalreconstructionsofculturalobjectsorsitesthatnolongerexist;

n. Relocationofculturalsitesfromonephysicallocationtoanother;

o. Removalofculturalobjectsorelementsofculturalsitesfromthecountryforanyreason;

p. Digitizationofculturalobjectsorcollections,unlesspartofalarger,clearlydefinedconservationordocumentationeffort;

q. Conservationplansorotherstudies,unlesstheyareonecomponentofalargerprojecttoimplementtheresultsofthosestudies;

r. Cashreserves,endowments,orrevolvingfunds(fundsmustbeexpendedwithintheawardperiod[uptofiveyears]andmaynotbeusedtocreateanendowmentorrevolvingfund);

s. Costsoffund‐raisingcampaigns;

t. Contingency,unforeseen,ormiscellaneouscostsorfees;

u. Costsofworkperformedpriortoannouncementoftheaward;

v. Internationaltravel,exceptincaseswheretravelisjustifiableandintegraltothesuccessoftheproposedproject;

w. Travelorstudyoutsidethehostcountryforprofessionaldevelopment;

x. IndividualprojectscostinglessthanU.S.$10,000;

y. IndependentU.S.projectsoverseas.

COSTSHARINGANDOTHERFORMSOFCOSTPARTICIPATION:Thereisnominimumormaximumpercentageofcostparticipationrequiredforthiscompetition.Whencostsharingisoffered,itisunderstoodandagreedthattheapplicantmustprovidetheamountofcostsharingasstipulatedinitsproposalandlaterincludedinanapprovedagreement.Theapplicantwillberesponsiblefortrackingandreportingonanycostshareoroutsidefunding,whichissubjecttoauditper2CFR200.Costsharingmaybeintheformofallowabledirectorindirectcosts.
