2. INTRODUCTION (i) Identification of Project and proponent.

Name of the project Proponent: M/s. Alchemie Industries.

M/s. Alchemie Industries is an existing Company having its unit located at plot no. 2702,2901,2701-

2703,2608,731/A, GIDC, Sarigam, Tal. Umargam, Dist.-Valsad, Gujarat-396155 engaged in manufacturing of Dyes

intermediates and chemicals in existing unit @ 2640 MT/Year and now is proposing for the expansion of its unit

by addition Of organic chemicals the existing premises.

Alchemie industries is a chemical industries manufacturing dyes intermediates namely known as Fast Red b

base/ Fast Bordeaux Gp base, Ortho/ para nitro anisole. This unit was formed in the year 1987 and is located at

Sarigam industrial estate GIDC, Sarigam Total 50 employees skilled and unskilled work force are working in this

company. Total Turnover of the unit is around 60 crores per annum. Basically the end uses of the company

products application are for the manufacturing dyes and pigments.

The company is a Private Limited Company incorporate by the five Directors. Details related to them are given below:

(ii) Brief description of nature of the Project M/s. Alchemie Industries Proposes to establish their product manufacturing unit at plot no. 2702,2901,2701-2703,2608,731/A, GIDC, Sarigam, Tal. Umargam, Dist.-Valsad, Gujarat-396155

The proposed Expansion project involves the production of ortho and para nitro anisole, 2 5 di nitro anisole , with the base products fast red b base and fast Bordeaux gp base, 3 nitro para toludiene and sulphonation product ONCBPSA like Dyes intermediates and chemicals, which are Synthetic Organic Chemicals, for the proposed project, the company intends to procure the available latest technology for manufacturing the proposed products.

The industrial sector in the past years has seen a drastic boom and also the keeping in mind the globalization trend, we have identified the demand for the proposed products and with continuous R & D found that it can be developed in-house and produce commercially for domestic market as well as an eye more on export markets.

As per the EIA notification- 2006 as amended the proposed new project involves the production of Dyes intermediates and chemicals, which falls under item no. “5(f) – Synthetics organic Chemicals industries” as per the EIA notification- 2006, hence required Prior Environmental Clearance.

(iii) Need for the project and its importance to the country and or region The proposed new expansion project will provide a potential growth opportunity for the company. We have identified the demand for the proposed products and it can be developed in-house and produce commercially for domestic market as well as an eye more on export markets. Its export and also increase the foreign revenue. The products are now well established and acceptable in the international markets.

(iv) Demand –Supply Gap The products have very high demand for manufacturing of Dyes and dye intermediates Industries.

(v) Imports vs. Indigenous production Proposed products manufacturing in the country will be very much economical compare to Imports of the same and also the export of the same will earn extra revenue generation for our country.

(vi) Export Possibility / Domestic / export Markets There is a huge demand of the proposed products in the export market. Our products are widely used

and are in demand in the domestic Chemical industry.

(vii) Employment Generation (Direct and Indirect) due to the project There will be very good opportunity of employment generation directly and indirectly due to

proposed new project. We anticipate employing up to 50 operators and 25 office staff.

• MANUFACTURING PROCESS

Product A-1 Ortho Nitro Anisole OR Process Description: Caustic methanol solution is prepared in a reactor with approximate strength of caustic methanol solution is 15 % wt/vol. In autoclave ONCB/PNCB is charged. Also methanol is charged by indirect vacuum to obtain ONCB/PNCB solution in Methanol. Autoclave is then heated up to 78 oC. Then CM solution of 15 % strength is gradually charged over a Period of 30 hrs. During feeding temperature and pressure are controlled. After feeding CM solution the batch is maintained at 85 oC. and corresponding pressure to obtained desired set point. Ortho Nitro Anisole/ Para Nitro Anisole is cooled to room temp. and the contents are transferred to methanol recovery reboiler, where excess methanol is recovered. After recovery of methanol the organic layer i.e. Ortho Nitro Anisole/ Para Nitro Anisole is washed with water till pH becomes neutral. It is then stored in a storage tank for dispatch.

2,4 DINITRO ANISOLE

• Manufacturing process. Caustic methanol solution is prepared in a reactor with approximate strength of caustic methanol solution is 15 % wt/vol. In autoclave 2,4 DNCB is charged. Also methanol is charged by pump to obtain 2, 4 DNCB solution in Methanol.

Autoclave is then heated up to 50 °C. Then CM solution of 15 % strength is gradually charged over a Period of 4 hrs. During feeding temperature at 50 to 55°C are controlled. After feeding CM solution the batch is maintained 3 hrs at 55 °C and obtained desired set point. Charge water in Autoclave and reaction mass Filter in Agitated Nutch Filter. Filter Mixture Methanol + water transferred to methanol recovery reboiler. And 2,4 DNA remove from Agitated filter and packed in a 50 kg gunny bags as per the user's requirement.

• Product B-1 4/5 NITRO ORTHO ANISIDINE:

• Process description

Conversion of Ortho Anisidine to 5 Nitro Ortho Anisidine is carried out in four unit process namely Acetylation, Nitration, Hydrolysis & separation.

In Acetylation Ortho Anisidine is acetylation with Acetic acid + Acetic Anhydride to obtain acetylated Ortho Anisidine. Acetic acid is recovered after reaction completion. The Nitration of acetylated Ortho Anisidine is done with Nitric acid & Sodium Nitrite as catalyst. The nitro body thus obtained is hydrolyzed with caustic soda to get the hydrobody. Which contains Fast Red B Base & Fast scarlet R Base? This hydrobody is filtrate in neutech filter & caustic spent is taken out as a filtrate & filtrate is taken for further treatment. The separation hydrobody is done by addition of Sulphuric acid. Fast scarlet R Base which gets dissolved in Sulphuric acid is separated in filter. The residue i.e. Fast Red B Base is then dried, blended, pulverized and packed in drums and bags for dispatch. The filtrate is now neutralized with soda ash and filtered to get Fast scarlet R Base which is dried, blended, pulverized and packed in drums and bags for dispatch.

The caustic spent taken out from filter of hydrobody as a filtrate taken for neutralization. It is neutralized with recovered Acetic acid from acetylation. Then carbon treatment is given to this and then followed evaporation in another vessel. After completion of evaporation the liquid mass called as liquid sodium acetate can be despatchable or make cool and centrifuge it. This solid sodium acetate is also salable.

Product B- 2 2, 5 DICHLORO PARA NITRO ANILINE:

• Process Description: Acetylation: 2, 5 Dichloro aniline is acetylated with acetic anhydride to get acetylated 2,5 DCA .The acetylated mass of 2,5 DCA thus generated is taken for next nitration process

Nitration: Nitration of acetylated 2,5 DCA is carried out in the mixed acid of sulphuric acid and dilute nitric acid and the reaction is carried out at low temperature. Complete the feeding of acetylated 2,5 DCA , the nitro mass is maintained for 3-4 hrs till the reaction TLC is found ok. The nitro mass is then dumped in a ice liquid to precipitate the nitro mass and is then filtered to a nutch filter. Filtrate of nitro mass is transferred to a neutralizer for neutralization.

HYDROLYSIS : Nitro mass cake is then de acetylated with caustic soda flakes to obtained 2,5 DICHLORO PARA NITRO ANILINE. Hydrolysed 2,5 dcpna is then filtered to a notch filter and the filter mother liquid is sent for sodium acetate recovery plant. Wet cake of 2,5 dcpna is neutralized by wash water and the neutral cake is then centrifuged and dried in a dryer. Dried material of 2, 5 dcpna is packed in a 50 kg gunny bags as per the user's requirement.

Product B-3 META NITRO PARA ANISIDINE: Process Description

Conversion of Para Anisidine to Meta Nitro Para Anisidine is carried out in unit process namely Acetylation, Nitration, Hydrolysis .

In Acetylation Para Anisidine is acetylated with Acetic acid + Acetic Anhydride to obtain acetylated Para Anisidine. Acetic acid is recovered after reaction completion. The Nitration of acetylated Para Anisidine is done with Nitric acid & Sodium bi sulphite as catalyst. The nitro body thus obtained is hydrolyzed with caustic soda to get the hydrobody. Which contains Meta nitro Para Anisidine? This hydrobody is filtrate in neutech filter & caustic spent is taken out as a filtrate & filtrate is taken for further treatment. The wet cake Meta nitro Para Anisidineis then dried, blended, pulverized and packed in drums and bags for dispatch.

The caustic spent taken out from filter of hydrobody as a filtrate taken for neutralization. It is neutralized with recovered Acetic acid from acetylation. Then carbon treatment is given to this and then followed evaporation in another vessel. After completion of evaporation the liquid mass called as liquid sodium acetate can be despatch able or make cool and centrifuge it. This solid sodium acetate is a by product.

2. Sodium sulphate Process description:

• Sodium sulphate mother liquor of pH 7.5 to 8 is generated after the scarlet r base precipitator. • After checking the pH the liquor is neutralized with sulphuric acid in a PP vessel. • Neutralized rich sodium sulphate mother liquor is then transferred to a storage tank. • Sodium sulphate liquor is charged to a SS vessel for carbon treatment. • Heating is applied up to 80oC and the solution is maintained at that temperature upto two hours. • After carbon treatment at 80oC the whole mass is transferred through a pressure filter and collected to

a PP vessel. • Sodium hypo chlorite is added to the above mass for decolouring the solution. • After decolourizing the solution is transferred to a MEE for evaporation • Concentrate sodium sulphate liquid is then centrifuged and the centrifuge mother liquor obtained is

recycled back to the evaporator. • White sodium sulphate cake is removed from the centrifuge and packed in a gunny bag.

Process Description:

The effluent coming from the plant will be initially collected into the collection pits. The effluent from the

collection pit will be taken into neutralization tank where effluent will be neutralized with hydrated lime /

caustic lye. After neutralization pH of the effluent will raised up to 9 and potassium permanganate solution will

be added to oxidize the phenol present in the effluent. After the oxidation of phenol the effluent will be

neutralized by ferrous sulphate solution. The neutral effluent will be pumped into settling tank. Clear effluent

from the top of the settling tank pass through the activated carbon bed. The primary treated effluent will be

discharged to CETP of M/s Perfect Enviro Control System ltd. for final treatment and disposal. Sludge from the

settling tank bottom will be drain into sludge drying bed. After drying, it will be collected into bags manually and

stored into solid waste storage yard. It will be disposed off through Sarigam Waste Effluent Management co. ltd.

to TSDF, Vapi. The lichates from the Sludge Drying Beds & solid waste storage area will be taken back into the

collection pit.

4. SITE ANALYSIS

4.0 Site Analysis (i) Connectivity:

The project is located in notified Industrial Estate of Sarigam which is very well connected to National Highway no.8 and Western Railways. And the nearest air port (Mumbai) and port are 150 KM away from the project site by road.

(ii) Land Form, Land use and Land ownership: The land is in the form of industrial shed owned by Gujarat Industrial Development Corporation. The total plot area 14519.60 Sq.m is belonging to M/s Alchemie Industries. The existing land is located in the notified industrial area of GIDC Sarigam (notification no.GHU/97/16/GID/1093/2391/G-1, dated : 5th May 1997)

(iii) Existing Infrastructure/ land use pattern Proposed project will be located within the GIDC notified industrial area of Sarigam which has available infrastructure like water, electricity, roads, rail, transportation and drainage system, CETP and TSDF Site. Surrounding area is consisting with agriculture, other industrial units.

(iv) Soil classification and Land use classification: General soil classification of the area is as under: The area, being of basaltic formation, falls under the broad soil group of red loams and black clay soils. The transmission of water through similar parent material seems to have influenced the development of different physiographic characteristics of the soils in the area. The area in between the hills with sloping lands contains dark yellowish brown to very dark grayish brown gravelly clay loam to clayey soils of shallow to moderate thickness. The dissected hill and steep slopes suffer from severe erosion hazards. The steep hill slopes are almost devoid of soil.

(v) Climate data from secondary sources:

Rainfall Data:

The climate here is tropical. The winter months are much rainier than the summer months in Valsad. This climate is considered to be as according to the Köppen-Geiger climate classification. The temperature here averages 26.9 °C. Rain fall about 1963 mm of precipitation falls annually during 2013.

(vi) Social Infrastructure available: Sarigam infrastructure owes itself largely to the initiatives of G.I.D.C., in building the Industrial infrastructure and in attracting young entrepreneurs from Gujarat and other states. Equally, the growth of the social infrastructure - School, Colleges, Hospital, vocational training - stems from the bold initiatives of the Laxmi Vidhya Peeth. National Highway No. 8 passes through Bhilad. It is connected to all major cities. Bhilad and Vapi railway stations on the Mumbai-Ahmedabad rail link of Western Railway (India) has become the direct beneficiary in terms of revenues due to daily commuters. The Union territories as well as Vapi, Bhilad, Umbergaon, and Pardi, only 12–40 km from Sarigam, There are good residential and commercial areas. Daman and Silvassa (the capital of Dadra and Nagar Haveli) attract both Indian and international tourists.

5. Planning Description 5.0 Planning Brief. (i) Planning Concept (Type of industries, facilities, transportation etc) Town and Country Planning

/Development authority Classification: There is a cluster of numerous large-scale, medium-scale and small-scale industries, engaged in

manufacture of variety of products in the Gujarat Industrial Development Corporation (GIDC) notified area of Sarigam. GIDC notified industrial area of Sarigam has the entire available infrastructure like water, electricity, roads, rail, and transportation, availability of raw material, CETP, TSDF Site and drainage system.

(ii) Population Projection: Not applicable

(iii) Land use planning (breakup along with green belt etc.): The proposed expansion project is located within the Notified Industrial Area by Government of Gujarat and due to the proposed project there will not be any change in the land use pattern of the region. Plot site Area Statement:

(iv) Assessment of Infrastructure demand (Physical & Social): The proposed infrastructure to manufacture products will be built with standard engineering design considering all the relevant parameters related to environment, health and safety. Facilities like road and communication are good. Banks, ATM's and medical facilities are also adequate.

(v) Amenities/ Facilities:

Education- schools including middle, secondary and higher secondary schools, Collages, social welfare hostels. Medical and Health- Community Health Centre, & Primary Health centre are available near villages Power and water- All the villages are electrified and drinking water facilities are extended to all villages. Rail and Road- The project site is very well connected by road through State Highway no. 8, Western railways.

6. Infrastructure Details 6.0 Proposed Infrastructure: (i) Industrial Area (Processing Area).

Basic infrastructure developed already and the required plant and machineries will be installed after getting statutory clearance.

(ii) Residential Area (Non Processing Area) : No residential area is involved in the proposed project. The employs are accommodated in nearby Residential areas

(iii) Green Belt: Green belt area will be provided and maintain at the tune of about 30% of the total land area as the project site is within the developed industrial area.

(iv) Connectivity (Traffic and Transportation Road/ Rail/ Metro/ Water ways etc) : The project site is very well connected by road through National Highway no. 8 and western railways. (v) Drinking Water management (Source& Supply of water): Water requirement will be fulfilled through GIDC water supply. (vi) Sewerage System:

GIDC has provided sewerage system to dispose the sewage effluent.

(vii) Industrial Waste Management: Industrial waste water 90.06 KL/day generated mainly from the process and washing. Generated waste water will be treated by adequate effluent treatment plant and treated water will be send to CETP, Sarigam.

7. Rehabilitation and Resettlement (R&R) Plan: (i) Policy to be adopted (Central/ State) in respect of the project affected persons including home oustees,

land oustees and landless laborers (a brief outline to be given): The proposed Industry does not envisage any disturbance to local community or the village since the land is acquired and fully owned by GIDC Sarigam Notified industrial Area. The proposed project will not affect the home oustees, land oustees and landless laborers. Hence there is no R & R plan required.

8. Project Schedule & Cost Estimates: (i) Likely date of start of construction and likely date of completion (Time schedule for the project to be

given): After obtaining Environmental clearance and Consent to Establish from GPCB, the company shall start the proposed construction and commissioning of the project.
