LAG Aktion Österbotten r.f.
• Covers an area of 6750 km² with a rural population of 100 000 inhabitants.
• The strategy of Aktion Österbotten focuses on vital villages with a wide supply of service and creative young entrepreneurs.
• The three main themes are vital villages, enterprising in Ostrobothnia and competent villages.

LAG Leader Hälsingebygden
• Covers an area of 15 000 km² with a rural population of 93 000 inhabitants.
• The strategy of Leader Hälsingebygden focuses in promoting entrepreneurship within tourism, added value on local products, nature and culture and also in local initiatives and cooperation.

• Duration of the Project: 01/04/2010 – 31/03/2011
• Objectives of the project:The main objectives for the project was to create new and interesting folk music activities to engage and stimulate young people’s interest and lead to further activities within the area of folk music, traditional and cultural heritage. Build a valuable network between young people and teachers with a common interest in folk music and cultural traditions.
• Applicants of the Project: - Finlands svenska spelmansförbund, which is an association for promoting Finland-Swedish folk music and traditions in Finland- The Study and Learning Association Bilda Gävle-Dala in Sweden

• December 2009 Cooperation inquiry from SwedenSwedish initiator => Swedish NRN => Finnish NRN => Finnish LAGs
• Immediate action - responded directly to the Swedish initiator showing interest in the cooperation inquiry - the Swedish initiator welcomed the response confirming their interest for us as a partner
• Next step- Contacting and engaging of the intended project administator and other actors for a meeting in December 2009- Arrangements for the forthcoming visit by the Swedish delegation to visit Finland
• January 2010 Swedish delegation visited Finland-All partners were invited to a meeting where the project idea was presented by the Swedes
• During the process the communication was successful on several levels- LAG level- Project administrative level- LAG Project administrative level – project plans and budgets were benchmarked and streamlined

Description of the Process• Project applications were submitted in both Finland and Sweden
– Duration of the project: 1.4.2010-31.3.2011– Name of the project: ”Ung Folkmusikbro – Folk Summer School 2010”
• The board of the LAGs processed the application and granted funding– Aktion Ostrobothnia in March 2010 and Leader Hälsingebygden in May 2010
• The project work could get started– Preparing of the joint actions (events in Finland and Sweden) and the local actions in both countries
• Letter of intent– The Swedish LAG proposed that the Finnish LAG would take the role of Leading Partner– Memorandum of understanding (Letter of intent) was signed on May 7th 2010
• The project application (incl. Letter of intent) was submitted to the ELY Center (the regional administrative authority in Finland)
– A steering group was set up

• May 2010: the final decision from the administrative authority – ELY-centre in Finland- SFC-form to the Ministry of Agriculture and Forestry in Finland and further on to the European Commission
• Joint action during summer and local action during fall and winter- The event ”Folk Summer School” in Sweden- The event ”Sommarlåtar” in Finland
• Budget, shared costs and distribution of expenses during travel- Both partners have separate budgets and have agreed that every partner will pay their own costs- In practise there was an binding admission fee to participate in the summer events (joint action)
• Transnational cooperation agreement was prepared during the summer 2010- Agreement signed in September 2010 by both LAGs and project applicants

Description of the Project• A two-year-long educational project• Ostrobothnia and Western Uusimaa• TNC-project between Finlands svenska spelmansförbund and Bilda Gävle Dala in
Sweden• Folk Summer School in Hälsingland, Sweden during summer 2011 and 2012• “Sommarlåtar” will be held in Kronoby in Ostrobothnia 2011 and in Tenala in
Western Uusimaa 2012.• The main idea with these arrangements is to gather young folk musicians and give
them the opportunity to play together with other young people and learn new songs from each other’s areas of origin.
