The harvested area estimate of 16.0 million hectares is unchanged from last month but up 1.3 percent from last year’s 15.8 million hectares. Yield is estimated at 4.84 metric tons per hectare, 10 percent below last year’s record level and 1.6 percent below the 5-year average. Dry weather was largely responsible for the decrease in production of the second crop throughout the country, especially in the Central West Region, one of the largest producing regions. In Goiás, dry weather has prevented much of the late-planted second crop (planted after February) from reaching its potential, with many fields likely to be abandoned. Rains have continued in the south and should help to alleviate some of the losses in the northeast. (For more information, please contact [email protected].) World Agricultural Production

Egypt Cotton: Production Drops to Historic Low from Historic Low Area Egypt 2016/17 cotton production is estimated at a historic low of 160,000 bales, down 60 percent or 240,000 bales from last month and down 160,000 from last year. Area is estimated at 50,000 hectares, 58 percent below last month, 50 percent below last year, and 33 percent below the 5-year average. Yield is estimated at 697 kilograms per hectare, down four percent from last month, but unchanged from last year.

Recent field surveys indicate a larger reduction in 2016/17 planted area than previously forecast. During the spring of 2016 farmers were reluctant to plant cotton because the Egyptian Government had not announced support prices and did not reveal the details of the expected support program until May 10, at the end of planting. Without the timely release of the government’s policy, farmers were reluctant to plant, resulting in significantly lower area. Egypt cotton area has been declining since the 1960s in response to consumer preference and technological change. The world textile industry has restructured to producing garments made from short and medium-staple varieties like denim and t-shirts and away from extra-long and long varieties that are typically used in quality sheets and expensive clothing. Technology has also improved, making it possible for shorter varieties to be spun into high quality yarns. While Egypt continues to devote 90 percent of its total cotton area to long and extra-long varieties, the Egyptian cotton industry consumes less of this traditional style and demands more imported short and medium varieties. The results are reduced prices and higher inventory of the common, longer cotton varieties that need state-provided support to be sold. (For more information, please contact [email protected].) China Cotton: 2016/17 Production Revised Downward China’s 2016/17 cotton production is forecast at 21.5 million (480 lb.) bales (4.68 million metric tons), down 1.0 million or 4.4 percent from last month and down 1.0 million or 4.4 percent from last year. Area is forecast at 2.9 million hectares, down 0.2 million or 6.5 percent from both last

month and last year. The 2015/16 cotton estimates have also been updated based on revisions to the cotton statistics, especially in eastern China. Production for 2015/16 is estimated at 22.5 million bales, area at 3.1 million hectares, and yield at 1,580 kilograms per hectare. The major factors shaping the downward revision are continued farmers’ responses to changes in agricultural policy as the government deals with high stockpiles of cotton. The removal of government cotton subsidies has resulted in lower profits and a subsequent reduction in planted area. The lower cotton prices and greater uncertainty for cotton farmers have resulted in a significant area shift from cotton to other crops that offer higher returns. The projected area reduction in eastern China is down approximately 34 percent from last year, and recent government reports indicate larger-than-expected area reductions (6 percent) in Xinjiang province. Since the introduction of new cotton policies in 2014 the overall trend for cotton farming continues to decline: at a more rapid pace in eastern China than Xinjiang province. Planting of the 2016/17 cotton crop is almost complete. The optimal planting period is typically April and May. Since the season began, major growing regions have received near-to-above normal rainfall, resulting in favorable crop establishment. Some parts of the North China Plain however, reported below-average rainfall. (For more information, please contact [email protected].) Canada Wheat: Production Forecast to Increase

USDA forecasts 2016/17 wheat production at 28.5 million metric tons, up 3.2 percent from 2015/16 despite a drop in planted area. Yield is forecast to return to trend levels or 3.02 metric tons per hectare, up nearly 5 percent from the previous year. Harvested area is estimated at 9.45 million hectares, down 1.6 percent from 2015/16. This slight decline in area is due to farmers shifting production to pulses. Seeding progress across the western prairies was ahead of the 5-year average due to favorable planting conditions. Saskatchewan officials

report that spring planting was 81 percent complete as of May 23 compared to the 5-year average of 59 percent. Planting conditions in early May were dry and warm, and rainfall at the end of May benefitted establishment. Soil moisture in both Saskatchewan and Alberta was reported as 86 percent good to excellent as of May 23, and crop development in major wheat areas was rated as normal to slightly ahead of normal. Pakistan Wheat: Harvest Complete The harvest of Pakistan’s 2016/17 wheat crop was completed in May 2016. USDA estimates production at 25.3 million tons, unchanged from last month and up 0.2 million or 0.8 percent from last year. Area is estimated at a record 9.23 million hectares, up marginally from last year’s 9.20 million hectares. Yield is estimated at 2.74 metric tons per hectare and is similar to last year’s yield. Growing conditions were favorable in Punjab, where the wheat crop benefitted from timely precipitation during the warmer than normal season. A large portion of Punjab’s wheat received abundant rainfall in mid-March, coinciding with the flowering stage. Overall, the weather conditions during the Rabi (winter crop) period supported near average yields. (For more information, please contact [email protected].) EU Wheat: Estimated Production up 1 Million Tons in Spain; Quality Concerns in France USDA estimates 2016/17 European Union (EU) wheat production at 157.5 million metric tons (mmt), 1.0 mmt tons above last month but 2.5 mmt below the 2015/16 record. Area is estimated at 26.8 million hectares, unchanged from last month and nearly the same as last year. Yield is estimated at 5.87 metric tons per hectare, up 0.6 percent from last month but 1.8 percent below last year’s record. Yield is estimated 5.0 percent above the 5-year average.

The EU continues to have a 2016/17 season of primarily favorable weather with an expected bumper wheat crop, consistent with satellite data indicating high yields. The month-to-month increase in estimated EU wheat production is attributed to a 1.0 mmt increase for Spain to 7.9

mmt. Spain received abundant rainfall during the spring, enabling the crop to rebound from last year’s drought-affected low level. Heavy rains in late May and early June have caused concerns about both quality and quantity in France. USDA estimated wheat production for France is unchanged at 41.5 million tons. While reports of flooding and fear of fungus development are circulating, yield is expected to remain high, but quality will likely be reduced. (For more information, please contact [email protected].) Russia Wheat: Spring Wheat Planting Complete, Excellent Conditions for Winter Wheat

Russia wheat production for 2016/17 is forecast at a record 64.0 million metric tons (mmt), up 1.0 mmt from last month and up 3.0 mmt from last year. The month-to-month increase is based chiefly on continued outstanding conditions for winter wheat in the Southern and North Caucasus Districts and spring-wheat planting reports from the Ministry of Agriculture. Harvested area is estimated at 26.0 million hectares (mha), up 0.5 mha from last month and up 0.4 mha from last year. The forecast yield is virtually unchanged from last month at 2.46 metric tons per hectare, 3.1 percent above last year and 10 percent above the 5-year average. Winter wheat, which is grown mainly in European Russia, accounts for about 50 percent of Russia’s total wheat area, and for 70 percent of the country’s total wheat production due to its higher yield. The harvest of winter wheat will begin in late June. Spring-wheat planting in the major production zones (the Siberian, Ural, and Volga Districts) is essentially complete. (For more information, please contact [email protected].)

Ukraine Sunfloweerseed: Area and Production Forecast at Record Levels

USDA forecasts Ukraine 2016/17 sunflowerseed production at 13.0 million metric tons (mmt), up 1.0 mmt from last month and up 1.7 mmt from last year. The forecast output also surpasses the previous record crop, harvested in 2013/14, by 1.4 mmt. The month-to-month increase is based mainly on a June 7 report from the Ukrainian Ministry of Agrarian Policy and Food citing a 15-percent increase in planted area compared to the same date last year. Harvested area is estimated at 6.0 million hectares (mha), up 0.5 mha from last month and

up 0.8 mha from last year. Yield is forecast at 2.17 metric tons per hectare, nearly unchanged from both last month and last year and 12 percent above the 5-year average. The sown area of 2016/17 winter crops in Ukraine dropped by about 13 percent from last year due to severe fall dryness. As a result, the area available for spring-crop planting increased by about 1.2 mha. Between Ukraine’s four main spring crops – sunflowers, corn, soybeans, and barley – sunflowers

are the most consistently profitable, and sunflowers accounted for about 60 percent of the surplus area available for 2016/17 spring crops. All USDA crop production forecasts for Ukraine include estimated output from Crimea. (For more information, please contact [email protected].) Ukraine Soybeans: Record Output Forecast Despite Lower than Expected Area

Ukraine soybean production for 2016/17 is forecast at a record 4.5 million metric tons (mmt), down 0.5 mmt from last month but 0.6 mmt above last year’s record output. Estimated area is decreased by 8.7 percent, to 2.1 million hectares, based on planting reports from the Ukrainian Ministry of Agrarian Policy and Food indicating lower sown area than previously estimated by USDA. Unusually wet weather throughout the country’s main soybean region likely hampered planting to some degree, but the main reason for the decrease in estimated area is the 15-percent year-to-year increase in estimated area sown to sunflowers, Ukraine’s most consistently profitable crop. The forecast soybean yield is 2.14 metric tons per hectare, down marginally from last month but up 16 percent from last year and 9.2 percent above the 5-year average. (For more information, please contact [email protected].) Brazil Soybeans: 2015/16 Soybean Harvest Nearly Complete Brazil soybean production for 2015/16 is estimated at 97.0 million tons compared to 99.0 million last month. The decrease is attributed mainly due to dryness in the eastern and northeastern regions. The harvested area estimate of 33.1 million hectares is down 0.2 million from last month but up from last year’s level of 32.1 million hectares. Yield is estimated at 2.93 metric tons per hectare, 2.3 percent below last year but 0.3 percent above the 5-year average. Below normal precipitation reduced soybean yields in the southern and eastern areas of Mato Grosso. In addition, the weather has been drier than normal throughout much of the growing season in the northeastern region and has had a significant negative impact on yield, especially for the state of Bahia. Harvest is over 90 percent complete and should be finished by the end of June. (For more information, please contact [email protected].)

Malaysia Palm Oil: Lingering Effects from El Niño Depress 2015/16 Output

Malaysia’s 2015/16 palm oil production is estimated at 18.75 million metric tons, down 5.7 percent from the previous year. Mature oil palm area is estimated at 4.8 million hectares, up 2.4 percent from 2014/15. Yield is estimated at 3.91 metric tons per hectare, down 7.9 percent. El Niño-related drought stress during 2015 and early 2016 has suppressed palm oil yields, with monthly production running well below normal for the past six months. TABLE 18 The table below presents a record of the differences between the June projection and the final Estimate. Using world wheat production as an example, the "root mean square error” means that chances are 2 out of 3 that the current forecast will not be above or below the final estimate by more than 3.1 percent. Chances are 9 out of 10 (90% confidence level) that the difference will not exceed 5.3 percent. The average difference between the June projection and the final estimate is 16.2 million tons, ranging from 0.4 million to 32.2 million tons. The June projection has been below the estimate 22 times and above 13 times.
