In paragraph 2 of decision RC-7/3 on the operation of the Chemical Review Committee, the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade appointed the 17 designated experts to serve as members of the Committee for the terms of office from 1 May 2014 to 30 April 2018. The curricula vitae of those members are set out in documents UNEP/FAO/RC/CRC.9/INF/4 and UNEP/FAO/RC/CRC.10/INF/3. 2. In paragraph 3 of the same decision, the Conference of the Parties adopted the list of parties to be invited to nominate Committee members for terms of office commencing on 1 May 2016, as set out in the annex to that decision. By the close of the seventh meeting of the Conference of the Parties, Argentina, Djibouti, Germany and the United Kingdom of Great Britain and Northern Ireland had not nominated those experts. As agreed by the Conference of the Parties, Argentina, Germany and the United Kingdom of Great Britain and Northern Ireland parties subsequently communicated their nominations to the Secretariat. As of 7 September 2015, The Secretariat has not received the nomination from Djibouti. 3. A table summarizing the rotation of the membership of the Committee, including the names of the nominated members, is set out in annex I to the present note. Note by the Secretariat

1. In paragraph 2 of decision RC-7/3 on the operation of the Chemical Review Committee, the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade appointed the 17 designated experts to serve as members of the Committee for the terms of office from 1 May 2014 to 30 April 2018. The curricula vitae of those members are set out in documents UNEP/FAO/RC/CRC.9/INF/4 and UNEP/FAO/RC/CRC.10/INF/3.

2. In paragraph 3 of the same decision, the Conference of the Parties adopted the list of parties to be invited to nominate Committee members for terms of office commencing on 1 May 2016, as set out in the annex to that decision. By the close of the seventh meeting of the Conference of the Parties, Argentina, Djibouti, Germany and the United Kingdom of Great Britain and Northern Ireland had not nominated those experts. As agreed by the Conference of the Parties, Argentina, Germany and the United Kingdom of Great Britain and Northern Ireland parties subsequently communicated their nominations to the Secretariat. As of 7 September 2015, The Secretariat has not received the nomination from Djibouti.

3. A table summarizing the rotation of the membership of the Committee, including the names of the nominated members, is set out in annex I to the present note. The contact information of the current and nominated members is set out in annexes II and III, respectively, and the curricula vitae of the nominated members are set forth in annex IV to the present note. Ms. Norma Sbarbati Nudelman (Argentina)

NORMA SBARBATI NUDELMAN (Physical organic, Organometallic, Organic Synthesis and Green chemistry) She is the author of the method for the scientific prediction of stability of pharmaceuticals, and is also very well known for her pionnering research on Organometallic Chemistry.

EDUCATION N. S. Nudelman has received the PhD in Chemistry degree from the University of Buenos Aires, (Argentine) working in Physical Organic Chemistry (POC). She then undertook PhD. research in organometallic chemistry with Prof. G. M. Whitesides at the M.I.T. (Cambridge, Mass., USA), for two years; and as Research Fellow with Prof. J. F. Bunnett at the University of California (Santa Cruz,USA) for one year. On her return to Argentine she embarked on her independent career at the University of Buenos Aires (UBA, Argentine). SUMMARY As a physical organic chemist, was a pionner in applying the POC concepts to the scientific prediction of the shelf-life of clinical drugs and pharmaceuticals, and the author of the first book on Stability of Drugs . (El Ateneo, 1975) She trained several disciples and disseminated the method throught Latin American Universities, that are still using her seminal book. She is also very well known for her studies on the reactions of organometallic species, one major accomplishment has been her pionnering studies in openig up the field of acyllithium species. She further utilized her understanding of mechanisms to develop new synthetic methods for many complex molecules, including the development of »green« proceses . She is the author of the first book in Spanish on Green Chemistry (UNL, 2004), and continues to be active in research, currently carrying studies towards a better understanding of the formulation, storage and analysis of drugs, extending her studies of organometallics to species of environmental relevance, and applying her knowledge to the sustainable use of Agrochemicals, an issue of top relevance in Latin America. She has pubished 225 papers in major scientific journals, written 6 books and numerous book chapters, she has guided the PhD theses of 26 graduate students, and has other 4 thesis in current development. She has been invited as Plenary Lecturer in several international scientific meetings as well as invited as visiting professor in a large number of Universities in countries of America, Asia and Europe. Professor Nudelman has been also an internationally recognized leader in chemical education and public policy. She spearheaded an effort, via IUPAC, to establish a core curriculum for teaching Organic Chemistry accross Latin American universities, and eventually worldwide. She has long been a member of the IUPAC Organic and Biomolecular Chemistry Division, member of the

Chemical Education Committee and is currently a member of IUPAC´s CHEMRAWN (Chem. Research Applied to theWorld Needs) Committee. She has been the Vice-Chair of the Chemical Review Committee of the RC United Nations Environmental Program (UNEP) and is currently a Titular Member of the POPs Review Committee (UNEP). She has been also interested in the improvement of the teaching of science at the elemental and pre-university schools; in the past 20 years she has spearheaded an enourmous activity in the Latin American region. In 1991 she founded the Argentine Chemistry Olympiad (OAQ), and in 1995 the Ibero-American Chemistry Olympiad (OIAQ), that lead students to win important medals in the International Chemistry Olympìads. More recently, she has founded the »hace« Program of the Argentine Academy of Science for the improvement of the Science teaching in the elementary school. She has been a Focal Point member of the Inter-American Network of Academies of Sciences (IANAS) since 2004 and has been appointed the Chair of the IANAS-SEP for the Americas in 2010. She is a member of the Global Activities Committee (GAC) from the Inter-Academic Pannel (IAP) a Planetary Sci. Education Program that has 88 affiliated Academies of Science AWARDS. She has received several national and international distinctions and awards, such as »Chemist of the Year« (by the Argentine Chemical Society, AQA, 2004), Award in »Organometallic Chemistry« from the Argentine Academy of Sciences (2006), Award »Education in Chemistry« for her Trajectory (AQA, 2008; “Distinguish Researcher” (UNEP 2010)  ; Clarin-Zurich Award for her work on Science Education 2012; and the maximum award for a scientist in Argentine : Distinguish Scientist »Rebeca Gerschman« from the Ministry of Science, Technology and Innovative Production, 2012; this was the first time that the award was granted to a woman. As a recognition for her pionnering research work the J. Phys. Org. Chem. has dedicated Vol.12, 2008 as a festshrift in her honor stating that »Norma Nudelman has been a major figure in chemical research, in science education, and in environmental issues... The quality of the articles and the distinction of the authors are a testimonial to the esteem that Nudelman´s collegues have for her...The diversity of the topics is evidence of the breath of Norma´s research interests and the influence she has had accross a wide range of areas« It was the frist time that a special issue of he JPOC was dedicated to a scientist from the Latin American region. 10. Total field experience along with details (entire career): a) As Assistant Environmental Engineer working in the Central Pollution Control

Board (technical arm of the Ministry of Environment & Forests) during February, 2000 to April, 2007, was responsible for formulation and execution of a number of pioneer studies, development of National source specific standards etc. briefly described as under:

i) Sampling and analysis of stack emission from liquid fuel based power plants at

various locations in the country for development of standards for diesel engines (more than 0.8 MW) based power plant, generator set applications and other requirements. The national standards were later notified vide GSR 489 (E), dated 9th July, 2002;

ii) Sampling and analysis of stack emission from diesel generator sets at various locations in the NCR region for development of standards for emission limits for new diesel engines upto 800 kw for generator sets applications. The standards were later notified vide GSR 371 (E), dated 17th May, 2003.

iii) Development of noise limits for generator sets run with diesel. During the course of the file study undertaken over a period of two years a wide range of diesel generator sets at manufacturing stage as well as at user’s end were monitored for noise levels in free field conditions following procedures prescribed in ISO: 8528 (part-10)- 1998. Later noise limits were notified for diesel generator sets upto 100 kVA (applicable at the user’s end) vide GSR 371 (E), dated 17th May, 2003 and for above 1000 KVA (applicable at the user’s end vide GSR 489 (E), dated 9th July, 2002.

iv) Extensive field study was carried out for formulation of procedure for monitoring ambient noise level due to aircraft in association with IIT, Roorkee. The work led to formulation of system and procedure for monitoring of noise due to aircraft.

v) Stationary noise level and pass by noise measurements for motor vehicles was developed in association with ARAI, Pune – the adopted method is a worldwide procedure for measurement of noise levels for motor vehicles.

vi) Every year testing of fire cracker samples bought from the market for compliance with noise limits of fire crackers was carried out notices were issued to manufacturers whose samples were found to be non-compliant. A data on testing results are available at the CPCB’s website.

vii) At 10 locations in Delhi, 24 hours ambient noise levels were monitored yearly for assessment of compliance with notified ambient noise standards. The data base is available in the CPCB’s website.

viii) Undertook number of complaint handing cases for violations of ambient noise standards.

ix) In compliance to the directions of the Delhi High Court also undertook site inspection of many hospitals in Delhi for assessment of compliance with management of bio medical waste in accordance with Bio-Medical Waste Management and Handling Rules and reports submitted to the Delhi High Court.

b) As Asstt. Manager, Deputy Manager in NIDC (A Govt. of India Undertaking)

during December 1994 – February, 2000 was responsible for execution and implementation of the following programme:

1986 -1989 I was on secondment for the Blue Nile Agricultural Corporation as the Director of the Plant Protection Department, in this capacity I was responsible for the management of cotton and wheat pests control through applying threshold levels for spraying the pest and supervision of aerial application of pesticides. Through applying this methodology the productivity of cotton increased from 1.5 Qantar/feddan to 9 Qantars/feddan.

1979 - 1986 Director of Agricultural production of the Military Agricultural Corporation. The productivity of crops produced by corporation was tremendously improved under my directions.

1974 - 1997 Appointed as a Field Inspector in the Plant Protection Directorate and worked in many stations in Northern State, Blue Nile and White Nile States, implemented survey and control activities of national pests.
