The separate institutions are ultimately intertwined: police make investigate and arrests, prosecutors present cases in the courts, judges (or the courts) administer and adjudicate the cases, and the prisons house the offenders once convicted and sentenced.

Each institution plays a vital role in supporting the rule of law, and so successful reform in one institution requires reform in the others.
