MANILA, Oct 26 (Mabuhay) – Malacañang on Saturday allayed fears of any immediate threat from an oil spill spotted off Pan-glao Island in Bohol province, but added the Philippine Coast Guard is in the area to address any dan-ger it may pose.

Deputy presidential spokesper-son Abigail Valte cited the initial assurance of the Coast Guard that the area is still safe.

“Naag-assure ng Coast Guard, safe for swimming and fi shing ang lugar (pero) nag-dispatch sila

ng tao para siguraduhing patu-loy hindi ito makapinsala o hindi ito tumuloy,” she said on govern-ment-run dzRB radio.

She cited the Coast Guard’s re-port to the Palace indicating the oil sheen could have been from a ship that sank off the area as early as 1994. The oil may have leaked from the sunken vessel fol-lowing the Oct. 15 quake, which has so far killed more than 200 people, she added.

MANILA, Oct 25 (Mabuhay) – In an effort to attract more visitors to the Philippines, a lawmaker is proposing a bill that would require the printing of postage stamps depicting some of the country’s top tourist attractions.

Parañaque Rep. Eric Olivarez fi led House Bill 2417 or the Philippine Tour-ism Stamp Act of 2013, which man-dates the Philippine Postal Service to release stamps featuring local tourist spots in different denominations.

Olivarez said the move will “further accelerate” the country’s tourism pro-

motion efforts, particularly the “It’s more fun in the Philippines” campaign.

“Tourism authorities in the world concede that the Philippines has an abundance of tourist areas of unspeak-able beauty, some of them have been developed and others are already beau-tiful in their natural state,” he said in a statement released Friday.

The lawmaker added that the stamps can advertise Philippine tour-ist spots without extra cost to the gov-ernment.

“Surely, this could trigger interest

for more information about the tourist areas which our Department of Tour-ism (DOT) and Tourism Promotions Board (TPB) can provide that would surely attract foreigners to visit the Philippines,” he said.

If passed, the bill will require DOT and TPB to help in the identifi cation, illustration and labeling of tourist ar-eas to be depicted in the stamps.

MANILA, Oct 26 (Mabuhay) – Malacañang on Saturday said it has not yet seen a bill by Sen. Juan Ponce Enrile to create a commission to undertake the im-mediate rehabilitation of areas in Central Visayas devastated by the Oct. 15 magnitude-7.2 earth-quake. But deputy presidential spokesperson Abigail Valte said President Benigno Aquino would normally identify areas that need help.

“Hindi pa umabot sa atin ang proposal nila (His proposal has not reached us yet),” she said on government-run dzRB radio.

But she said Aquino would usually form a task force to deal with the effects of disasters and calamities, if the need arises.

“Normally ang ginagawa ng pangulo, ina-identify niya ang needs na matugunan sa lugar at pinapakilos niya ang department na merong pangsolusyon sa prob-lema,” she said.

Enrile had fi led Senate Bill 1872, which seeks to create a “Central Visayas Assistance, Resettlement and Development Fund” that will allocate P10 bil-lion to help victims of the quake.

The bill calls for a Central Vi-

sayas Assistance, Resettlement and Development Commission, which is patterned after the Mount Pinatubo Commission.

Under Enrile’s bill, the pro-posed body will formulate poli-cies and plans, and coordinate the project implementation among concerned agencies and monitor the progress of the projects.

The proposed commission will have a six-year term and will include the secretaries of Public Works and Highways, Education, Health, Social Welfare and Devel-opment and Disaster Risk Reduc-tion and Management Council.

During Luy’s cross-examina-tion at the continuation of Na-poles’ bail hearing, defense coun-sel Alfredo Villamor asked Luy if he personally heard Napoles ordered Lim to threaten him and his family.

Luy said he did not hear Na-poles give the order, adding it was Lim himself who claimed that the instructions came from his sister.

“Upon the instruction po ni madam,” Luy said, referring to Napoles. “Kasi yun ang sinasabi ni Madam sabi ni Kuya Jojo.”

Villamor also questioned Luy regarding his notes and the two

letters he wrote to his family, say-ing these do not contain any indi-cation that he was under deten-tion and wanted to be rescued.

Luy said the fi rst letter, dated December 19, was only dictated to him by Lim while the second let-ter, dated February 21, was his attempt to let his family know his situation.

“In-experiment ko po yun, kung makarating sa kanila, eh di gaga-wa ako ng isa pang letter na mag-sasabi na nasa Magallanes (Vil-lage) ako,” he said, referring to the Napoles-owned Bahay ni San Jose where he was detained.

“Kung ilalagay ko sa sulat, hindi naman ilalabas nina Mad-am na ebidensiya ba naka-detain ako,” he told Makati Regional Tri-al Court branch 150.

Luy also said he fi led the seri-ous illegal detention case against Napoles and Lim because of “love” for the controversial business-

woman, who was also his kin.Recalling a past conversation

with Villamor, Luy said the law-yer asked him if he is determined to fi le the case against Napoles and Lim. Luy said: “Mahal ko si Madam kaya gagawin ko ito sa kanya.”

He said the conversation took place while they were waiting at St. Luke’s Medical Center in Taguig for the inquest pro-ceedings against Lim, who was brought there after Luy was res-cued on March 22, due to chest pain.

Villamor also asked Luy to have pity on Napoles and her fam-ily, to which Luy replied, “Attor-ney, naawa ba sila sa akin? Tat-long buwan po nagmakaawa ang pamilya ko sa kanila.”

In his testimony, Luy con-fi rmed the earlier testimony of NBI agent Dante Berou that he initially resisted to be rescued on

the night of March 22.Luy said he thought the NBI

agents who went to Lim’s house were armed men sent by sena-tors and mayors who were alleged hunting him, as claimed by Lim.

“Mamang, ano ba to? Wala akong ginawang masama, Kuya Jojo,” Luy recalled as saying.

He said he was trembling in fear when he saw the NBI agents.

“Akala ko pulis sila na tauhan ni Madam, tauhan ng mga may-or at senador, hinahunting ako, pinapaligpit,” Luy told the court.

He only calmed down when his mother Gertrudes assured him that the men were their com-panions and they will rescue him from Napoles and Lim.

Luy also learned after he was rescued that his bank accounts were either debited or closed.

On March 25, he called Me-trobank Julia Vargas branch and was informed by the bank

manager that his P800,000 were transferred to the account of Na-poles-owned JLN Corporation on December 20.

The bank manager told him that they received a document re-questing for a fund transfer with Luy’s signature on it, and they also called his phone for confi rma-tion. Luy said he never signed any fund transfer document.

He was also informed by Metro-bank that his $13,761 dollar ac-count was closed on December 27. He said the branch manager told him that a person went to their bank armed with withdrawal slip with his signature and passbook.

Luy’s account with UCPB Glob-al City with a fund of P306,088 was also closed on February 8, 2013.

Judge Elmo Alameda asked if he has the documents of the said bank transactions, to which Luy said he was able to secure them.

ABOARD THE USS GEORGE WASHINGTON, October 25, 2013 (AFP) – The United States has signifi cantly in-creased its warships and aircraft deployed in Asia despite Washington’s budget woes, adding punch to its “pivot” to the region, a senior naval commander said.

Rear Admiral Mark C. Montgomery, commander of an aircraft carrier strike group homeported in Yokosuka, Ja-pan, said the expanded military presence would have a calming effect on simmering tensions and territorial dis-putes in the region.

“The strategic rebalancing has resulted in an extremely higher number of surface combatants, cruisers and destroy-ers that support the strike group,” Montgomery told AFP in an interview on Wednesday aboard the aircraft carrier USS George Washington in the South China Sea.

“What we’ve seen is an increase in surface combatant presence here in the Western Pacifi c...so these ships are spread throughout those areas,” he said, in the interview at the fl ag bridge of the nuclear-powered supercarrier as fi ghter jets took off and landed on the deck as part of drills.

“Having more ships gives us more presence. It allows us to have a greater force.”

Montgomery said US defence budget cuts and the recent 16-day partial US government shutdown have not affected his command.

The shutdown forced President Barack Obama to skip two Asian summits this month, triggering concerns about the extent of US commitment to the region as China be-comes more assertive.

“Operations and maintenance decisions have not affect-ed us. The strategic rebalance is continuing in earnest,” the admiral said.

“We have suffi cient funds for our operations... there is in fact a strategic rebalancing in place that has resulted in more ships and aircraft being out here.”

Last year, then US Defense Secretary Leon Panetta said in Singapore that the Pentagon would shift 60 percent of US naval assets to the Pacifi c region by 2020 as part of an Asian “pivot” announced by Washington.

Montgomery, a 25-year veteran in the US Navy, said ships and planes from San Diego, California and Pearl Harbor in Hawaii are being deployed to Asia for up to eight months as part of the rebalancing.

“That gives me a lot more fl exibility, a lot more pres-ence,” he said.

US presence has ‘calming effect’—Montgomery commands Carrier Strike Group Five from

the the nuclear-powered George Washington, which was in international waters in the South China Sea on Wednes-day when journalists and other visitors were fl own in from Singapore.

A carrier strike group packs a powerful punch as it com-prises an aircraft carrier, backed by at least one guided missile cruiser, a destroyer, a supply ship and a fast attack submarine.

It is a key element in the US strategy of projecting its military power across the world.

The George Washington heads the US Navy’s largest carrier strike group and the only one homeported outside the US. It operates in three theatres, including the waters off the Korean Peninsula where tensions between North and South Korea are simmering.

It also operates in the sea off Japan where Tokyo and Beijing are locked in a territorial dispute, and in the South China Sea, where China and four Southeast Asian states as well as Taiwan have overlapping claims over territories.

Montgomery’s carrier strike group held military exer-cises with South Korea and Japan off the Korean penin-sula this month, sparking a sharp rebuke from Pyongyang which denounced the drills as a “serious military provoca-tion” and an “attack on our efforts for peace”.

This week the group was cruising the South China Sea while holding smaller military exercises with the Malay-sian navy and air force and later in the month with its Sin-gaporean allies.

“I’m an element of any contingency response. I think a carrier strike group is always a critical element of it,” Montgomery said, when asked about the role of his com-mand in any military confl ict in the region.

China claims almost all of the waters in the South Chi-na Sea, including those approaching the shores of smaller countries like the Philippines, a former US colony with which Washington has a mutual defence treaty.

Manila, which is the most vocal in criticizing China’s al-leged aggressive moves in the sea, and Washington are in talks over a deal that will expand US military presence in the Philippines, which evicted fi xed US military bases in the early 1990s.

Montgomery said the increased US military presence in the region is a stabilising factor.

“Presence always has an assuring and calming effect,” he said.

“I think the fact that we’re here (now) says a lot whether or not we will be here if there was a crisis.”

US ‘pivot’ to Asia gaining strength: admiral - Interview

MONTEVIDEO, October 26, 2013 (AFP) – Unions representing domestic workers met here Saturday to urge countries to ratify a year-old international convention that sets minimal labor standards for do-mestic workers.

So far only 10 countries have ratifi ed the Interna-tional Convention on Domestic Workers, which went into effect a year ago in September.

But Myrtle Witbooi, president of the Internation-al Domestic Workers Network, said, “We are enter-ing a new era for domestic workers.”

Witbooi’s organization, which represents 300,000 domestic workers worldwide, is promoting the con-vention, which gives domestics the right to a mini-mum wage, daily and weekly rest hours and freedom to choose where they live and how they spend their leave.

“The International Labor Organization conven-tion is for everyone, but if people don’t know about it, it can’t be invoked,” she told AFP.

“We need to educate (workers) and we need to fi nd those countries that don’t even have national laws, so they can pass laws and ratify the convention,” she said.

Uruguay, which was the fi rst country to ratify the convention in 2012, is hosting the fi rst international conference on domestic work.

“It’s already in force here, and has been approved by more than 10 countries, and there are four or fi ve countries in the process of approving it,” said Uru-

guay’s Labor Minister Eduardo Brenta.He said salaries of domestic workers in Uruguay

have risen 400 percent over the past eight years, and about 66 percent have a formal status now.

The ILO estimates that domestic workers – house-keepers, cooks, gardeners, and babysitters – account for between four and 10 percent of the workforce in developing countries, and 2.5 percent in industrial-ized countries, or about 52.6 million people overall.

But the ILO believes the numbers employed as domestics could be as high as 100 million people, be-cause of undercounting by some countries.

Reports presented at the conference said 60 per-cent of underage domestic workers were found in Asia, including an estimated 1.5 million in Indone-sia, one million in the Philippines, 420,000 in Ban-gladesh and 100,000 in Sri Lanka.

Legal protections for domestic workers are mini-mal in Asia, according to the ILO, which said 797 cases of torture have been reported by media over the past 10 years in Bangladesh.

In Indonesia, 472 cases of violence against domes-tics have been reported and in Malaysia 13 domes-tics were killed in 2011 alone.

Moreover, in 97 percent of Asian countries, do-mestic workers have no legal right to weekly rest or annual vacations. In Latin America, ILO estimates that there are more than 14 million domestic work-ers, and that it is the principal occupation of women in the region.

but jokes about killing over 1 billion Chinese peo-ple are no laughing matter. This type of xenophobic rhetoric can cause dangerous ramifi cations for the Asian American community. Although the show’s producers could not have predicted how the children would respond, Jimmy Kimmel and the ABC Net-work should not have allowed the segment to air. Comments referring to genocide should not be re-peated, laughed at, or tolerated. I am disappointed Mr. Kimmel and ABC chose to air a segment that clearly crossed a line and the Asian American com-munity deserves an apology.”

“The ABC network recently allowed comedian Jimmy Kimmel to air a skit in which a group of chil-dren suggested that “we kill everyone in China” to avoid paying back the national debt. Some things are funny, but racial hatred is not one of them. These statements, left unchecked, promote intoler-ance, and I am concerned that the producers of Mr. Kimmel’s program allowed this to air. Children may not know better, but producers and ABC’s manage-ment should.

An apology must be issued, and I sincerely hope the network uses better judgment in the future. As a Japanese-American who was put in an internment camp during World War II, I have fi rsthand expe-rience of this country’s discriminatory intolerance, prejudice, and hysteria. Having worked hard in Congress to promote diversity and acceptance, I be-lieve Mr. Kimmel’s program is an affront not only to the Chinese, but to all who promote human dignity.”

ran a segment on his show called “Kids Table,” where he spoke with four children about various po-litical issues. When asked about the debt owed to China, one of the children suggested that the Unit-ed States “kill everyone in China.” The audience laughed and Mr. Kimmel acknowledged the com-ment with “That’s an interesting idea.” He repeated the suggestion one more time before concluding the segment.

WASHINGTON, October 28, 2013 (AFP) – The United States Monday said it must better weigh the risks and rewards of its spying activities, as Europe fulminates over reports it eavesdropped on German Chancellor Angela Merkel and other world leaders.

In its most comprehensive response yet to the allegations, albeit using heavily nuanced lan-guage, the White House said that the fact it had the technical expertise to carry out certain espio-nage missions, did not mean that it should.

“With new capabilities, we recognize that there needs to be additional constraints on how we gather and use intelligence,” White House spokesman Jay Carney said.

Earlier, President Barack Obama’s national security advisor Susan Rice wrote on Twitter that Washington was seeking a “proper balance between security concerns of our citizens and allies and the privacy concerns that all people share.”

The comments followed a Wall Street Journal article which quoted unnamed senior offi cials as saying that Obama did not know US spies were bugging Merkel’s cellphone and that when he found out, he ordered it stopped.

The more conciliatory language also came as the Obama administration prepares to meet two teams sent from Europe to discuss the diplomatic fallout from the claims, one from the European parliament, another including senior German government and intelligence agency offi cials.

New allegations meanwhile that US spy agen-cies tracked 60.5 million Spanish telephone calls in a single month led to more embarrassing ex-changes between Washington and a European ally.

The White House stuck to its refusal to discuss the case of Merkel and other alleged operations specifi cally, but did speak in a way that may be designed to appease allies over National Security Agency (NSA) activities.

Carney said that internal reviews into US in-telligence gathering would ensure surveillance programs include proper “accounting for both the security of our citizens and our allies and the pri-vacy concerns shared by Americans and citizens around the world.

“We also need to ensure that our intelligence resources are most effectively supporting our for-eign policy and national security objectives, that we are more effectively weighing the risks and rewards of our activities,” Carney said.

In the fog of unspecifi c language and hints

that characterize the way offi cials talk about in-telligence matters, it was not clear whether Car-ney was hinting at a curtailing of certain spying operations.

While stressing that US spies must focus “above all” on threats to the American people, his words did however seem calculated to offer some recognition to US allies who believe US es-pionage activities overstepped the mark.

“We need to ensure that we are collecting in-formation not just because we can, but because we should, because we need it for our security,” Carney said.

The careful White House repositioning came after days of outrage in Europe over reports ap-parently based on disclosures by fugitive US security analyst Edward Snowden and evasive statements from the top American offi cials.

Carney, however, refused to comment on the Wall Street Journal article which said the NSA ended a program to spy on Merkel and other world leaders after an internal review revealed it to White House offi cials.

The review alerted offi cials to the monitoring of 35 world leaders, the paper said quoting an unnamed senior offi cial.

Merkel protested about claims the NSA had intercepted her cellphone messages in a tele-phone call to Obama last week.

US claims that it is not and will not tap her phone left open the possibility that American spies had done so in the past.

Carney also said on Monday that any infor-mation gleaned by US intelligence agencies was used purely for national security reasons and not to get a commercial or economic leg-up on Amer-ica’s competitors.

Some observers have wondered whether the US government, seeing Merkel as the key fi gure in charting Europe’s response to the Euro crisis, has been keen to access intelligence on the Ger-man government’s inner deliberations on eco-nomic matters.

The visiting EU parliamentarians will meet offi cials from the departments of State, Com-merce, Treasury, Homeland Security as well as intelligence offi cials and national security staff, said State Department spokeswoman Jen Psaki.

She also said that US ambassador to Madrid, James Costos, summoned to the Spanish foreign ministry to explain the latest revelations earlier Monday, underscored the importance of “open communications” between the US and Spanish governments.

Here are my TOP 5 MAKE UP Tricks you can do for your Halloween event:

1. Red lipstick: Use vampire blood red. Apply around the lips. As we all know, vampires have blood-stained lips because of all that nocturnal feeding. If you’re going all-vampire, take note of the hallmarks: slick black hair, dark circle under the eyes and pale, gaunt look (because they don’t get much sleep at night and avoid the sun).

2. Black eyeshadow: Perfect if your after the zombie look that’s so much in vogue these days. Apply around the eyes. For the Walking Dead look, get a foundation in white/gray, purple or green, and eyeshadow, eyeliner or baby powder. Cover your face in foundation. Line Dancing which has gained popularity all over the world has produced several choreographers and groups that can be seen on YouTube regularly.

Among these groups is one particular club in Orange County that teaches not only how to do the basic line dance but also do it with style and fl air.

The group is called the Vogue Dance Club, which in a short time has become one of the popular dance groups in the line dancing arena. In fact, one of their videos is being shown on TV in France for the latest music of the popular French pop singer, Sylvie Vartan – I like it, I love it.

MANILA, Oct 28 (Mabuhay) – Some of the usual election-related problems again cropped up on Election Day Monday, ranging from violence to miss-ing names in the voters’ list.

In a press briefi ng, the Com-mission on Elections said it has recorded 18 election-related in-cidents out of 42,000 barangays nationwide.

“Eighteen out of 42,000 con-tests all over the country is very, very minimal. Halos wala ho. Medyo masaya kami ng kaunti hindi dahil birthday lang ni Commissioner Luie Guia but so far, the ongoing vote seems to be okay except for some minor inci-dents,” Comelec Chairman Sixto

Brillantes said.In Buldon, Maguindanao, the

polls were delayed in some areas after armed men prevented the delivery of election parapherna-lia. Maguindanao is one of the areas where teachers refused to serve as election inspectors due to security threats.

Comelec said there were strafi ng incidents in Mariveles, Bataan and Barangay Mati in Digos City as well as shooting incidents in Region 6.

The polls were also held up in the Calayan Group of Islands in Cagayan since election materi-als have yet to arrive there. Elec-tions in 6 clustered precincts in Vinzons, Camarines Norte were

delayed after election materials fell into a river while being de-livered.

The Comelec also received re-ports of ballot snatching in An-tonio, Catubig, Northern Samar.

Election watchdog Lente or the Legal Network for Truthful Elections said the opening of the barangay elections was gener-ally smooth and peaceful but also reported incidents of vote-buying in Ilocos Sur, Palawan and Jolo.

Polling precincts closed at 3 p.m. and there will be no exten-sions.

The Comelec is expecting a 70%-75% turnout of 54 million registered voters.(MNS)

MANILA, Oct 28 (Mabuhay) – Bad or non-performing loans of banks have been on the decline over the past three despite a li-quidity-laden fi nancial system.

“I am pleased to share there-fore that even with the high level of liquidity in the banking sys-tem and our own push towards a more inclusive banking industry, our banks, in general, adhere to high standards of credit disci-pline,” Bangko Sentral Governor Amando Tetangco Jr. said during the 3rd Asian Banker Philippine International Banking Conven-tion over the weekend.

The central bank chief noted the level of bad loans declined by over P11 billion from December 2009 to March 2013, while the banking industry’s loan portfolio rose by more than P1 trillion.

At the same time, the industry raised the allowance for possible losses on bad credit by over P11.6

billion, he said. “The result is a declining NPL ratio and an NPL coverage ratio above 100

percent,” Tetangco added.Based on a twice-a-year stress

tests, Bangko Sentral found out the balance sheet of banks can withstand credit shocks of up to a 50-percent write off. “All of these indicators suggest that Philip-pine banks manage their credit exposures quite well,” Tetangco noted.

MANILA, Oct 28 (Mabuhay) – Elections for the barangay offi cials are over but Malacañang wants the general public to maintain its vigi-lance as the votes are being tallied to ensure the success of this year’s vil-lage polls.

Presidential Communications Operations Offi ce (PCOO) Secretary Herminio Coloma, Jr. issued this statement on Monday, shortly after the Philippine National Police (PNP) declared this year’s conduct of the ba-rangay elections “generally peaceful.”

“Bagama’t may mga naitalang in-sidente ng ballot snatching sa mga ilang lugar, kasama ito sa napaghan-daan ng COMELEC (Commission on Elections) at may nakalaang mga improvised ballots sa mga presin-to upang tiyaking matutuloy ang eleksyon. Natunton din ang ilang insidente ng pamimili ng boto at pa-nanagutin ang mga nahuli,” Coloma said.

According to PNP’s report as of 10 a.m., 64 incidents of election-related violence were recorded but this num-ber is considered much lower than in the previous village polls last 2010. Even the elections conducted in 210 detention facilities nationwide have

also been peaceful.Coloma said they are still await-

ing reports with respect to the situ-ation in Lanao del Norte and Magu-indanao, which are among the areas of critical concern in the Autono-mous Region of Muslim Mindanao (ARMM).

MANILA, Oct 26 (Mabuhay) – Malacañang on Saturday hailed as “fortunate” the Supreme Court’s non-issuance Friday of a temporary restraining order against the controversial Dis-bursement Acceleration Program.

Deputy presidential spokesperson Abigail Valte said issuing a TRO against the DAP would have affected programs of the executive department.

“That’s fortunate, there’s no TRO that was issued against the policy or program that is DAP. May maapektuhan talagang programa as far as executive is concerned,” she said on govern-ment-run dzRB radio.

Valte also said the government’s lawyers through the Offi ce of the Solicitor General are preparing for the oral arguments for November.

On Friday, the Supreme Court convened to tackle petitions questioning the constitutionality of the DAP, but did not issue a TRO against its implementation.

But the high court scheduled a separate oral argument for the issuance of a TRO against the DAP for November 11. The main petitions are set for another oral argument on November 19.

“Naghahanda na naman ang OSG (Offi ce of the Solicitor Gen-eral) para sa na-set na oral arguments,” Valte said.

When asked if the Palace is optimistic the oral arguments for the DAP will stand, she said the government’s lawyers are ready.

“Handa tayong ipagtanggol ang basehan ng DAP in the same way handa tayo tuwing tinatawag ang Sol-Gen na ibigay ang panig ng pamahalaan,” she said.

DAP is a discretionary fund released to several senators last year after the conviction of former Chief Justice Renato Corona.

Some senators reportedly received between P50 and P100 million under the DAP.

But the administration and its allies argued the DAP was created to accelerate government spending, and is based on the President’s power to realign funds. (MNS)

MANILA, Oct. 28 (Mabuhay) – Commission on Elections (Comelec) Chairman Sixto Brillantes said the pilot implementation of the ac-cessible polling place for senior citizens and person with disabilities (PWDs) was successful.

This after 36 out of the 37 registered that they will vote in the spe-cial polling places inside SM malls in four areas nationwide. “I think it was successful dahil isa na lang hindi dumating, umuwi daw ng probinsya,” he said in a press briefi ng.

The poll body has set up four accessible polling places in SM malls in Metro Manila, Luzon, Visayas and Mindanao.

“Kaya nga pilot e. pinag-aaralan natin ito for 2016. Dapat ba gu-mawa kami special listing? Sino ba dapat pumunta sa mall at sino ba dapat pumunta sa precinto nila?” he said.

The four pilot areas are: Barangay 659, Manila (5th District); reg-ular polling center: Manuel Araullo High School, accessible polling place: SM Manila (NCR); Barangay Sabang, Lipa City, Batangas, reg-ular polling place: G. B. Lontok Elementary School, accessible polling place: SM City Lipa (Luzon).

The special polling places in Visayas and Mindanao are Barangay Mabolo, Cebu City, regular polling place: Mabolo Elementary School, accessible polling place: SM City Cebu and Barangay Lagao, General Santos City, regular polling place: Lagao Central School, accessible polling place: SM City General Santos, respectively.

It’s confi rmed: Actor Richard Gomez will reunite with for-mer girlfriend Dawn Zulueta in the upcoming series “You’re My Home.”

Gomez and Zulueta said they are happy to work again together for their fans after the success of their love team’s reunion in last year’s phenomenal hit series “Walang Hanggan.”

“Right after ‘Walang Hanggan’ maraming may gusto na gagawa kami ng soap pero it took a while. So ngayon pagpasok ng 2014 mayroon silang mapapanood na Richard and Dawn,” Gomez said.

“Siyempre gusto na naming i-announce sa mga fans na mata-gal nang naghihintay, to give

them an idea kung anong klase na magkakaroon kami,” Zulueta said.

The two said the upcoming se-ries is a family drama.

“This time we start off as a married couple and what a mar-ried couple goes through – con-fl icts (and) differences,” Zulueta said.

“Then along the way kung ano ‘yung mga romantic, ‘yung mga sweet moments doon na lang pa-pasok. Ang importante ay makita nila ‘yung value nung soap. It’s really about family, how they cope up with struggles,” Gomez added.

According to Gomez and Zulu-eta, they both have the support of their respective partners.

“In fact, matagal na niyang gustong masimulan dahil mada-mi nang naghihintay na mga fans na magkaroon ng follow up ‘yung Richard and Dawn,” said Gomez, who is married to 4th District of Leyte Rep. Lucy Torres.

“Matagal na niyang alam na mayroon kaming project (ni Rich-ard),” said Zulueta, who is mar-ried to Davao Del Norte Rep. An-ton Lagdameo.

Actress Bea Alonzo admitted that she was ini-tially not attracted to actor Zanjoe Marudo, who is now her boyfriend.

(Relaxnews) – Research by indepen-dent US thinktank the Eno Center for Transportation claims that even with adoption rates of just 10 per-cent, autonomous vehicles could help save $25 billion annually, while 50 percent of crashes and related inju-ries could be avoided.

In the US alone, over 30,000 peo-ple die in road traffi c accidents every year and in 90 percent of cases, driv-er error is a factor. The result -- 2.2 million injury or death-inducing car crashes annually at an economic cost of $300 billion.

As the report stresses: “Over 40% of these fatal crashes involve alcohol,

distraction, drug involvement and/or fatigue. Self-driven vehicles would not fall prey to human failings, sug-gesting the potential for at least a 40% fatal crash-rate reduction, as-suming automated malfunctions are minimal and everything else remains constant.”

According to its fi gures, even if only 10 percent of cars on the road were autonomous vehicles, it could lead to 211,000 fewer serious crash-es and 1,100 fewer deaths per year but that to eradicate all accidents in which human error is proven to be a factor, a full 90 percent of vehicles would need to be autonomous.

And while the logic of the think-tank’s central statistics and central arguments are very simplistic—“AVs can be programmed to not break traf-fi c laws. They do not drink and drive. Their reaction times are quicker and they can be optimized to smooth traffi c fl ows, improve fuel economy, and reduce emissions”—that doesn’t mean that they aren’t accurate.

An in-depth study by MIT and Audi (published in June) designed to understand the impacts of stress and strain on drivers under different con-ditions found that getting behind the wheel of a car can be more stressful than skydiving for the fi rst time. “We

found that certain driving situations can be one of the most stressful activities in our lives,” said Kael Greco, project leader, MIT SEN-SEable City Laboratory of the results.

Likewise the annual distracted driver survey, published by State Farm Insurance to coincide with Thanksgiving Day week-end, consistently shows that driver distraction lev-els are climbing, thanks to smartphones and the mo-bile web. Almost half (48%) of 18-29-year-old drivers in the survey said that they surfed the net via their handset while driving (up from 29 percent in 2009), while more than one in three said they checked so-cial media sites and 30 per-cent admitted to updating their status while behind the wheel. But the most popular activity was check-ing email, which 46 percent of respondents admitted to doing.

Therefore, the sooner that human distraction can be removed from the driv-ing equation, the better. However, despite massive technological advances, there are still a number of issues that will need to be addressed before autono-mous vehicles become a common sight. Chief among these is price. Currently the sensors, lasers, cameras and GPS modules needed to make a car autonomous cost a combined $100,000 and that’s without adding in the cost of the car itself.

“This is u n a f f o r d -able for most Amer icans , with 2012 sticker prices for the top 27 selling vehi-cles in Amer-ica ranging from $16,000 to $27,000,” says the re-port. The hope is that as technolo-gies come down in price and that as adop-tion rates increase, the ticket price of a self-driving car will fall to between $50,000 and $25,000 over the fi rst de-cade..

But as well as cost, systems will need to be suff ic iently robust that they can be trusted to perform in all conditions and laws will need to be changed as in the US and in Europe; a car cannot be al-lowed on the road unless an adult is in full control.

“There has been violence due to intense political rivalry with emo-tions running high on the ground between rivals,” Philippine Na-tional Police spokesman Reuben Theodore Sindac said.
