Vision

In 1749, Penn’s Founder Benjamin Franklin envisioned an institution that would train young people for leadership in business, government

and public service. More than 250 years after its founding, the University of Pennsylvania

continues to achieve excellence in research and education (University Archives & Records Center,

2013).

Historical Perspective

1740 – Trust formed to establish a Charity School in Philadelphia.

1749 – Established as the Academy, College and Charitable School of Philadelphia by founder, Benjamin Franklin.

Innovative concept of higher education, teaching both the ornamental knowledge of the arts and the practical skills necessary for making a living (Friedman, 1995).

1779 – College taken over by the Pennsylvania state government and renamed the University of the State of Pennsylvania.

Creating America’s first state school and America’s first university (Friedman, 1995).

Influenced by German model of higher education – established itself as a research institution during end of the 19th century.

Post WWII saw major increase in enrollment 301 graduates in 1890 to 5,634 in 1990.

Office of the University Secretary• The Board of Trustees are held within the Office of the University Secretary.

• Trustees help to delegate day-to-day responsibilities in managing the university – particularly to the president.

• Connect the inner workings of the university with the public at large.

• Oversee financial resources, relationships with private sector, media, and political entities (“Office of the University Secretary,” 2013).

Office of the President

• President Dr. Amy Gutmann leads the university in its day-to-day operations, advising and implementing policies and procedures in cooperation with the Board of Trustees.

• The president creates and monitors the university budget and presents recommendations to the Board.

• President Gutmann manages over 12 schools within the university and enforces university policy and accountability.

• Most of all, the office of the president sets the overall tone and climate of the institution.

• The office of the Provost governs all areas of academics at the University of Pennsylvania, which includes:

The General Council

• The Office of the General Council represents Penn as a corporate entity in all legal matters (White, 2010).

• Areas of practice range include: Affirmative action, athletics, employment and labor, public safety, professional liability, and higher education law.
