One finding"Lack of market surveillance also reduces the confidence in the CE-mark since products might be CE marked and circulate freely on the internal market even if they are not safe or in compliance with relevant directives. This leads to a situation where room is given to other labels, private and/or national, that require costly third party certification for manufacturers. Those labels are often owned by one single company which means that the manufacturer must use a certain test house to get access to a certain market. As a result of lacking market surveillance a lot of producers are feel compelled to use costly ways to gain confidence for their products on the market.“
