Implementation Plan
The State shall encourage implementation of the grid connectedrooftopsolar photovoltaic power plantsfor captiveor self-consumptionfollowingnet energy metering/billing mechanism.
Rooftop Solar Photovoltaic Power Plants are proposed to be promoted underNet Energy Metering Mechanism up to 50 kW and Net Energy BillingMechanism above 50 kW.
Government/Public Institutions Deployment of rooftop solar photovoltaic plants for captive/self-consumption
on the offices of the government organisations, State government owned oraided institutions/organisations like training centres, hospitals , jails etc shallbe promoted by the State Government.
All the aforementioned institutions shall implement grid connected rooftopsolar photovoltaic power plant and generate & consume some percentage oftheir annual electricity consumption from such plant.
The rooftop solar photovoltaic power plant shall be implemented utilizing atleast 25% of the available plinth area.

Implementation Plan
Funds from the Government of Uttar Pradesh, may bemade available for implementation of Grid connectedRooftop Solar Photovoltaic Power Plant.
Private Institutions
All the Private Institutions shall be encouraged toimplement rooftop solar photovoltaic power plant, of
suitable capacity, on the roof of their premises/area,
generate & consume the electricity for their self-
consumption

Eligible Entities
Any person, which shall include any company or bodycorporate or association or body of individuals, whetherincorporated or not, shall be eligible to set up rooftop solarphotovoltaic power plant and approach nodal agency for
implementation of such power plants. Provided such plants are set up for the purpose of captive
use/self-consumption of electricity and such plants complywith the technical standards and specifications, if any,
specified by the Central/State Government. or through itsnominated nodal agency.

shall be governed by regulations notified by Central Electricity Authorityfrom time to time;
seeking connectivity with the grid above 415 V voltage level,
Central Electricity Authority (Installation and Operation of Meters)Regulations, 2006 and Central Electricity Authority (Installation
and Operation of Meters) Amendment Regulations, 2010 and anyamendment thereof
Power plant seeking connectivity with the grid at 415 V and belowvoltage levels,
Central Electricity Authority is notifying separate regulations ongrid interactive renewable energy plants, the same shall apply;

Banking of power
The eligible consumer shall be allowed to bank 100% of the
electricitywith the Distribution Licensee,
The withdrawal of banked energy shall be allowed during theperiod other than 17:00 Hrs. to 22:00 Hrs., specified as peak hours,
The withdrawal of banked energy shall be allowed subject todeduction of 2%of the banked energy, in each month, as bankingchargespayable to the distribution Licensee in kind,
The banking of energy shall be allowed during the year from the date ofbanking or from 1stApril and ends on 31stMarch of the year.
The energy generated in a month shall be adjusted againstconsumption in that month and the balance if any shall be consideredas the banked energy for the month m. Similarly, the generation inconsecutive month, m+1, shall be first adjusted against the
consumption in that month. In a situation that the consumptionexceeds the generation during the month m+1, the energy banked inthe previous month(s) mshall be drawn to the extent.
The unutilized banked energyon the expiry of the year would betreated as free energy to the Distribution Licensee and nocommercial settlement shall be made

Wheeling of power In order to promote the rooftop solar photovoltaic projects, wheeling
charges and losses shall be nil during the first control period or when thetotal capacity 20 MW for rooftop solar power plant is being installed,whichever is earlier.
However, after such period the wheeling charges and losses for the use ofdistribution licensees network at respective voltage levels shall be as
determined by the Commission by general or specific orderCross Subsidy Surcharge
In case the solar photovoltaic power plant is owned by the eligibleconsumer, it shall not be liable to pay surcharge for consumption of thegenerated electricity for its own use. Provided it complies with therequirement of captive generating plant specified under Electricity Rules,
2005 In order to promote the rooftop solar projects, cross subsidy surcharge in
case the supply of power is made to the eligible consumer by any otherperson shall be nil during the first control period or when the totalcapacity 20 MW for rooftop solar power plant is being installed,whichever is earlier.
After such period such consumer or person shall be liable to paysurcharge as determined the Commission, from time to time.
