25 years of membership to such a worldwide organization as UNESCO is no small achievement. It is something we can be very proud of having achieved.Among these achievements are the help of UNESCO in making it possible to investigate the performance differentials in schools in the Netherlands Antilles and also the Gender problem in a Carib-bean Perspective.Over the past 25 years more than 60 projects have been submitted to UNESCO by means of the Participation Programme and also a few projects by means of the Regular Programme

This year a lot of attention was placed on involving the youth of the islands in various activities, such as participating at interna-tional activities organized by UNESCO, having youngsters compose a Tumba Papiamento and a Soca Positive Breeze in honour of two of the official languages of the Netherlands Antilles. Two youngsters Milangelo Dap and Reinier Lijfrock were approached for their excep-tional contribution to music to compose and sing these songs.

The YOUTH PATH project should serve as an example for Small Islands Developing States like our selves to get our unem-ployed youth involved in the labour force and not have them depending solely on help from others. We applaud the Youth Poverty Alleviation through Tourism and Heritage project for the Caribbean which gives these youngsters another chance in life.

It is our firm believe that UNESCO should continue to support the cultural diversity that exists, now more than ever since the adoption of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions during the 33rd General Confer-ence.

As our country entered its 25th year of being the first Asso-ciate Member to UNESCO, we can say we have come a long way. We still face many challenges such as a new constitutional form in which Curaçao and St. Maarten will have to apply for separate associate membership to UNESCO. The five islands of the Netherlands Antilles are going through yet another historical constitutional change in which the Netherlands Antilles will cease to exist in its actual form. We will be facing new challenges in future, challenges which we are not afraid of.As the Netherlands Antilles ceases to exist, we can be proud of the legacy that will be left behind for future generations to make good use of.

Looking back at 2008, we can say that it was a year in which we celebrated achievement and progress as UNESCO Associate Member.

UNESCO what is it? What does it do?

UNESCO - the United Nations Educational, Scientific and Cultural Organization (UNESCO) was founded on 16 November 1945. For this specialized United Nations agency, it is not enough to build classrooms in devastated countries or to publish scientific breakthroughs. Education, Social and Natural Science, Culture and Communication are the means to a far more ambitious goal: to build peace in the minds of men. The Governing bodies (General Conference and Executive Board) meet periodically to assure proper functioning, establish priorities and set goals for the Secretariat, headed by the Director-General, at present Mr. Koichiro Matsuura from Japan. UNESCO’s National Commissions constitute a unique network within the UN system. The Commissions in 193 Member and Associate States form a vital link between civil society and the Organization. They provide valuable insight concerning the Organization’s programmes and help implement many initiatives including training programmes, studies, public awareness campaigns and media outreach. The Commissions also develop partnerships with the private sector, which can provide valuable technical expertise and financial resources. (www.unesco.org/ncp/natcom)

The Netherlands Antilles is part of the Latin American and Carib-bean region. In the Caribbean Sub-region there is a cluster office in Jamaica. This office has a Sub-regional coordinator for the area of Education, Culture, Sciences and Communication for the Caribbean Network of Educational Innovation for Development (CARNEID).

Through its strategies and activities, UNESCO is actively contribut-ing to the achievement of the Development Goals of the United NationsMillennium Declaration by 2015, especially those aiming to:

Halve the proportion of people living• in extreme poverty• achieve universal primary education

In the UNESCO’s constitution is written: “Since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed…” It focuses on the contribution to peace and security by promoting collabo-ration among the nations through education, science, culture and commu-nication for the peoples of the world, without distinction of race, sex, language or religion.

This year was a very special year as it marked the celebration of 25 years Netherlands Antilles Associ-ate Membership to UNESCO.In 2008 The Netherlands Antilles National Commission for UNESCO met three times.Two meetings were the regular committee meetings and the third meeting was an extra-ordinary Committee meeting in view of the celebration of 25 years Associate Membership to UNESCO.The first meeting was held in Saba in April and the second meeting was held in St. Eustatius in September of 2008.The third meeting took place in October, the month that the Netherlands Antilles became Associate Member to UNESCO. This meeting also counted on the participation of the Director of the Cluster Office of UNESCO Caribbean in Jamaica and the perma-nent delegate of the Nether-lands to UNESCO, Paris.

All National Commissions of a very same region meet once every two years for a REGIONAL CON-SULTATION. On these occasions, their mem-bers make sugges-tions on UNESCO's Medium-Term Stra-tegy (Draft C/4 Docu-ment) and on the next biennium's Program-me and Budget (Draft C/5 Document), thereby starting the process of UNESCO's Programme elaboration. From May to July 2008 the Director-General consulted National Commissions for UNESCO on the Draft Programme and Budget for 2010 -2011 (35 C/5). The results of those consultations are duly submitted to UNESCO's Executive Board. Members of the Board discuss these proposals and also make recommendations to UNESCO's Director-General. They are taken

into account for the preparation of the Draft Programme and Budget (Draft C/5 Document) that will be submitted to the General Conference. This is the organ that will finally approve the Programme and Budget, whose elaboration began with the D i r e c t o r - G e n e r a l ' s Regional Consultations

with National Commissions. From May 31- June 4 2008, the Director-General’s Consultation and 15th Quadrennial and Statutory Conference of National Commis-sions for UNESCO in Europe and North America took place in The Hague and Antwerp. The Latin America and Caribbean Region held there consultation in June/July in Panama. The Secretary General of the National Commission attended both consultations.

UNESCO Visibility in the Netherlands Antilles

2008 UNESCO Events St. Maarten

Below outlines the activities, events, and training sessions that I participated in and helped to organize during the year of 2008.

At the beginning of 2008 attention was paid to the Education Policy of St. Maarten. The NUC-representative attended the workshop in Barbados held on “Capacity Building for Education Statistics in the Caribbean”.On the occasion of International Women’s March 8th a 500 Strong Women walk-a-ton was organized. The selection process for UNESCO youth forum, October 2009 was started and completed.In April, September and October the NUC-Meeting for all UNESCO representatives of the Netherlands Antilles, the Minister of Education, and the Secretary General of UNESCO took place in Saba, Bonaire and Curacao.

The NUC-representative collaborated with St. Maarten ASCD to organize a week of events for ‘World Teachers Day’.During this year the NUC-representative also attended Curricu-lum Engineering Workshops organized by HIV/AIDS Programme Management Team c/o Sector Health and assisting with the development of an HIV/AIDS Education Policy for the education sector on St. Maarten.Activities were organized for the ‘International Day for the Rights of the Child’

UNESCO Visibility in the Netherlands Antilles

PROGRESS REPORT-NUC SABAPERIOD UNDER REVIEW: MAY-SEPTEMBER 2008

General:The NUC-UNESCO meeting of April 10-11 held on Saba, was a tremen-dous success. The meeting was very fruitful and one of the highlights of said meeting was the official launching of the School Radio Programme at the Saba Comprehensive School by our Minister of Education, Miss Omyra Victoria Elizabeth Leeflang. During the social evening, Mr. Lijfrock, presented his winning tumbas from Curacao’s Carnival for 2007.

Friends of UNESCO club:Efforts have been taken to start up the Friends of UNESCO Club. Teacher Delroy Sinclair is the contact person for this project as well as all UNESCO business within the secondary school.

Kids News and Views:Saba is anxiously awaiting to hear whether the PP project, “Kids News and Views” will be granted by UNESCO, this project seeks to provide our school going youth with the necessary skills to produce programmes suitable for broadcasting for the general public.A professional cineaste is residing permanently on the island, this couple is willing to advise and train the youth in this regard.

World Teachers’ Day:The NUC Rep. has urged the schools to observe the upcoming World Teachers’ Day.

Deputy Head Insular Department of Education:Effective September 1, 2008 Mr. Hemmie van Xanten has been appointed Interim Head of the Insular Department of Education to succeed Mr. Wilson in January when he goes on retirement. Mr. van Xanten will also become the new NUC Representative for Saba.

REPORT-NUC ST. EUSTATIUSPERIOD: 2008

The year 2008 was filled with many high-lights for the island of St. Eustatius. The schoolyear 2008-2009 marks a historic mile stone in the field of Education for the island of St. Eustatius. 11 students have entered the Havo 5 and will be sitting exams. For Statia this is a significant occasion since this will be the first set of students receiving a Havo diploma on St. Eustatius.

The construction of St. Eustatius first ever Multi-functional indoor Sport Hall has started during this year(2008). Small in scale one might say, but this island has managed to produce athletes on a high level. Sylviano A. C. Woodley from St. Eustatius was one of the two youngsters that represented the Netherlands Antilles in Beiing during the Olympics Sports Youth Camp in August 2008.

Charmaine George cofounder of the Cultural Dance group “The Aloei Historical Dancers” was crowned Dance Hall Queen of the Netherlands and represented this country in Italy in April 2008.The Gertrude Johnson Public Library celebrated years of service to the community of St. Eustatius. The Finalization of the purchase of material for the Children’s section was completed during this year. Much appreciation is extended to UNESCO ANTILLES for funding this project. The official opening will be held during the beginning of 2009.

The Netherlands Antilles marked a milestone this year as it celebrated the fact that 25 years ago on October 26th, 1983 the Netherlands Antilles became the first Associate Member of UNESCO. Since then 5 more coun-tries have obtained the status of Associate Member including Aruba.In 1996 the Netherlands Antilles National Commission for UNESCO (NUC-Antilles) was officially installed under the then Minister Martha Dijkhoff and has since then been very active in promoting the ideals of this organisation in the Netherlands Antilles. The Commission consists of a chairperson, a vice-chairperson and in addition one representative of each island of the Netherlands Antilles and a representative of the Directorate of Foreign Affairs.

In view of this important milestone, the NUC-Antilles organized various activities on the islands. On October 25th, 2008 an extraordinary NUC-meeting was held in Curaçao with in the first part a panel discussion with the topic What can UNESCO mean for your country? given by Dr. Miguel Goede and a panel consisting of the Director of the UNESCO-Kingston Cluster Office, Dr. Kwame Boafo, University of the Netherlands Antilles, Dr. Miguel Goede and the UNESCO Youth Forum 2007 delegate Ms. Peggy Ottenhoff. This discussion was broad-casted live over the radio.Later that same day an introduction was held by the Permanent Representative for the Kingdom to UNESCO in Paris Ambassador Barend Ter Haar who spoke on “Collaboration of National Commissions: what can the Permanent Representative mean for the Antilles in Paris“ and Dr. Kwame Boafo director UNESCO-Kingston Cluster Office on “Responsibilities of countries once becoming a member of UNESCO and the importance to be given to a good functioning National Commission by the Govern-ment”

A commemorative book entitled “25 years Associ-ate Membership. Quo Vadis??? was published of all the activities held in the Netherlands Antilles. This book was officially presented on October 25th, 2008 to various persons who have been instrumental in the establish-ment of the Netherlands Antilles National Committee and other UNESCO partners such as NGO’s.Other guests were the Secretary General of the Barbados National Commission for UNESCO, mrs. Harriet Daisley, the first Secretary General Mr. Frank Elstak and the former Secretary General Mrs. Ruby Figaroa-Eckmeyer.Furthermore, on Sunday October 26th, 2008 in Curaçao a cultural manifestation was held in the Brionplein for the people of Curaçao with the participation of Reinier Lijfrock who sang the Tumba Papiamento and Brisa Positivo a calypso.Saba, St. Eustatius and Bonaire also organised a cultural manifestation in honour of 25 years Associate Member-ship UNESCO.

UNESCO has launched the Memory of the World Programme to guard against collective amnesia calling upon the preservation of the valuable archive holdings and library collections all over the world ensuring their wide dissemination.

Mission: UNESCO's programme aimed at preservation and dissemination of valuable archive holdings and library collections world-wide

Programme Objectives: The vision of the Memory of the World Programme is that the world's documentary heritage belongs to all, should be fully preserved and protected for all and, with due recognition of cultural mores and practicalities, should be permanently accessible to all without hindrance.

The Netherlands Antilles have submitted for consideration on the Memory of the World Register the First Catechism Written in Papiamentu Language.During the 9th Annual Meeting of UNESCO’s Memory of the World Programme (MOW) Regional Committee for Latin America and the Carib-bean, experts on documentary heritage from Barbados, Brazil, Chile, Costa Rica, Cuba, Mexico, Saint Lucia and the Bahamas examined 24 nominations of documentary heritage collections from 13 Latin American and Caribbean countries submitted for the International and the Regional Memory of the World Registers. This meeting took place from 15 to 17 October 2008. A total of 16 nomina-tions for the MOW International Register and 8 nominations for the Regional Register were discussed during the meeting. Among the works of excep-tional value included the First Catechism Written in Papiamentu Language published in 1837, submitted by the Netherlands Antilles. This document was also submitted to the Latin America & Caribbean World Heritage Register

Youth PATHPoverty Alleviation Through Tourism and Heritage

Youth PATH (Poverty Alleviation Through Tourism and Heritage) aims to provide disadvantaged youth (primarily out of school youth) with opportunities to establish their own businesses and improve their livelihoods while preserving the natural and cultural heritage of their communities. The Youth PATH project should utilise and upgrade the existing natural or cultural heritage tourism sites for use as visitor centres for tourists; museums, natural heritage parks, Gift shops, heritage food cafete-ria etc, the project aims to also improve the tourist product of the area and train youth in sustainable cultural/natural heritage preserva-tion, innovative tourism business initiatives and life skills training. The goal of Youth Path is to within an identified community train the Youth between the ages of 15 – 25 to gain income from the cultural and natural heritage tourism industries. The purpose is to empower youth to utilize skills learned to participate in income genera-tion projects in the areas of natural and cultural heritage tourism within their communities. The Netherlands Antilles will be participating for a second time, but now in a revised plan of the YOUTH PATH.

The Public Library of Curacao, on the request of the

Netherlands Antilles National Commission for UNESCO, on World

Book and Copyright Day paid extra attention to this. Taking this

into consideration that special attention was paid to the function

of libraries in the community, the NatCom together with the

Teachers’ Union Sitek, and the Public Library started a campaign

of awareness and promotion with the goal to achieve official

recognition of the Public Library as an organization that supports

education and formation of its community.

On Wednesday 23 April, World Book and Copyright Day during

the "Breakfast with Books" activity, various politicians of the Island

Territory of Curaçao, stakeholders in Education were invited by

the Netherlands Antilles National Commission for UNESCO and

the Curaçao Public Library to sign the commitment with which

they agreed to acknowledge and support the Curaçao Public

Library. The young poets of Poetic Colours presented their innova-

tive workings at the Public Library, during a cultural event which

was held for the wide audience on the evening. Two young poets

from Aruba also participated.

World Teachers’ Day is held yearly on 5 October since 1994. This day

commemorates the anniversary of the signing in 1966 of UNESCO/ILO

Recommendation concerning the Status of Teachers. It is an occasion to

celebrate the essential role of teachers in providing quality education at all

levels.

On this occasion the Minister of Education and Culture had a message for all

working in this profession.

On World Teachers' Day, and on any other day for that matter, the basic

message that a teacher needs to receive is quite simple. "We appreciate you".

According to UNESCO, World Teachers' Day represents a significant token of

the awareness, understand- ing and teacher appreciation displayed for the

vital contribution that these professionals make

to education and development

Teachers play an important role as the agent of

change in all the changes that take place in

education. We must give the teacher the place

and value that they deserve.

For this reason we pay tribute today, on World

Teacher’s Day, to those who choose and

devote themselves to a teaching career.

Teachers thank you very much for your

labour throughout the years. We continue to

count on your good work.

International Days 2008

UNESCO proclaimed 21 February International Mother Language Day to stress the importance of linguistic diversity and promote the use of mother languages.

For UNESCO the celebration of International Mother Language Day is at the forefront of the Organization’s efforts to promote linguistic diversity and multilingual education. In a message read at the ceremony for the first celebration, United Nations Secretary General Kofi Annan expressed support for Interna-tional Mother Language Day, which he said raises awareness among all peoples regarding the value of languages. Reaffirming the capital importance of preserving language diversity, the Secretary General called for increased efforts to conserve languages as a shared heritage of humanity.

International Mother Language Day

This year on International Mother Language Day, marked the start of the International Year of Languages proclaimed by the United Nations General Assembly, which has entrusted its coordination to UNESCO.The Netherlands Antilles have been celebrating International Mother Language Day since 2000 and from 2003 with the institution of a Prize by the Minister of Education and Culture which purpose is to raise awareness among all peoples regarding the value of languages as a shared heritage of humanity and the importance of language diversity. In the Netherlands Antilles this prize forms part of a set of Government measures to enhance efforts to stimulate the mother tongues of the majority of the population, i.e. Papiamento and (local Caribbean) English.

As is the case with other UNESCO member states we are also helping to protect and revitalize our rich cultural diversity by promoting languages as a means of communication, interaction and understanding among different peoples.

International Days 2008

The celebration of Mother Language this year took on a different aspect. In 2008 The Netherlands Antilles will celebrate the first anniversary of English, Dutch and Papiamento as official languages for Bonaire, Curacao, Saba, St. Eustatius and St. Maarten.

This was done by paying attention to the cultural diversity of music of the Netherlands Antilles using English and Papiamento. The Netherlands Antilles are known for its cultural diversity in many aspects of which music transcends borders and makes it possible for artists to express themselves freely and to combine languages in song.Music unites peoples and nations and brings welfare and helps to develop our cultural aspects.

Local songwriter Milangelo “Oko” Dap and singer Reinier Lijfrock (singer of tumba and calypso) was approached to write and sing a Calypso and Tumba in English and Papiamento or to combine them both.Launching of this project was done during the weekly press conference of the Council of Ministers on Wednesday 20th February, 2008.The Tumba was presented officially in July 2008 (2 July Flag Day Curaçao). The Calypso was also presented along with the Tumba on the islands and found its highlight on the celebration of the 25th anniversary of NUC-Antilles as Associate Member on October 26th 2008 in Curaçao by means of a cultural activity.

The singer also toured the islands giving presentations regarding the Calypso and Tumba songs in English and Papiamento in the month of October 2008. Launching of this project was done during the weekly press conference on Wednesday 20th February, 2008 at the Council of Ministers in Fort Amster-dam in the presence of Minister Leeflang, Mr. Dap, Mr. Lijfrock and the Secretary General Marva Browne and the island representative for Curacao Gilbert Bacilio.Furthermore documentation was done in the form of a video clip and cd’s distributed to all the islands, the Caribbean Office for UNESCO in Jamaica and UNESCO H.Q.Mr. Reinier Lijfrock participated in the NUC-meeting in Saba in April 2008 (10-11). At which meeting he presented this project to the NUC-Members.

The Netherlands Antilles once again said farewell to a very active NUC-Member who has been with the Commission since its establishment in 1996. James Franklin Wilson after 12 years bid farewell to the Commission he formed part of.

Mr. Wilson will be retiring as per January 1, 2009 as head of the Education Department in Saba. Minister Leeflang presented mr. Wilson with a farewell plaque and thanked him for his years of support to the National Commission.Mr. Wilson bid farewell to the Commission during the extra ordinary meeting held in Curacao on the occasion of the 25th Anniversary of the Netherlands Antilles Associate Membership to UNESCO.

Participation Programme 2008-2009

UNESCO is not a funding agency, although subsidies can be granted on a moderate scale. The funds are given mainly in order to initiate projects that pursue UNESCO’s goals, which are to contribute to a better understanding of the people of the world through the knowledge of education, culture, science and communication. UNESCO operates with a biennial (Two year’s period) budget. Every biennium the (Associate) Member States can submit a maximum of 10 projects to UNESCO for funding.

Project documents are submitted to the UNESCO Headquarters in Paris through the National UNESCO Commission of the Netherlands Antilles. Since the General Conference of UNESCO is held in October of each odd year, the projects for the Netherlands Antilles are submitted then for review before submitting before the deadline of February in the even year. For this reason in the Netherlands Antilles all project documents should reach the secretariat of NUC-Antilles before June 1st of each odd year.

The National Commission has submitted since the 1996-1997 biennium until the 2008-2009 bienniums’ more than 60 projects of which 41 projects were approved. The following Participation Programmes received funding from UNESCO to implement projects on the islands of the Netherlands Antilles

REGULAR PROGRAMME Member States and Associate Members can also make use of the UNESCO Regular programme to get some funding for projects.The Netherlands Antilles in the past and present has made use of this possibility.
