Water Efficiency• The optimization hierarchy for achieving
water efficiency in a cost-effective mannerinvolves:– Reducing demands : Achieved through implementation
of measures such as a water-efficient landscapingdesign, water efficient fixtures etc.
– Meeting demands efficiently : Achieved throughoptimization of the system design by using measuressuch as Use of high-efficiency drip systems, climatebased controls, such as moisture sensors with watersupply shut-off arrangements , etc.

Innovative Wastewater Technologies
• Innovative water/ waste technologiesgenerally is a term used for optionssuch as:– Ultra high-efficiency plumbing fixtures;
– Composting toilets and waterless urinals (whichuse no water);
– Foam flush composting toilets (which requireminimal water per use);
– Smart sewers (which include small diameterpressurized sewer systems) to eliminate wetweather infiltration and also allow for controlover loading on sewage treatment plants.

• IAPMO-India and the IPA together have published 2008Uniform Plumbing Code – India. It is a model code ofdesign, installation and maintenance of plumbingsystems in India.

Genesis• The need for introducing the rating system for water deficient devices is a
recent one in the country and is a result of fast Urban Growth.
• Earlier most of India’s population resided in its villages. At the time of
independence of the Country the Urban Population was only about 10%.
• In Rural India as also in Urban India, the domestic water needs were met
largely from the underground resources.

Factors that contribute to water saving are:• Right assumptions about the population.
• Modern techniques in landscaping, car wash and washingthe paved areas, water treatment and filtration plants.
• Use of raw water, recycled water from car wash etc.,reclaimed water (gray and black water treatment) andrainwater.
• Promoting use of Water Conserving Devices and WaterEfficient Products (WEPI).
• No leaks.
Factors that contribute to energy saving inplumbing are:
• Energy efficient plumbing products such as clothes washers,dish washers, water purifiers.
• Energy efficient water and sewage treatment plants.
• Centralized hot water supply backed by solar hot watersystem.
• Hydro-pneumatic system for water supply, using energyefficient VFD pumps.

The programme may have to berecommendatory in nature during the earlystages; to be made mandatory and enforced bylaw in due course.– All government buildings more than certain built-up area.
– All government or private projects requiring clearances ofMinistry of Environment and Forest (MoEF).
– All projects that opt for LEED, GRIHA or Eco-housingcertification.
– All public toilets, whether government, municipal or private.
