Biomass strategic advantages

CONTRADICTORY !

In Spain biomass resources availability is guaranteed (huge potential). Focused on energy generation (thermal + electricity) biomass brings exceptional characteristics, such as:

ENERGY: dispatchable and economically feasible for the Spanish power system

ENVIRONMENT: wastes recovery (tool against fires, pollution) + reduction of GHG emissions

SOCIETY & ECONOMY: job source + national wealthy source (Spanish industry and technology) + rural revitalization + alternative for cracked economies

Unfortunately nowadays…

The Spanish biomass sector suddenly stops its (Limited) development in Spain, due to:

The Spanish energy sector remain in a state of flux. It has been subject to a number of interrelated market and regulatory ‘shocks’ in recent years that have affected its performance and are also likely to shape future developments

The Spanish electricity market continues to be characterized by complex and increasingly controversial public policy challenges:

27 January 2012 Royal Decree 1/2012, which suspended ‘until further notice’ FiT for newly installed generators of renewable power (the Government decreed a moratorium on renewable energy)

27 Dec. 2012 new Law to introduce 7% tax on all domestic energy production

1-2-2013 FiT de-indexed from Consumer Price Index + Premium = 0 c€

July 2013 drafts/proposals: 8 new Royal Decrees + 5 Ministerial Orders (‘Electric reform’)

The Spanish Biomass Technology Platform –BIOPLAT – is a scientific-technical sectorial excellence and coordination group consisted of all relevant stakeholders in biomass energy sector in Spain. So encompassing biomass in its broadest sense:

• resources

• transformation technologies

• application processing

• sustainability and regulatory framework

Framework in which all sectors involved in the development of biomass work together in a coordinated way to ensure the commercial settlement of this renewable energy enjoys a continuous growth, in a competitive and sustainable way.

MAIN OBJECTIVE

BIOPLAT mainly aims at determining the conditions and at identifying and developing viable strategies for the promotion and sustainable commercial development of biomass in Spain. To accomplish this goal it is necessary:

• To carry out design of technological strategies

• for the settlement of guidelines which boost the sustainable development of biomass sources in accordance with National and European objectives

ESPECIFIC OBJECTIVES

The specific objectives of BIOPLAT are:

• To analyze the current situation of biomass in Spain in all its aspects and to identify needs in R&D.

• To recommend research funding in areas with high relevance to biomass, covering the whole economic value chain, raising awareness and mobilizing public authorities, both at nationally, regionally and locally level.

• To propose strategies and sustainable alternatives, in each particular type of technology, to boost biomass market development and the elimination of existing barriers to enable its implementation.

• To promote coordination between different involved sectors (entities, technology centres, universities, etc.).

• To spread biomass possibilities and in particular the results and recommendations of the Platform.
