• FAA released the Final EIS in June 2014, but didnot issue a Record of Decision

• FAA notified Marin County in January 2015 that anupdated aviation forecast and Supplement to theFinal EIS were needed

III. Status of the EIS

• FAA published the Purpose and Need WorkingPaper in April 2016 for public review and comment.

• Identified a different, less demanding, criticalaircraft, and identified needed runway extension as300 feet instead of 1,100 feet.

• Commenters stated that additional investigation ofVisual Flight Rules flights and fuel receipts wouldshow additional activity of jet aircraft with longerrunway length requirement.

• Marin County and FAA agreed to review additionaldata

Need for Sufficient Runway Length

• Existing runway length (3,300 feet) cannot fullyaccommodate the existing aviation activity, asrepresented by the family grouping of critical aircraftthat regularly uses the Airport under hot weatherconditions (Turboprop aircraft with wingspan at least 49 feetbut <79 feet, approach speed < 121 knots, airport referencecode B-II)

• The purpose of the proposed runway extensionproject is to: allow existing aircraft, as represented bythe family grouping of critical aircraft at Gnoss FieldAirport, to operate without operational weightrestrictions under hot weather conditions

Need for Sufficient Runway Length

• The “critical aircraft” is the most demanding aircraft interms of the physical dimensions of the airport such as thelength and width of runways and taxiways, that regularlyuses an airport*

• Regular use of an airport is defined as 500 or moreitinerant operations (takeoffs and landings) of the criticalaircraft*

• Runway length determination is based on the requirementsof the critical aircraft

*Definitions based on FAA Order 5090.3C Field Formulation of the National Plan ofIntegrated Airport Systems (NPIAS) and FAA Advisory Circular 150/5000-17 Critical Aircraftand Regular Use Determination

Need for Sufficient Runway Length

• For FAA runway length calculation purposes, hotweather is defined as the mean daily maximumtemperature of the hottest month

• Mean daily maximum of hottest month = 82 degrees Fin July, August, and September per National Oceanic& Atmospheric Administration data

• Existing runway length (3,300 feet) can result inoperational weight restrictions for some moredemanding aircraft in hot weather

• Aircraft must either reduce fuel or reduce thepassengers and/or cargo

• Shifting runway keeps entire project within current airportproperty boundary

• Extend the corresponding taxiway to the full length ofthe runway

• Levee extension and realignment of drainage

• Re-program the navigational aids that pilots use toland at the Airport to reflect the extended runway
