Why a Universal CV ?
Status is:
– Applicants to most corporate websites or job-boards need to fill in a candidate form to be
included in applicant s database or to apply for a specific job offer
– 80% of the requesting information on these sites are the same (Personal information, professional
experiences, studies/training background, language competencies, etc…),
– Filling in a form by a candidate takes him more than 15 minutes,
– In the case that it is possible to apply by email, all candidates don’t have the opportunity to
create a CV cause they don‟t have access to needed software, even free software (mainly because it is
linked to the opportunity to have a PC),
– « web » access mode is most neutral/(equal access) to apply for a job (in opposite to email mode
which imply to attach a word or PDF file) cause it is accessible from all “cyber café”,
– Discriminated candidates don’t send anymore their CVs cause they anticipated a negative
response.
– The lack of confidentiality from CVs databases available today curbs CVs hosting.
The Universal CV for candidates and job
How ?
● Specifying a Universal CV standard:
• Based on the standard managed by Europe = Europass CV,
• Based on open computer technologies, globally compatible and established: HR-XML
Which consequences ?
– Better ‘image’ for compatible enterprises as well as limiting loose of time
– Simplification of editing procedure: Only filling it once
– Simplification of management for the candidate (only one entry point)
– A „durable‟ relationship with candidates (even if there already have a job, they could easily update their CVU)
What do we guarantee to candidates ?
– Security of the process (attack, aspiration, etc.)
– Reliable service
– Confidentiality of data stored
– Ethic
Why a Universal CV - Summary
Ethic and Recruiting whish to put in place the Universal CV :
– Based on web compatible format – HR XML,
– Candidate CV is hosted on a secure server accessible online on the internet,
– The CV include 80% of the information requested by corporate websites or job-
boards,
– Corporate websites or job-boards forms are fill in automatically when a Universal
CV candidate apply,
– The CV can be exported in common format such as Word, Html, Pdf, etc (if
necessary),
– It presents information in a structured manner, equal (neutral) for ALL candidates
(to limit discrimination).

(a Cv is a basic/simple form of an ePortfolio)
Which is related to several sub-actions:
– Communities building (Europortfolio: ePortfolio.eu, eLearning regions & cities,
key competencies…),
– Events organisation (ePortfolio conferences, eLearning regions & cities,
plugfests, CV interoperability seminar…),
– Internal research work on interoperability on different fields (e-Learning, HR,
Identity, Industrial web-services…)
– Participation in several european projects (EPICC, GEARS, MOSEP…),
– As well as to specifications and standardisation bodies in Europe and globally
(CEN ISSS, IEEE LTSC, Cedefop, HR-XML, Liberty Alliance, OpenID, AICC,
IMS…)
EIfEL Background for CVU project
EIfEL interoperability background work on digital identity and CV:
• EIfEL takes the lead of the HR-XML Europass working group (July 2006)
– Developed an HR-XML Europass CV / Europortfolio application profile (already
used by EuroCV.eu online service),
– Developed online web-services like CVTranscoder to increase and facilitate CV
interoperability:
» Support HR-XML formats (DE, FR, UK), Cedefop (EU), IMS ePortfolio (NL), hResume
micro-format (LinkedIn),
» Support europass Cedefop web service for classical document export (PDF, Word,
OpenOffice, HTML).
• Active participation to Concordia project to increase identity interoperability
(July 2007):
– Draft public ID-SIS HR Liberty (Sampo Kellomaki - Symlabs) :
» Based on the HR-XML Europass CV/Europortfolio Application profile,
» Interoperability between Entr‟Ouvert and Symlabs implementations demonstrated during
HCSIT 2007 Conference (DIP/HR-XML/eP) and ePortfolio plugfest, October 2007,
Maastricht.
» EIfEL become sponsor member of LA in February 2008 to finalise this new HR ID-SIS

Project follow up ?
V2 of this project planned by Ethic and recruiting
EIfEL will continue to bring consistent effort on this project outcomes for itsdissemination and to prepare the v2:
– Update CV Application profile to new HR-XML v3 specifications (end of 2008),
– Continue EIfEL specifications implementation study within European project TAS3 project
FP7 European Project « TAS3 » (Trusted Architecture for Securely Shared Services): 4 years project(started in january 2008), two main pilot area (employability and healthcare).
• People Service specifications: allow management of white and black lists as well as delegation,
• IGF specifications (Identity Governance Framework): allow management of multi levels securityaccess policies (i.e. a jobboard website could access my information but not to store themlocaly).
– Continue discussions with Cedefop to increase compatibility with Cedefop/Europass own format, as well as interconnexions with :
– other european services (Eures, EraCareers, EuroCV)
– systems/services from private or public actors to promote this work at national, regional or domain/community specific levels (started with FR, BE, UK, DE, NL, ES, IT, IR, SE)
– internet services (jobboards, social networks) using other standards and APIs (OpenID2, OpenSocial, Facebook, Dataportability)
