If the Union’s Formal Step A as noted above is not contacted to schedule the Formal Step A meeting from the Installation Head or the Installation Head’s designee such that the Union can meet and discuss the above referenced grievance number(s) within seven (7) calendar days of the date of this appeal as provided for in Article 15, Section 2 of the National Agreement, it is a failure by the Employer to schedule a Formal Step A meeting to discuss and render a decision at Formal Step A of the parties’ grievance-arbitration procedure. As a consequence of the Postal Service’s Formal Step A Representative failing to schedule a Formal Step A meeting with the Union’s Formal Step A Representative for any of the above referenced grievance number(s), the Union will appeal such grievance(s) to Step B of the parties’ grievance-arbitration procedure without a Formal Step A meeting being held in accordance with Article 15, Section 3.C of the National Agreement. However, attached is a blank Formal Step A time limit extension in accordance with Article 15, Section 2 of the National Agreement. The attached Formal Step A time limit extension must be completed in full, signed by the Postal Service’s Formal Step A Representative and agreed to by NALC’s Formal Step A Representative. The attached extension is not mutually agreed to by the Union unless it has the Union’s Formal Step A Representative signature.
