Uptown Watertown continues to prosper and remains the undeniable “Heart of the City.” Take a short exterior tour by connecting the numbered historic buildings and locations with the provided map featured on the right.

Location & Growth Watertown is the largest city in Codington County. In 1877, Codington County was created from parts of adjoining Grant, Hamlin, and Clark counties. Watertown’s prime growth was in the 1910s at the end of the Dakota Boom. Continued growth is attributed to the local farm economy, growing indus-trial sector, access to an interstate highway system, and a promis-ing tourist industry.

The Settlement of WatertownThe Winona & St. Peter Railroad laid out the new boundary of “Waterville” on the east bank of the Big Sioux River. 1) The First Codington Courthouse was built at 14 1st Avenue SE in 1887. The second Codington County Courthouse was dedicated in festivities stretching over two days, June 19 and 20, 1929. Watertown’s Gray Construction Com-pany and the architectural firm Freed, Perkins, & McWayne worked to con-struct the neo-classical courthouse of white Indiana limestone. The court-house features brass railings and fix-tures, marble hallways, and terrazzo and marble floors.

2) Watertown’s First City Hall was sev-eral stories high, and housed the fire department, city jail, council chamber, public library, public hall, and city of-fices. Construction began in 1889 on the southeast corner of Kemp Avenue and 1st Street W. In 1974, the city moved its offices to 23 2nd Street NE. This location formerly housed The Public Opinion, Watertown’s daily newspaper, which began in 1882 as a weekly. The old city hall was demol-ished in 1966. A high-rise apartment building has been operating at this lo-cation since 1975.

3) The First Watertown Public Library was also moved from city hall to a cor-ner lot at 27 1st Avenue SE. Construc-tion was completed in 1906. $10,000 of the total cost of $12,272 came from a Carnegie grant. In 1968, the Library moved to a new larger facility. The Codington County Historical Society started the Kampeska Heritage Mu-seum housed here in the 1970s. The museum was renamed the Codington County Heritage Museum in 1999.

4) The First Watertown U.S. Post Of-fice began construction in 1908. This building is made of Bedford stone and stands on the southeast corner of

Broadway and First Avenue SE. A new addition was completed in 1933. The U.S. Post Office outgrew the building and moved to 405 East Kemp Avenue in 1976.

Outstanding Businesses Watertown continued to flourish alongside the main transportation routes of the time. Hotels sprang up to accommodate to travelers and settlers. Different businesses supplied goods and services for everyday living.

5 & 6) From Banking to the Medical Arts Building: In 1882, the Granite Block was constructed of large quartz-ite stone designed by Wallace Dow and financed by John B. Hanten. This building at 2-8 East Kemp was built for the Dakota Loan & Trust Company which was organized in 1886.

Across the street, this white structure replaced the 1880s building which housed the First National Bank. It was built in 1916 at 1 South Broadway. In April 1942, it became the Medical Arts building.

7) Insurance Office & Department Store: In 1886, the Mellette Block was completed at 1- 3 North Broadway. On the ground floor, Owsley Mercan-tile Company’s Department Store sold a wealth of merchandise and goods from 1886 to until the 1930s. Other professional offices were found in this building including the law office of South Dakota’s first governor, Arthur C. Mellette. It was home of the Mid-land National Life Insurance Compa-ny from 1917 to 1951

8 & 9) Harness to Hardware Stores: Mahowald and Ness were located at 27 North Broadway by 1910. They

was promoted as “Absolutely Fire-proof,” and opened in 1912. A fi fth fl oor was added later, giving the hotel a total of 150 Rooms. The hotel closed in 1970, and was demolished in 1972.

14) One of Several Theatres: The Idle Hour Theater, at 110 Kemp Avenue East opened in 1905 by Ed Drake and Fred Bacon. The Idle Hour’s name was changed to the Lyric Theater around 1919. In the 1940’s, the façade was re-modeled in an Art Deco style. The the-ater closed about 1960, and Osco Drug used the building from 1965 to 1978.

made harnesses, saddles, trunks, and traveling bags. John M Mahowald founded this business in 1904. Ma-howald’s Hardware continues to be family owned and operated. The lo-cation has expanded from the original location to include the “AOUW” Hall at 25 North Broadway, which stands for the Ancient Order of United Work-men. This organization once occupied the upper fl oors of this building until the 1930’s.

10 & 11) Sweet Shops: The Sugar Bowl was a favorite among the many confectioneries and soda fountains in Watertown. Nick Govis operated the Sugar Bowl at 12 East Kemp Avenue from about 1914 until the early 1920s. The Palace of Sweets succeeded the Sugar Bowl and was run by Peter Go-vis at 14 East Kemp.

12 & 13) Opera Houses & A “Fireproof” Hotel: The Goss Block was one of the two early opera houses in Watertown, and still stands at the southeast corner of Kemp Avenue and Maple Street. It was built in 1888 by druggist Charles Goss to replace the original frame building destroyed by fi re in 1887. Many concerts and plays were staged in the theater on the second and third fl oors. Also, the building was used for professional offi ces. In 1909-1911, Dr. Harry Bartron opened medical offi ces in the Goss Block. Robert Kreiser’s Rexall Drug Store was the longest-standing business in the corner store-front, from about 1914 until 1991. The Lincoln Hotel is probably the best-known hotel in the history of Watertown. Construction started in 1910. The building included the Met-ropolitan Opera Theatre which opened in 1911 and had a seating capacity of 900. The Lincoln Hotel made of brick
