Home Rule Movement provided a platform for the people (who were being burdened by war miseries) and leaders(who were disillusioned by Morley-Minto reforms) to channelize their energy into a more vocal agitation.

Strategies like promoting political education and discussion through public meetings, organizing libraries andreading rooms containing books on national politics, holding conferences, organizing classes for students onpolitics, etc. gave a new dimension to the freedom movement wherein the people were being prepared for a massstruggle in upcoming future.
