Before you enroll, use the enrollment checklist below to ensure you qualify for the program and/or trade.

Enrollment Check-off Sheet

� Regular and Full Time Support Active Duty Navy, Army, Marines, and Coast Guard.

� Selected Reserve Personnel must be on orders (mobilization, ADT, ADT(Special), ADSW or Presidential Recall) for more than 365 days and working in the trade.

Congratulations!

By enrolling into the

United Services Military Apprenticeship Program,

you have demonstrated a desire to improve yourself.

This is a step by step guide to help you complete your apprenticeship successfully.

New changes to USMAP’s website and processes.

The reporting process has changed. Instead of printing out weekly and monthly logs that had to be signed by two supervisors and retained by the service member, participants will now submit monthly logs documenting their on-the-job (OJT) hours to their supervisors "electronically." The supervisors will receive an email link to approve the reports. The same process is used for the semi-annual report that is approved by a commanding officer or someone authorized to sign by direction.

When you finish your apprenticeship, you will still get a certificate in the mail., you will receive an email with completion details. You will need to ensure your address is correct in your online USMAP profile. The Department of Labor completion certificate and a Journeyman Card could take approximately 4-6 weeks to arrive in the mail. Make sure you keep this with your important

papers to use as a resource and proof of completion when applying for jobs. For Sailors, completion will continue to also be documented through Electronic Training Jackets, Navy Training and Management Planning System, and Fleet Training Management and Planning System. Your completion will also be annotated on your Joint Service Transcript, which is available to you even after you leave the service at https://jst.doded.mil/. The USMAP Office does not retain copies of individual’s logs.

You will need to retain a copy of your own record after you leave the service. You may need to show an employer your logs as proof of OJT hours. Make sure to save a copy of your documents from your profile. The USMAP website currently requires CAC authentication to access your records, so once you leave the service, you will not be able to log back in to retrieve your documents at this time.

This apprenticeship program has two components: The First component is Formal Classroom Instruction Hours. The first requirement for the program is the completion of a formal, structured training program. Classroom training provides members with the required background knowledge of the trade. Completion of "A" school or Navy Enlisted Classification (NEC) training (for Navy and Coast Guard)/ Military Occupational Specialty (MOS) (Marines and Army) will usually meet this requirement. The Classroom Instructional hours range from 144 to 576 depending on the trade.

Once you receive your "Approved Enrollment Email," look for “Trade instruction hours you have completed” - This is the only place you will see these hours.

There is nothing you need to do with these hours; these hours are entered into your record automatically.

(Navy and Coast Guard Only) If you see the statement, "Trade instruction hours you have completed: 0," this means your formal classroom instruction requirement is not met. You may have enlisted under the Professional Apprenticeship Career Track (PACT) Program in Aviation, Engineering or Surface, struck for a rating and did not attend an “A” school or any kind of rate training. Or you may have had to convert to another rate and have not attended the new rate "A" school or any other military training relating to your new rate. That being said, the informal classroom instruction CANNOT be waived. Employers may not hire you without this training. If you did not attend military training, you may use formal related civilian training, such as vocational schools, college classes, trade schools, Personnel Qualification Standard (PQS) and correspondence courses to fulfill the formal classroom instruction hours. You have the duration of the trade occupation to complete the formal classroom instruction hours.

The Second Component is On the Job training (OJT). OJT encompasses the skills and work experiences learned while doing the actual job. The amount of OJT hours required to complete your apprenticeship is trade related and will differ from trade to trade. The OJT total work hours are between 2,000 to 8,000 hours. These hours must be completed and documented.

What you are NOT allowed to do in the program:

You are not allowed to enroll in two trades – you can ONLY enroll into one trade at atime.

You are not allowed to Back date hours - The Department of Labor does not allowbackdating, you can only log hours from your log start date forward.

You are not allowed to enroll in a trade when you have less than 1 year on yourenlistment contract.

You are not allowed to transfer hours from one trade to another. Each trade has its ownWork Processes Schedule (WPS).

Trades For Navy and Coast Guard, trades are associated with Rates. For Marines and Army, trades are associated with their MOS.

Trades are identified by a RAPIDS Code which is 4 numbers and a letter at the end. The letters stand for different version of the Work Processes Schedule. Ensure you select the right trade.

Requirements for the on-the-job hours are trade related and will differ from trade to trade. Trade hours CANNOT be transferred from one trade to another. The hours vary anywhere from 2000 all the way to 8000 total work hours.

Every trade requires related formal instruction training necessary to provide apprentices with knowledge in technical subjects related to the trade. The instruction may be classroom, technical schools, or other approved means. “A” schools and MOS (Marines and Army) schools typically qualify. The formal instruction hours cannot be waived.

Selecting a Trade:

You are only authorized to choose a trade that is related to your Rate/ (Marines and Army) MOS and your current primary duty. This is because you are required to perform a set number of hours of OJT to complete the requirements for your trade.

Find your MOS, click on it. If you cannot find your MOS, email the USMAP Office at [email protected].

For Work Processes Schedules: Reference pages 7 to page 9 which will explain everything about WPS.

For Navy – Click “Navy Rates.” Each trade is associated with a Navy Rate. However, there are no trades associated with AC, CTI, MU, and ND however these rates can enroll into the Computer Operator trade RAPIDS 0817N.

These are the trades that are available to the EM rating.

As you see, it lists the trade, total hours required, Work Process & RAPIDS Code (code that identifies the trade), and description. You must click on the RAPIDS Code to review the Work Processes Schedule which will determine if you qualify for the trade.

As you look at the trades available to the EM rating, you will notice some trades like “Computer Operator”, “Correction Officer”; and “Counselor” are listed. This does not mean you can enroll in those trades. You must click on the RAPIDS Code and read the requirements for the trade to see if you qualify for that trade.

Identical Trade RAPIDS Codes Some trades have a RAPIDS Code with the same four digit number. What separates the trades is the last digit which is a letter. The letters stand for different version of the Work Processes Schedule. Ensure you select the right trade. See the example below.

Under Electrician Mate, there are two trades with RAPIDS Codes that have the same 4 digits numbers. However, one ends in “M: and the other one ends in “N”. If you enrolled in one and completed it, the other trade with the same 4 digits numbers will not be available to you. The Department of Labor will only issue one certificate for that trade.

Example: You enrolled in Electrician (Construction) trade RAPIDS 0159M and complete that trade. You CANNOT enroll in Electrician trade RAPIDS 0159N. It is the same as the one you just completed.

For Coast Guard – Click “Coast Guard Rates”.

Same as the Navy rates above. Each trade is associated with a Coast Guard Rate. This is what you will see if you click on “Coast Guard Rates”

For Work Processes Schedules: Reference pages 7 to page 9 which will explain everything about WPS.

For Marines – Click “Marines Military Occupational Specialties”.

Work Processes Schedule Each trade is broken into Work Processes or Skill Areas. These Skill Areas form an outline of the tasks to be completed and the work hours required in each Skill Area. The outline of tasks is called a Work Processes Schedule (WPS). The WPS also provides more information about the trade. It is simply a breakdown of the work experience to be completed. Another way to look at a WPS is a blueprint to complete the program.

Below is a SAMPLE WPS. The WPS will be broken down into two parts, so you can better understand it.

First part – Description and Qualifications

Under EM-Electrician Mate –Calibration Laboratory Technician: I clicked 0895N

The O*NET program is the nation's primary source of occupational information. The O*NET database, contains information on hundreds of standardized and occupation-specific descriptors. The database, which is available to the public at no cost, is continually updated by surveying a broad range of workers from each occupation. Information from this database forms the heart of O*NET OnLine, an interactive application for exploring and searching occupations. The database also provides the basis for our Career Exploration Tools, a set of valuable assessment instruments for workers and students looking to find or change careers.

Example: In order to enroll in “Calibration Laboratory Technician” trade, there are specific NECs required for this trade. If you have the NEC, you qualify. If you don’t have the NEC, you do not qualify for the trade.

This shows total number of OJT hours needed to complete the trade.

Second part of the WPS is a breakdown of the work experience and hours to be completed. Again, look at this as your blue print to complete the trade.

Skill Areas form an outline of the tasks to be completed and the work hours required in each Skill Area. Skill Areas can range from A to Z, A to C, etc. To complete the trade, all SkillArea work hours must be at zero. The total hours can be at zero, however if each Skill Area isn’t at zero, the trade is not complete.

Enrollment There are two ways to enroll in USMAP: Complete an online registration or submit a paper application.

Enrolling online: Go to USMAP website (https://usmap.netc.navy.mil); at the top right of the page click “Enroll or Reinstate” link. This is the preferred and most efficient method.

Or

Submit paper application (Apprentice Registration Application) which is located on the website, click “Resources and Links”. Then click “Apprentice Registration Application Form.” Then email your application to [email protected].

Before you can enroll into a trade, you must agree to the National Standards of Apprenticeship.

When you click on “Enroll or Reinstate, the below will appear:

These standards provide general policy and guidance to Commanding Officers responsible for training and development of registered Apprenticeships with the Department of Labor (DOL). Advanced Paygrade/Undesignated Rate to Designated Rate The Rate/Rank/MOS displayed by the USMAP database comes directly from the respective Military Personnel systems. The USMAP Office cannot change your Military account information. Once the promotion/advancement date and/or Rate and/or MOS (Marines) is reflected there, our system will show the update also. So in this case, you must fill out an paper application. Once that is done, you must email us ([email protected]) the application along with a designation letter showing your designated Rate or frocking letter if advanced. The USMAP Registrar has to manually enroll the member. For Marines: Secondary MOS does not show up in the USMAP database. The system will always show the primary MOS. Marines’ working in their second MOS need to fill out an application and email it to us at [email protected]. A good example is Marines currently on Marine Security Guard Duty (MOS 8156 (Secondary) which provide security at American Embassies, must submit a paper application because the MOS is not displayed in our system.

Once EnrolledOnce you apply on line, you may be auto enrolled if all requirements can be verified otherwise an USMAP Registrar reviews your enrollment to ensure you qualify for the trade. This includes reviewing your Joint Service Transcripts (JST) to see what schools you have completed. You will receive either an approval or rejection via email. The first requirement is the completion of a formal classroom instruction that relates to the trade. After you receive your "Approved Enrollment Email," confirm that your Formal Classroom Instruction hours are documented. A statement will list the number of hours you have completed. If you see that statement with the required hours, you have completed part one of the program. Again, there is nothing that you need to do with these hours; they have been entered into your record by a USMAP Registrar as part of the enrollment process. (Navy and Coast Guard Only) If you see the statement, "Trade instruction hours you have completed: 0," this means your Formal Classroom Instruction requirement is not completed. REJECTIONS

Below are some reasons why you would be rejected from enrolling into a trade:

End of Active Obligated Service (EAOS)

If you receive a rejection email that states “EAOS date reflects less than one year remaining on active duty”: All you do is send us an email and state your intentions. For example: I plan on re-enlisting for (number of years). DO NOT TRY AND RE-ENROLL

Navy Enlisted Classification (NEC) and/or Personnel Qualification Standard (PQS) If you receive a rejection email that states: “Rejected due to not assigned NEC/MOS required for the trade.” Reply to the rejection email, with an attached copy of your page 4 showing the completed PQS and NECs. AGAIN, DO NOT TRY AND RE-ENROLL

Pre-Registration Credit Hours Misconceptions: Pre-registration credit hours are based on pay grade. NO How long the individual has been working on the job. NO My co-worker and/or buddy received pre-registration credit so I’m entitled also. NO

Pre-registration credit hours are not awarded for trades requiring 2200 or less OJT hours. Pre-registration Credit hours are applied at initial enrollment per trade.

To be eligible for pre-registration credit, there must be a 1 year from:

• Date of completion of the Rating (A School)/MOS training which qualified you for the trade tothe date of enrollment.

OR

• Date of completion of the instruction/NEC that qualified you for the trade to the date ofenrollment.

1000 hours for each FULL year, not to exceed 50% of the total required hours.

Additional credit will NOT be awarded for advancement or attending additional trade schools after enrollment.

SUSPENSIONS AND CANCELLATIONS Suspended Status Suspensions will be granted by the USMAP Registrar if the member is unable to work in the apprenticeship trade for a period of up to 1 year due to operational requirements (deployment), medical, orders to light duty, or transferring to another command. It is a temporary hold status of a trade, upon member’s request, for a maximum of 1 year. This freezes the member’s record and will not allow the member to enroll into another trade or log any hours.

Before requesting a suspension, if you have hours not processed, you need to enter those hours on an Apprentice Progress/Status Report, also darken in the suspension block, then send the report along with the weekly logs to [email protected] to be processed. Once those hours are processed, then you may request for a suspension.

You must notify the USMAP Office to reactivate your account. After a year, the suspension turns into a cancellation and any hours not on a report will be deleted.

Cancellations Five ways trade can be cancelled:

1. Failure to submit a semi-annual report for a period of 18 months (3 missed reporting periods).

2. At the request of the service member.

3. Commanding Officer can cancel a member if he/she is unsatisfactory Rating in professionalcompetence.

4. Failure to re-activate your USMAP record after being in a suspended status for a year.

5. Upon discharge or release to inactive duty.

NOTE: The Commanding Officer, you, or an USMAP Registrar are the only ones who can Cancel your trade.

ReInstatements Any hours that were submitted by a Semiannual or Progress Status Report and approved will remain in your record.

If you have previously received Pre-registration credit hours, those credit hours also will remain.

Pre-Registration credit is given AT THE TIME OF THE ORIGINAL ENROLLMENT ONLY if you were eligible.

You will be given a new log start date and can log hours worked from that date forward.

How to Reinstate a Trade

To have a trade reinstated, you must go to https://usmap.netc.navy.mil homepage (do not log into your record) at the top right of the page in blue Font, click on the Enroll or Reinstate tab. Fill out enrollment form and submit. This will also give you the opportunity to update your information that may have changed.

Member’s Responsibilities Print off the WPS. Use it to keep track of your Skill Area hours.

Log your hours daily until all Skill Areas are at ZERO (work experience hourly record located on the USMAP website https://usmap.netc.navy.mil; Click Resources and Links)

Ensure you submit the correct e-mail address for your monthly approver and semi-annual approver.

You should keep all original log sheets (weekly, monthly, and semiannual) for your records in case of an audit or for a future employer that may request to see your logs in addition to your DOL Certificate. Look at these logs and reports as future money.

How to divide pre-registration credit hours when less than 50% is awarded.

When you receive less than 50% of Pre-registration credit hours, it is YOUR RESPONSIBILITY to distribute those hours awarded to you. Below is the “Logbook Summary” sample from the top of the page. In this example, 2,000 hours of pre-registration credit hours was awarded. The best way to distribute the hours is to take a look at your WPS. Read each “Skill Area” and then determine the total of hours to be distributed. Again, It is up to YOU to distribute the hours awarded across the “Skill Areas”. Once you figure outwhere you want to distribute the credit hours, click on [Distribute Credit]

When you click on [Distribute Credit], below is what you will see.

Remember: In this example, the Pre-Registration Credit Hours Distribution must total2,000 hours.

Rules of Reporting Hours You record the hours you work according to your trade’s WPS.

Each skill area is broken down by a letter of the alphabet.

Record the daily hours you work using the skill area A, B, C……across the week. See example below.

All weeks entered will end on a Saturday date.

Trades are automatically cancelled after 18 months without an electronic Semi Annual report or Progress Status report being submitted to the USMAP Office to be processed. You must follow the reporting procedures and submit the required Semi-Annual or Progress Status Report that you agreed to upon initial enrollment.

NOTE: Each Skill Area starts With A B, C, etc. Enter hours worked each day in the skill areas that corresponds to your WPS

Methods of Reporting Online - Preferred if internet connectivity is good during entire 6 month reporting period. Paper - Preferred if deployed OR underway anytime during the 6 month reporting period.

To help keep track of your hours, print a Work Experience Hourly Record Form (located on website under the “Resources and Links” tab). As you work the skill areas, you can use it to document your daily hours as they happen. At the end of the work day, all you have to do is transfer the hours from the document to the online Weekly log.

Time you cannot log: Military duties, training not outlined in your WPS. For example: eating, working parties, sleeping, standing watch, Command PT, medical appointments, etc.

LOGGING OVER 8 HOURS If you work over 8 hours in a day, the system will let you log hours up to 12 hours.

If your situation requires greater than 12 hours a day, your Supervisor (E7 and above) must provide a request email to [email protected] or send a letter to the USMAP Office for override with justification and their contact information. Once received and approved, you will be able to log over 12 and up to 18 hours for ONE Semiannual Reporting period. A written request is required for EACH Semiannual Reporting period. Extended hours are subject to Audit by Department of Labor.

LOGGING YOUR HOURS Example:

On Monday, you worked 2 hours performing tasks in Skill Area “A” (example: Preparing reenlistments, entering data on an excel spreadsheet). So, you enter (hours in full or half-hour increments only). You would place 2.0 in block “A” corresponding to Monday.

You are required to document the OJT hours worked for your trade. Enter hours worked for each skill area from the WPS for the week. Hours must be logged in full- or half-hour increments (example: 0.5, 1.0, 1.5, 2.0, etc).
