Israeli PRTR - Background
The Israeli PRTR law was legislated in 2012 and Israel acceded the Kiev Protocol in 2013.During the legislation process we studied other PRTR registers and tried to implement lessons learned from their experience.The reporting obligation includes (beyond the Kiev Protocol):• Water consumption by type of water source• Energy consumption by type of energy• Waste transfer by type of waste (EWC), destination of transfer, type
of treatment or disposal at destination.• Additional sectors – waste transfer stations, asphalt production,
water desalination, oil production.• Additional contaminants – POPs, GHG, Minamata convention (Hg),
Barcelona convention, Israeli regulations and guidelines regarding air, soil, water, effluents emissions.

PRTR Data Quality Control - New Guidelines - second year of implementation
Aim: to improve the use and applicability of PRTR data
Objectives:
1. Improved PRTR Data Quality Control by the application of a uniform methodology consistently applied.
2. Defining responsibilities among MoEP units.3. Internal dissemination of PRTR data - Identification of “red
flags”, for further inspection by the competent authority.
“red flag” – situation where the PRTR information raises concerns of non compliance, or points to a change in the facility’s operation. This determination will be made where the results of the Annex A checklist are positive (see next slide).

Ministry of Health data - April 2015, redundancy of cancer occurrences :
After assessing the PRTR data and its reliability, the ministry of Health re-published the Cancer registry data 1998 – 2007, during a urban planning process in Haifa:• 16% redundancy of cancer occurrences, after standardization of
age, socio-economics, smoking rate etc.• 29% redundancy of lung cancer occurrences• 26% redundancy of urinary bladder cancer occurrences Both cancer types are causative related to air pollution

National plan for decreasing air pollutants and diminishing environmental hazards in Haifa 2015- 2020, Government decision 529, 6 September 2015
• Reduction of 48% in NMVOC emissions from industry until 2018• Low Emission Zone – restriction on diesel vehicles entrance to the LEZ
area.• All gas stations will install vapor recovery systems.• Doubling air sampling - more contaminants and more locations.• Addition of 60% in inspection manpower
Total budget of 66 million euro.

Implementation of National Plan for Haifa 2015 - 2017
Since 2012, NMVOC emissions have decreased by 61%, in the wake of implementation of Ministry requirements, within the framework of the Haifa Bay Plan to Reduce Air Pollution and Environmental Risks, as presented in the PRTR report.

Gov. Feasibility Study for shutting down the petrochemical plants in Haifa, June 2018
As reported lately in the Israeli media: • the draft report finds that it is feasible
economically to shut down the refineries in 2025.
• The report also predicts that the move will not affect the energy market, which will rely on the import of fuel and the Ashdod refinery.
• The National Economic Council is determined to promote the move. They are convinced that the refineries are preventing the Haifa metropolis area from developing and that the move will lead to the revival of the entire region.
The National Economic Council had ordered a report from McKinsey consulting firm, inspecting the feasibility of several future options for the Haifa petrochemical industry.
