    Social Capital and Rural Development in theKnowledge SocietyRural communities are not all resource dependent and very low-density places.Not all have people leaving in droves and no newcomers. This books theoreticalarguments and case studies (from five countries) help one understand better thediversity of rural. We find population gainers, population losers; newcomers andlong-term stayers together in sizable towns; Aboriginal communities where out-migration is limited. The diversity is a key dimension in the analyses of public andprivate action to build and maintain social capital.

    This book by Westlund and Kobayashi emphasizes the fact that the gap betweenurban and rural areas is no longer relevant today: all places and regions are under astrong influence from cities. The authors show in a straightforward way that thecontinuum between more and less urbanized places requires new types of regulations,based on innovation and local skills, and that rural policies cannot be based onagriculture only but primarily require the mobilization of local social capital links.

    Social capital is often considered a key factor for local development. This bookanalyzes the role of social capital for rural areas survival and development in thecurrent age of metropolitan growth an era in which urban is the norm andwhere rural areas must adapt to this new situation and build innovative urban-rural relations.

    The traditional division between rural and urban is no longer valid in theknowledge society. Instead of being a homogeneous unit based on primarysector production, the countryside in the developed world increasingly consistsof areas with very different development paths. With examples from Europe, Asiaand America, the book discusses building and renewal of rural social capital fromboth bottom-up and top-down perspectives, and from the standpoint ofbusiness, and both the public and private sectors.

Many powerful policies intended to influence urban development and spatial differences have been developed since the late 1940s, but often as with land use planning, regeneration or enterprise zones they have been subject to little if any rigorous economic evaluation or even informal assessment in terms of basic economic principles. Even where evidence is available it has seldom influenced the development of policy. Here, the authors present new evidence on the fundamental importance of cities to both production and welfare. They argue that many policies which have developed either do little to achieve their stated aims or have unintended and counterproductive consequences.
