The University of Turabo in Puerto Rico and the Association of Energy Engineers in Atlanta, GA have signed a Memorandum of Understanding (MOU) wherein the University of Turabo is an Approved AEE Training Provider. The University of Turabo’s Energy Management Training is an approved training course for the Certified Energy Manager (CEM) exam, meaning that it satisfies the CEM training prerequisites, and upon completion of this training, students are eligible to complete the Certified Energy Manager exam at a remote testing center and apply for CEM status, provided they meet the required eligibility criteria.

Executive Summary
The University of Turabo- School of Engineering is aligned with the latest tendencies toward effective
energy management and systems reliability improvements. There are many energy management and
conservation aspects that are taking place in today’s business and government sectors in order to
become competitive and to reduce operational expenses. Today’s economy is forcing that residential,
commercial, industrial and government sectors become more creative, innovative and efficient on the
usage or utilization of energy sources.
For these reasons, the University of Turabo, Puerto Rico Energy Center (PREC) and Abreu Technical
Corporation (ATC) have joined efforts on the identification, development and implementation of
educational programs with strong emphasis on energy conservation, renewable sources and energy
efficiency. Also, this joined venture is focused on the search for new educational ways (methods) to
provide students and professionals with an outstanding experience which will lead to improved and
effective technical skills.
The Puerto Rico Energy Center (PREC) is a technical research center that is administered by the
University of Turabo; with the main objective of identifying the most efficient methods and ways on
how to improve the energy utilization and conservation. Currently, there are many technical activities
that are taking place at the PREC with respect to energy matters and efficient technologies. Also, it has
supported the Puerto Rico Central Government and other organizations on the development of effective
energy management design standards and methods. PREC has worked on the development of
educational programs that are focused on energy concepts. Currently, is under the development of a
graduate degree on Renewable Energy. As part of the strategic educational process, it was required the
development of a well-structure energy management training program, to provide both theoretical and
practical experience to the participants. For this reason, the University of Turabo and the Puerto Rico
Energy Center (PREC) concluded that there was the need to have an energy consultant (energy auditor)
or technical organization that has advanced technical expertise and experience to directly support the
development process. During the initial phases of the training developmental phases, Abreu Technical
Corporation was invited to be part of this educational program and a formal professional services
contract (consulting & engineering) was extended for the development of the training program,
including a technical laboratory. Originally, the training program and modules were developed for
technical professionals but, ATC noticed that some non-technical professional were interested on the
training program which could explode a new strategic sector. For this reason, the energy management
training program was re-structured.
Abreu Technical Corporation (ATC) is a business & technical organization that provides consulting
services in Project Management, Energy Management & Conservation, and Continuous Improvements
(Operational Excellence). (ATC) has developed several professional training programs that are aimed on
the effective skills and leadership developmental process for professional individuals, business
organizations, government sectors, healthcare companies, hospitals and electronic/electrical devices
producers. ATC founder, Eng. Angel Abreu, CEM; has more than fourteen (14) years of experience on
different engineering and business sectors such as capital projects, energy conservation & efficiency;
manufacturing processes, materials and logistics management; operational excellence and advanced
engineering applications. He has worked with the PREC on the development of a strategic energy
management training program which has been offered to more than 75 participants from different
business sectors. The training program is divided into different modules that provide the participants
with different theoretical energy concepts which make use of real business cases or “hand-on”
laboratories. These laboratories are designed to provide the participants with the exposure to different
energy systems, measurement devices, and energy auditing events. This integration is “one of a kind”
within today’s educational programs in the island. Also, the training program integrates important and
essential methodologies such as Project Management, Leadership, Six Sigma, Lean Enterprise, EHS &
Operational Excellence.
This new energy management training program is aligned with today’s needs, challenges and
professional vision. We have clear understanding that will be a breakthrough within the educational
field and energy management sectors.
Training Structure
The following information provides details and specific aspects of the training seminar which has been designed with the main focus of providing the participants with the experience of a real energy audit event. This structure is conducted very effectively and taking into consideration two (2) important aspects: Basics of Energy Management (Energy Manager) and Effective Energy Auditing (Hands-On Experience). Each one of the following areas or topics includes an Exercise & Q/A section to assure proper learning and understanding of the discussed material.
Introduction: “Business Reality”
On this module, general details of economical, business, energy and environmental aspects or actual situations are discussed. It is intended to provide the participants with a real view of the situations, future expectations and potential mitigation factors. Also, information about why energy management is crucial and essential to minimize any potential impact over business and government operations.
Also, there is some improvement aspects such as Lean Manufacturing, Six Sigma, Operational Excellence, Project Management & Energy Management that are discussed as part of the potential areas for effective integration and improvement from the operational and leadership standpoint.
A general overview is held to discuss general aspects that are affecting the island with respect to economical and energy issues.
Energy Management: “Definition” & “Aspects”
This is a module in which energy management concepts are defined for a better understanding of the participants.

Overview of the current and future needs for development of new jobs, programs and energy structures.

Energy Audits
Detailed discussion and presentation of the process that is conducted as part of any energy audit. This is one of the most important aspects of the training because it provides the different methods, aspects and steps on how to conduct an energy audit and what should be expected by the end of the auditing process.
The module is structured to provide the participants with the basics of energy auditing. It provides details of the different steps or areas for readiness. Readiness is one of the areas that need to be effectively deployed to ensure that the energy audit is successful.
It provides information related to the different types of energy audits (Walkthrough, Mini & Maxi), why they are important, when to use each one of them, related costs and benefits, outcomes, and complexity.
This module allows the participants to have a real exposure to energy audits such as a Walkthrough (applies only on training section of 50hrs) and/or Mini (applies only on training section of 100hrs). This is the main distinctive aspect of this training program.
Also, it is discussed the different requirements under the ARRA funding for energy auditing process either within the US and Puerto Rico.
Supporting and descriptive process of different cost saving opportunities that could be achieved as a result of an energy audit. Also, the justification process for capital funding (improvement project implementation) by taking into consideration the potential energy savings.
Sustainability aspects that need to be taken into consideration when an energy improvement project is deployed and implemented. Also, overview of the different controls that need to be incorporated as part of the improvement process and assigned responsibilities.
This module will allow the participants to have a great understanding of the energy auditing process and how it should be conducted. Also, how to structure or justify the potential energy improvement initiatives. The participants are introduced to basic graphical representations that could be used to have a better understand of the gathered field data which is essential during the identification and justification of energy improvement opportunities.
Energy Audit Toolbox
This is a training module totally focused on providing the participants with the basic knowledge and understanding of the different instruments that are used as part of an
energy audit. The module is intended to provide clear understanding and management of specific instruments that are employed on measurements for each installed energy system.
A technical laboratory is conducted to provide the participants with the experience of how to use and handle the instrumentation and what are the best applications. Also, they are instructed on the proper usage during the energy audit to avoid any potential safety issue or eventuality.
Participants will take real time measurements for comparison and analysis purposes.
Strategic Action Plan
In this module several aspects and steps are discussed with respect to the different strategic plans that could be implemented with respect to Energy Management.
Full details of energy effectiveness by the integration/implementation of an Energy Management Program (EMP). Annual goals or expectations are discussed to provide the participants with an effective platform (baseline) to consider when dealing with an EMP.
Details of energy management teams development and integration is discussed. The different steps of team building foundation and development is discussed and put in practice with a business case event (workshop).
The strategic plans are presented in such manner that could be integrated as part of any business, commercial, business or government organization.
Codes and Standards
Full discussion of standards, laws, executive orders and codes related to energy management or matters
Provide the participants with basic understanding of the latest codes or standards related to energy systems, operations, compliance requirements and maintenance.
Importance and applications of codes and standards
Energy Rates & Structures
Different energy rates (local and US) are discussed in details for a better understanding of the participants. This energy rates discussion takes into consideration the different energy sources that could be used or purchased.
Calculations, engineering estimates and approximations exercises are conducted in order to provide the participants with the experience of having clear understanding of
the rates, why they are the best option for the customer, and how they are managed by the service provider.
A workshop is conducted to ensure that the participants are prepared or ready for effective application of the best option on energy rates.
Personnel from PREPA (Puerto Rico Electrical Power Authority) are invited for technical and business presentations with respect to their operational and rate structures.

The following utilities or energy systems are discussed with full details for a clear, effective and better understanding of the participants.

Conduct a formal energy audit of a simple building structure that makes use of most common energy systems. Participants will have the opportunity to perform a real-time energy audit and be exposed to the different systems discussed in class. A formal evaluation of the systems will be conducted and participants will identify energy improvement opportunities which will be included on the audit report and presentations. This exercise is essential for proper and effective understanding of the concepts, technologies and methods of inspection.
Special Events
There will be a special event in which an expert or technical consultant will provide a general overview or presentation. This presentation will be focused on an energy auditing process (phase) or about a new type of technology.
Formal planning and execution of an energy assessment or audit at a selected building structure which will provide the participants with a real “Hand-On” experience. The energy assessment or audit will be structured in such way that at least will provide the participants with the opportunity to study systems such as Lighting, HVAC, Motors, Potable Water and Compressed Air.
Training Schedule
Training schedule is critical for the success of this training program. It has been designed in such way that provides a perfect or effective balance of training and theoretical study hours. The following information provides how the training structure for 50 hrs is divided:

Safety & Instrumentation (Walkthrough Audit) 10 hrs
Reports & Presentations 5 hrs
The Safety & Instrumentation section is an excellent phase for the leaning process of the participants because it provides them with the opportunity to assess the systems and identify the potential improvement opportunities.
The Reports & Presentations section is an excellent opportunity for the participants to share the experiences during the energy audits and be positively criticized with respect to their findings and energy improvement initiatives. Also, this is a good opportunity for them to practice what can be done on their professional lives and what potential roadblocks could be faced during presentations or project justifications.
