Introduction

Electrical District No. 3 of Pinal County (ED3) has prepared this set of underground distribution installation standards to better provide a safe, consistent, and reliable underground power distribution system. These standards must be used by all parties involved in the design or installation of underground power distribution systems within the ED3 service territory. These standards were created as a general guide for the construction of ED3 underground facilities. Not all standards will apply in all situations as circumstances differ from job to job. ED3 encourages users of these standards to review the plans provided and resolve any concerns prior to starting the job. Users in need of help with these standards, should notify ED3 Engineering at [email protected].

ED3 Underground Infrastructure Inspectors utilize these standards during inspection and certification of underground power distribution system installations. Closing trenches prior to inspection or performing any other action that precludes system inspection is grounds for immediate inspection failure. In such a case, the user shall restore the system to an inspectable state at their sole expense.

These standards are subject to regular revision as national, state, and local codes change. All users of these standards shall verify they are using the latest version by checking the ED3 Website (www.ed3online.org).
