General Situation

The Washington State Emergency Operations Center (SEOC) is currently responding to an outbreak of respiratory disease caused by a novel (new) coronavirus that was first detected in China. The SEOC has been fully activated since January 22, 2020 with ESF 8 taking the lead in response efforts. The virus that causes COVID-19 seems to be spreading easily and sustainably in the community (“community spread”) in some affected geographic areas. Community spread means people have been infected with the virus in an area, including some who are not sure how or where they became infected. • The Senate and the House have passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). President Trump signed it into law.

• Lyft has established a COVID-19 Task Force to open up their services for riders and drivers in need. • President Trump extended the federal guidelines for social distancing through 4/30/20. • Widespread closure of National Parks and US Forest Service trails.

o North Cascades National Park, Ross Lake National Recreation Area, and Lake Chelan National Recreation area will close to all park visitors on 4/3/20 until further notice.

Proclamation Amendment 20-10 ordered all public and private universities, colleges, technical schools, apprenticeships and similar programs to suspend in-person classroom instruction and lectures related to all educational and apprenticeship related programs. Affiliated labs and clinics may still occur if social distancing measures are strictly implemented. Childcare Asotin, Benton, Chelan, Clallam, Clark, Cowlitz, Douglas, Ferry, Franklin, Grant, Grays Harbor, Island, Jefferson, King, Kitsap, Klickitat, Lincoln, Mason, Okanogan, Pacific, Pend Oreille, Pierce, Skagit, Snohomish, Spokane, Thurston, Wahkiakum, Walla Walla, Whatcom, Whitman, and Yakima are currently offering childcare for first responders, medical staff, and other families in need during school closures. Specific information can be found on school district sites. Event Cancellations Under the Governor’s ‘Stay Home, Stay Healthy’ order (Proclamation 20-25), every Washingtonian is required to stay home unless they need to pursue an essential activity. This order bans all gatherings for social, spiritual, and recreational purposes. Service Shutdowns Proclamation Amendment 20-13 issues a state-wide shutdown of restaurants, bars, entertainment, and recreational facilities. Restaurants will still be allowed to provide take-out and delivery services. The ban does not apply to grocery stores and pharmacies, and other retail outlets will have reduced occupancy. Washington State Parks and Recreation, Department of Fish and Wildlife (WDFW), and the Department of Natural Resources have closed all state campgrounds, day use areas, and trails in Washington. WDFW has also closed the fishing and shellfishing season. Proclamation Amendment 20-25 requires all people of Washington State to remain in their homes except for essential activities or to go to work for an essential business. Activities considered essential are obtaining necessary supplies and services; engaging in activities essential for the health and safety of the household; caring for a family member, friend, or pet; and engaging in outdoor exercise (while still following social distancing practices). The Supreme Court of Washington has issued an order to suspend or adjust trials through 4/24/20. Travel/Border Updates United States-Canadian border closed for nonessential travel. Department of Health Status Updates

Shoreline IMT (as of 4/5/20 16:00)

Epidemiological (Epi) Branch: Healthcare Associated Infections (HAI) • Long-Term Care Outbreaks –

o Worked with Tacoma-Pierce County Health Department (TPCHD) on four nursing home outbreaks and two adult family home outbreaks. Teams are working to schedule site visits at two of these nursing homes.

o Tracking situation in King County at two facilities with ongoing outbreaks. • Completed mock-up of REDCap intake survey. This survey captures COVID-19 clusters in congregate

settings and was adapted from a form created by Public Health Seattle King County (PHSKC). • Discussed how to manage agency healthcare staff that work in multiple healthcare

facilities. Potential guidance document to be generated. • Continued site visits in Chelan-Douglas.

Investigation Technical Advisory Group (I-TAG) • Reaching out to counties regarding the death reconciliation in Washington Disease Reporting

System (WDRS). So far, have reached King, Benton, Whatcom, and Island counties, but have not been able to get in touch with Snohomish, Yakima, or Pierce. Will continue to contact those counties.

• Processed a number of requests for test kits from the local health jurisdictions (LHJs). Receiving test kit requests from the medical examiners. Working with Public Health Laboratory (PHL) to get test kits sent to all of the county medical examiners.

• The doh-ncov-epi inbox will receive requests for negative COVID-19 results for specific cases from the LHJs until a regular system is put into place.

Investigation Branch: • The first three interview teams began interviewing in RedCap remotely on 4/4/20. Team is working

to address backlog of interviews due to system delays and process changes. • The first case investigation summary numbers from REDCap indicated that investigators averaged

six completed interviews per investigator from Saturday morning through Sunday midday. • Investigation Branch will continue to expand to a total of 7 teams for case investigation and contact

tracing. • Continuing to develop QA processes around phone numbers and addresses.

Surveillance Branch: • The Epidemiological Branch, Health Technology Solutions (HTS) and other Department of Health

(DOH) staff are working with Microsoft on a Business Intelligence tool to visualize data. The public-facing application on www.doh.wa.gov is now live.

• Newly formed Modeling Team held a cross organizational meeting for alignment of modeling methods. Developing a white paper for Unified Command decisions that will be delivered on Monday (4/6/20).

• Continued to work on a discrepancy in the number of number of deaths being reported in WDRS and Electronic Death Registration System (EDRS). Duty Epidemiologists reaching to LHJs affected.

• Surveillance reports and power Microsoft Business Intelligence (BI) visualizations are being revised due to the changes in negative lab reporting.

Informatics Branch: • The Informatics Branch monitored REDCap functionality closely with the addition of a large number

of new users from the Investigation Branch, and it performed as expected. • Department of Health (DOH) continues to monitor Washington Disease Reporting System (WDRS)

functionality and will work with Health Technology Solutions, Microsoft, and the data system vendor to expand the system’s capacity as necessary to account for future increases in data volume and computing demands, including potentially standing up a new instance of WDRS for COVID-19 in a cloud-hosted environment. Second maintenance window tentatively planned (testing ongoing) and we implemented a second processor (Maven based) to increase database efficiency.

o The Informatics Branch developed a stabilization report that will run daily in the morning and the evening to ensure that WDRS is prepared to produce data for daily epidemiological reports.

• The Branch continues to work on processing negative test data outside of WDRS and making summary data available to analysts. This information was provided to LHJs on today’s Epi-to-Epi webinar and through an email communication to the LHJs.

• Branch staff are supporting the Surveillance Branch’s work of clarifying the process of recording, counting and reporting deaths.

• The Branch continues to make good progress on preparing for the imports (e.g. setting up the mechanism and testing) from REDCap remote interviews and Rapid Health Information Network (RHINO) hospitalization data.

Public Health Lab (PHL) Branch, including Apps Group: Lab materials and general operations

• Public Health Laboratory (PHL) is continuing to maintain a three-week schedule for staffing. • The PHL is working to maintain an inventory of supplies to secure throughput daily. The PHL

remains critically low on some items. • Swabs will be the limiting factor going forward. Logistics for sample collection kits and sample test

kits is increasing in complexity and material shortages persist. • 600 new Viral Transport Media (VTM) received. New Tubes to resolve the leaking issue experienced

with the first batch. They will be producing 50,000 more tubes over the course of next week.

COVID-19 sample collection kits • Public Health Laboratory (PHL) is continuing to assemble sample collection kits and distribute them

to Local Health Jurisdictions. PHL distributed to Yakima Indian Health Center (50) and Washington Care Services (50) specimen collection kits by Fish and Wildlife staff on 4/5/2020.

o Plan of distributing to Yakima County (300), Grant County (100) and Adams County (200) on 4/6/2020.

• Working with our Epi branch to send out collection kits to all county medical examiners. About 10 per county or 350 collection kits.

o Note: sample collection kits, which are used in the field, differ from sample test kits, which are used at the Public Health Lab.

• PHL has updated sample collection guidance to include nasal swabs. PHL has about 1700 nasal swabs to use for the collection kits.

• PHL has approximately 30NP swab kits available

DSHS Economic Services Administration • Community Services Division: On April 1, 2020, the Community Services Division filed an emergency

rule to expand the TANF 60-month Time Limit Extension (TLE) to support families experiencing a hardship due to COVID-19 related needs. Families who have exhausted 60 months on TANF cash assistance and are experiencing hardships due to COVID-19, will not be denied benefits. We are working quickly to make this change happen. This includes making updates to the manual and handbook, creating a desk-aid and ensuring component codes are valid. We are also working to reinstate cases that were closed or denied in March due to time limits.

• Division of Disability determination Services (DDDS): Social Security Administration (SSA) notified DDDS that some claims that were previously being held are now allowed to be completed and sent back. These included Continuing Disability Review cases and cases where people ceased receiving benefits and a new decision has been made to reinstate benefits. SSA also directed that claims for insufficient evidence or failure to cooperate will be held until further notice in order to give people more time to submit needed information for the claims.

• The Mission Assignment Unit continued to promptly process new resource requests in WebEOC and track several hundred existing requests. The majority of these requests continues to be PPE, medical supplies, and (to a lesser extent) staffing needs. They worked closely with local requestors, SEOC Logistics, and SEOC Planning Section (Resource Support Unit) to ensure proper coordination as these requests are addressed. As of 1300 today, the total number of consolidated resource requests to counties, tribes and state agencies is 665. The cumulative status of resource requests in Resource Tracker (WebEOC) are as follows:

• The Business & Infrastructure Branch (BIB) continued to coordinate and support private sector supply-chain integrity and lifeline workforce integrity efforts, and transportation/communications/public works sector activities. The Business Recovery Group's actions are summarized in the BIB SitRep section.

• The Human Services Branch is developing a map of program areas, highlight current state and action steps to reach strategic objectives. Increased food bank support communications to county emergency managers. For the local jurisdiction daily call, added a standing hunger relief agenda topic to report out updates on food supply, volunteer staffing and logistics support to food banks supported by SEOC. Identifying ways to better inform county emergency managers with updates and support of food banks in their jurisdictions.

• The Operations Section continued to provide liaison support to local EOCs via four SEOC Representatives placed in four WA regions, who are on-call over the weekend (Sat/Sun).

• The Operations Section continued to monitor tribal, state, and local EOC activations and support operations as requested.

Business and Infrastructure Branch • Business Response Group continue to respond to business inquiries. On 03/31/20, the Compliance Unit

was formed and started processing suspected business violations from the web form located on https://coronavirus.wa.gov/business-workers. Once processed these are pushed to the appropriate state agency for action. Guidelines for Enforcement of Governor Inslee’s COVID-19 Proclamations

ESF 3 Public Works

DES: • 25% of all DES Public Works projects have been deemed essential and will continue work. The rest of

the projects will stop work until the order is lifted. • DES is reviewing letters from contractors regarding delay to projects. • L&I has indicated that they have pared back inspection services. DES is working with them to define

their restrictions. • Department of Corrections, DSHS, and Department Children, Youth, Family (DCYF) are all using NPIs

for screening all parties entering their facilities for temperature and health condition questioning. DOC is experiencing some COVID-19 cases.

Department of Ecology: • Ecology has implemented teleworking and is prioritizing safety/health and environmental inspections

and field work. Our regional offices are closed to the public and we are looking at options to limit access to the public in our HQ in Lacey.

Wastewater: • Concerns about RV dump stations: operation and use of these is a local government decision. Ecology

staff can assist with contact information. • Wastewater treatment plants (WWTPs): from communications we understand some are operating

under emergency management plans; this is not something directly reported to Ecology, but a local government decision.

Solid Waste: • Commercial solid waste truckers are to be considered essential for the removal, storage, and disposal

of solid and hazardous waste.

The closure coincides with the extension of Gov. Jay Inslee’s “Stay Home, Stay Healthy” order.

• ESF 11 continues to coordinate with: o ESF 6 on the newly formed Human Services Branch to identify ways to further support current

efforts under ESF 11. o Hunger Relief Network stakeholders, local jurisdictions, and ESF 6 to elevate the awareness

around pet food needs at human food banks and pantries. o Red Cross and other volunteer groups under ESF 6 including WA Conservation Corps and

Team Rubicon to support labor and staffing needs for hunger relief network resource request. • ESF 11 continues to monitor pet testing activities for COVID-19 in WA State and support the Isolation

Facility Task Force. Provide guidance and subject matter expertise related to Interim recommendations for intake of companion animals from households where humans with COVID-19 are present.

• WSU's Washington Animal Disease Diagnostic Lab (WADDL) developed and validated a PCR test for COVID-19 which can be used to test companion animals for the presence of the virus. NOTE: The presence of COVID-19 does not necessarily mean the animal is ill or that the animal can transmit the virus to other animals or humans.

o Starting to support resource requests and recommending they contact the local EOC first and then the state if unable to receive supplies requested.

o Tracking/ understand burn rate for PPE & sanitizing needs to support updating prioritization as the supply chain allows.

o Hand sanitizer - electric utilities to compile with WA DOH & CDC guidelines for essential workers who's normal supply chains are exhausted.

• Tracking if utilities looking to isolate control room or mission essential personnel. o Checking with IOUs & BPA priority - have started to receive information.

• ESF 12 has received the requests from energy sector partners for testing for control room and mission essential personnel prior to isolating them "shelter-at-site" notified them the state at this time cannot meet this request due to the priorities for healthcare workers and individuals with symptoms.

ESF 13 Public Safety, Law Enforcement and Security (Operating remotely)

• WSP continues to monitor event status and handle resource requests as they come in. Some requests are coming directly to WSP, so WSP is providing education on resource request process and engagement with local EOC and state EOC prior to reviewing resource request.

• WSP and Washington Association of Sheriffs and Police Chiefs (WASPC) are participating in the Advanced Planning Unit at State EOC.

ESF 14 Long-Term Community Recovery

• Coordinating recovery planning efforts among state agencies and counties. • Identifying recovery planning efforts taking place across the state and assisting with requests for

technical planning assistance from local jurisdictions. • Engaging partners in the Economic RSF to provide impact data and coordinate economic recovery

efforts. • Aligning economic retention, resilience, and recovery efforts (EcoRRReco) with the framework

provided by the Economic RSF. • Continuing to support the Health Care Authority application for the Crisis Counseling Program. • Continuing to work with ESF 6 and the Business and Infrastructure Branch to monitor for recovery

needs. • The second Economic RSF partners call is scheduled for Thursday, April 9 from 11:00-12:00.

• Assist tribes, state agencies and counties with requests for assistance. • Support the operation of drive thru testing sites. • Coordinate healthcare surge planning including personnel, equipment and supplies amongst all

partners. • Build a sustainable process for surge including personnel, equipment, and supplies. • Provide vision, mission, and set clear expectation and metrics for success. • Continuously identify foodbank needs and ensure we have enough resources to complete assigned
