In addition, $41,800,841 in the Wildlife Restoration Trust Fund and $22,420,929 in the Sport Fish Restoration Trust Fund that were sequestered in FY 2019 have been apportioned for your use. CERTIFICATE OF APPORTIONMENT OF $369,725,164 OF THE APPROPRIATION FOR DINGELL-JOHNSON SPORT FISH RESTORATION (CFDA NO. 15.605) TO THE STATES, THE COMMONWEALTH OF PUERTO RICO, GUAM, THE U.S. VIRGIN ISLANDS, AMERICAN SAMOA, THE COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS, AND THE DISTRICT OF COLUMBIA FOR FISCAL YEAR 2020

To: State Fish and Wildlife Agencies Secretary, Department of Natural Resources of the Commonwealth of Puerto Rico Governor of Guam Governor of the U.S. Virgin Islands Governor of American Samoa Governor of the Commonwealth of the Northern Mariana Islands Mayor of the District of Columbia Secretary of the Treasury

Pursuant to the Dingell-Johnson Sport Fish Restoration Act, as amended (16 U.S.C. 777 et seq.), we have, at this time apportioned $369,725,164 to the States, the Commonwealth of Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Commonwealth of the Norther Mariana Islands, and the District of Columbia. The funds are apportioned based on the amount credited during Fiscal Year 2019 to the Sport Fish Restoration Account. This includes $1,515,531 in Sport Fish Restoration Funds that were reverted from previous year apportionments. Also included in this apportionment is $22,420,929 that was sequestered in 2019 and is now available. A preliminary apportionment of $250,807,739 was made on November 19, 2019, and is included as part of this final apportionment. The funds are available for the fiscal year beginning October 1, 2019, and are available for the period of time specified in the Act.

The amounts apportioned to the States are as provided by Section 4 of the Act, and adjusted so that no State shall receive more than 5 percent or less than 1 percent of the total amount apportioned. The amounts apportioned to the Commonwealth of Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands, and the District of Columbia are as provided by Section 12 of the Act.

Therefore, in accordance with the above, the apportionment of Dingell-Johnson Sport Fish Restoration funds for Fiscal Year 2020 is as shown on the enclosed tabulation.

Additional deductions from the Sport Fish Restoration Account and amendments to previous year apportionments include: Sequestration - A total of $21,680,693 has been temporarily sequestered from the Sport Fish Restoration Fund and will be available for apportionment next year.

Multi-State Conservation Grant — A total of $3,000,000 was directed into the Multi-State Conservation Grant Program. FWS Administration — A total of $11,645,919 was withheld for FWS Administrative Support. National Outreach Program — A total of $12,772,164 was withheld for the National Outreach Program. Fisheries Commissions — A total of $800,000 was withheld to support the Fisheries Commissions. Boating Infrastructure Improvement Program — A total of $24,544,329 was withheld to support the Boating Infrastructure Improvement Program. Coastal Wetlands Program — A total of $17,887,097 was withheld to support the Coastal Wetlands Program. North American Wetlands Conservation Account — A total of $17,887,097 was transferred to the North American Wetlands Conservation Account.
