Competitive Pricing Suggests Rebound in EU Wheat Exports EU wheat exports are beginning to improve after sputtering for much of the first half of 2018/19. During July-December 2018, EU exports struggled to contend with the record pace of Russian exports. EU wheat prices normally trade at a premium to Russian prices, especially during the last 2 years as Russia’s supplies have been extraordinarily large. However, in recent months, Russia’s supplies have tightened and its prices have become less competitive. EU wheat, on the other hand, has become cheaper and is now showing its largest price discount to Russian wheat since May 2016.
The price relationship between EU and Russian wheat has a major influence on the pace of EU exports. During the months when EU wheat is at a major price disadvantage to Russia, its monthly exports are often below 2.0 million tons. Conversely, when EU wheat prices are at parity or a discount to Russia, EU exports tend to be much larger. This occurred in the spring of 2016, when EU wheat was exported at a pace well over 3.0 million tons per month. The pace of EU exports is expected to rebound modestly in the coming months to meet USDA’s revised 2018/19 projection of 23.0 million tons. With improved price competitiveness, EU wheat is now positioned to take a more prominent role in supplying wheat to major importing countries in Africa and the Middle East. Egypt, the world’s largest wheat buyer, has recently pivoted from primarily purchasing Russian wheat in its government tenders to sourcing mostly European wheat (especially French and Romanian), due to this price discount. EU wheat is also competitively priced for Sub-Saharan Africa markets such as Kenya and Nigeria after being relatively uncompetitive in those markets during the first half of the July/June trade year. Other major markets such as Algeria, Morocco, and Saudi Arabia are expected to continue as major buyers of EU wheat in the coming months.

WHEAT PRICES
Domestic: Overall U.S. wheat prices were down during the month of February amidst continuing strong international competition. Hard Red Winter (HRW) fell $17/ton to $223, Soft Red Winter (SRW) declined $15/ton to $212 and Soft White Winter (SWW) lost $7/ton. On the other hand, Hard Red Spring (HRS) rose $4/ton to $258 on weather-related logistical delays in the northern United States.

OVERVIEW FOR 2018/19
Global wheat production is lower this month mainly on smaller crops in Iraq and Kazakhstan. Global consumption is reduced mainly in India. Global trade is nearly unchanged amid a plethora of offsetting changes to importers. Exports are raised for the European Union but lowered for the United States. The U.S. season-average farm price is unchanged at $5.15 per bushel.

Global: Global exporter quotes were mostly down in February on intense market competition and reports of good new-crop conditions in key Northern Hemisphere countries. Black Sea prices declined relatively less than other suppliers, improving the competitiveness for EU and U.S. wheat. Both the European Union and the United States are expected to have a stronger pace of exports in the coming months due to reduced Black Sea supplies and more competitive prices. Australia prices dropped the most during February but remain high relative to other major exporters.

MARKET FEATURE U.S. Wheat Price Competitiveness Improving As Russia’s wheat supplies have dwindled, U.S. wheat has seen an improvement in competitiveness. For the first time in 5 years, U.S. HRW is maintaining a price discount to Russian wheat. In recent years, both Russia and the European Union have made significant inroads into Western Hemisphere markets, especially Mexico. However, considering the current price relationships and the logistical advantage which U.S. wheat holds, such competition will likely be minimal in the coming months. With its improved pricing, U.S. wheat is also competing into more distant markets. U.S. wheat has regained market share to Egypt and Nigeria, following several years of lower exports to these markets amid ample Russian supplies. Total U.S. commitments (accumulated exports plus outstanding sales) to Egypt, if shipped, would represent the largest exports to that market in 6 years. Sales to Nigeria have also surged in recent months with the improvement in U.S. prices. Strong Finish Needed to Reach U.S. Export Estimate U.S. export sales have picked up significantly in recent weeks and total commitments are above last year at this time. The pace of sales and shipments will need to pick up in the coming months to reach USDA’s revised (June-May) marketing year forecast of 965 million bushels (26.3 million tons). The United States continues to have strong, steady demand from traditional buyers such as Japan, South Korea, and the Philippines. This, combined with unusually large sales to more competitive markets, improves the outlook for U.S. exports during the spring months.

Global: Export quotes from the Western Hemisphere dipped slightly over the past month, with U.S. quotes at $525/ton and Uruguayan quotes at $515/ton. However, Western Hemisphere quotes continue to remain well above those from Asian suppliers. Thai prices dipped slightly but stayed elevated at $391/ton. In contrast, Vietnamese quotes remained low at $350/ton, Pakistani quotes were relatively unchanged, and Indian quotes remained relatively steady at $370/ton.

OVERVIEW FOR 2019/20 Global rice production is raised as larger crops in India and Pakistan are only partially offset by the continuation of a lower expected crop in Brazil. Global consumption and ending stocks are forecast higher. Imports are up for the Philippines but lowered for Sri Lanka and Iran. Lower exports for Pakistan and Brazil are partially offset by higher exports for Ecuador and Kazakhstan.

MARKET FEATURE Philippines Rice Imports at Record Levels
As of March 5 2019, the Philippines has implemented a law replacing rice import quantitative restrictions with tariffs and reverting the Minimum Access Volume (MAV) from 805,200 tons to its 2012 level of 350,000 tons. Rice is a staple food in the Philippines, and the law is intended in part to spur imports in order to quell domestic unrest caused by inflation. As a result of this legislation, higher rice imports are expected from nearby Association of Southeast Asian Nations member countries, with their relative low cost and preferential access to the Philippines. Given the high non-Most Favored Nation tariff rate and in the absence of a free trade agreement, it is not anticipated that the United States will be competitive enough to pick up much of the expanded volume of the Philippine imports, which are now forecast at 2.6 million tons. This is a record not seen since the international price spike in 2008 and would make the Philippines the second-largest global importer in 2019. There remains a large spread between Philippine and Southeast Asian prices, with Philippine wholesale quotes ($730/ton) more than twice Vietnamese exporter prices ($344/ton). Global: Corn prices among key exporters have diverged since the previous WASDE. Argentina bids dropped $6/ton to $162 and Black Sea bids fell $10/ton to $172 reflecting abundant exportable supplies in both countries. Brazil bids moved up $5/ton to $190 on tight near-by supplies. U.S. bids fell $2/ton to $172 on slowing foreign demand.

U.S. 2018/19 Sorghum Ending Stocks at Highest Since 2005/06
The build-up in forecast ending stocks is mainly due to diminished export prospects and an abundance of corn, the major competing feed grain. Corn is generally considered to be of higher energy value in feed rations.
Only a year ago, more than half of U.S. production went to foreign markets. This year, however, about a quarter of production is forecast for export. In fact, the pace of sales and shipments has been slow with the absence of China since the start of the marketing year (Sep 2018-Aug 2019). Soon after cancelling the preliminary anti-dumping and countervailing duties, China imposed a 25 percent tariff on U.S. sorghum in response to U.S. trade actions. Although U.S. sorghum remains competitive even with the tariff, trade tensions and commercial risk have turned away potential demand. Sales and shipments to other markets, notably Spain, Japan, and Mexico, have been steady, but the magnitude is relatively small. Moreover, large exportable supplies of corn from Argentina, Brazil, and Ukraine continue to dampen the need for U.S. sorghum.
With limited foreign demand, more sorghum is forecast to be used for animal feed and for ethanol production in the United States. However, plentiful corn and slow gasoline demand limit the growth, resulting in greater stocks. The Prospective Plantings report at the end of March will give an indication of how producers intend to respond to these market dynamics.

U.S. Forage Exports Remain Strong Through 2018
The United States is the largest exporter of forage products1 in the world and retains this position through calendar year 2018. Japan, South Korea, Taiwan, and the United Arab Emirates (UAE) have historically been the most important export destinations for U.S. forage products, but within the last decade, Saudi Arabia and China have also emerged as markets with ravenous appetites for forage. Australia and the European Union continue to be the biggest competition for U.S. forage products in foreign markets. As U.S. forage is consistently priced higher than other nations’ forage exports, the EU has been edging out U.S. hay in the UAE, while Australia’s geographic proximity to East Asian nations has allowed it to compete effectively as well. For alfalfa hay2, a specific type of forage product, the United States is also the world’s largest exporter. Driven by an expanding dairy sector, China has displaced Japan as the biggest export destination, and the general upward trend can be attributed to China’s embrace of U.S. alfalfa hay even as other export markets show signs of contraction. The United States exported about 2,000 tons of alfalfa hay to China in 2006, but the opening of China’s market in 2008 and subsequent strong demand grew U.S. exports to 1.2 million tons in 2017. Even with a slight dip in U.S. exports to China in 2018 due to ongoing trade tensions, it is still the top destination for U.S. alfalfa hay.

Steady Growth for U.S. Malt Exports to Mexico
Malt3 is a product derived from barley whose starch content has been converted to a form of sugar through a process of sprouting or growing. It is used in the brewing industry as well as in the distilling and food industries. The European Union leads the world in malt exports, with exports of 2.6 million tons from calendar year (CY) 2014 to 2018. For comparison over the same period, the United States averaged malt exports of around 400,000 tons and held the number five rank globally from CY 2013 to 2017. With few exceptions since 1989, Mexico has remained the top export market for U.S. malt. Mexican brewers of all sizes – both traditional beer companies and burgeoning independent craft brewers – rely heavily on U.S. malt for its quality and proximity, which is readily accessible via rail. In 2003, Mexico fully eliminated tariffs on U.S. malt and barley, in compliance with its obligations under the North American Free Trade Agreement (NAFTA). As proposed, the United States–Mexico–Canada Agreement maintains zero tariffs on U.S. malt exports to Mexico, helping to maintain market access and stave off U.S. competitors (e.g. Canada, the European Union, and Russia) from wrestling away U.S. market share.

Consumption: World totals for consumption reflect total utilization, including food, seed, industrial, feed, and waste; as well as differences in local marketing year imports and local marketing year exports. Consumption statistics for regions and individual countries, however, reflect food, seed, industrial, feed, and waste only. Trade: All PSD tables are balanced on the different local marketing years. All trade tables contain Trade Year (TY) data which puts all countries on a uniform, 12-month period for analytical comparisons: wheat is July/June; coarse grains, corn, barley, sorghum, oats, and rye are Oct/Sept; and rice is calendar year. EU Consolidation: The trade figures starting from 1999/00 represent the European Union (Croatia plus the former EU-27) and exclude all intra-trade. For the years 1960/61 through 1998/99, figures are the EU-15 and also exclude all intra-trade. EU-15 member states' data for grains are no longer maintained in the official USDA database. Data for the individual NMS-10, plus Bulgaria, Romania, and Croatia, exists only prior to 1999/00. Statistics: (1) Wheat trade statistics include wheat, flour, and selected pasta products on a grain equivalent basis. (2) Rice trade statistics include rough, brown, milled, and broken on a milled equivalent basis. (3) Coarse grains statistics include corn, barley, sorghum, oats, rye, millet, and mixed grains but exclude trade in barley malt, millet, and mixed grains. Unaccounted: This term includes grain in transit, reporting discrepancies in some countries, and trade to countries outside the USDA database.
