Terminology

• Lots of terms used interchangeably: foreign-born, immigrant, migrant, refugee, asylee, etc.

• Meanings and implications depend on who is providing the definition

• Important to know the differences because it dictates eligibility for services

Foreign born

• Are often non-citizens, but could also be naturalized citizens of the country in which they live or are citizens by descent, typically through a parent. The term encompasses both immigrants and expatriates, but is not synonymous with either.

• Basically, you were born in another country other than that in which you reside

Immigrant vs. Migrant

• Immigrant: A person who comes to another country to take up permanent residence

• Migrant: A person who attempts to permanently relocate to a new country, but may be subject to removal by the government of that country…

…but really, a migrant is anyone who leaves his/her country of origin to seek residence in another country

Humanitarian Immigrants• Refugee—Any person who is outside his or her country of nationality

who is unable or unwilling to return to that country because of persecution or a well-founded fear of persecution. Persecution or the fear thereof must be based on the alien's race, religion, nationality, membership in a particular social group, or political opinion. People with no nationality must generally be outside their country of last habitual residence to qualify as a refugee.

• Asylee—An alien in the United States or at a port of entry who is found to be unable or unwilling to return to his or her country of nationality, or to seek the protection of that country because of persecution or a well-founded fear of persecution. Persecution or the fear thereof must be based on the alien's race, religion, nationality, membership in a particular social group, or political opinion. For persons with no nationality, the country of nationality is considered to be the country in which the alien last habitually resided.

Humanitarian Immigrants (cont.)

• Special Immigrant Visa Holders—persons who worked with the U.S. Armed Forces or under Chief of Mission authority as a translator or interpreter in Iraq or Afghanistan.

• Parolee—an alien allowed into the U.S. for urgent humanitarian reasons. This status is often temporary admission to the U.S. with an expectation to leave when the conditions supporting their parole cease to exist.
