1 General
1.1 Scope
This specification covers the supply and delivery to sites within the Northern Ireland Electricity Networks area of supply, of 300kV Post Current Transformers.
1.2 General Specification
This specification defines the technical requirements for 300kV Post Current Transformers for use in indoor and outdoor substations on the Northern Ireland Electricity Networks 275kV system.

The details of the NIE Networks 275kV system are as follows:

1.5 Service Conditions
The current transformers shall be designed to operate in outdoor locations in coastal and inland locations.
The equipment shall be capable of operating under following conditions:-
(i.) Maximum ambient air temperature +40 C
(ii.) Average value over 24 hour period 30 C
(iii.) Class -25 -25 C
(iv.) Altitude up to 1000m

2 Electrical Characteristics
2.1 Ratings
2.1.1 Rated Primary Current
The rated primary current (rated thermal current) for the current transformer connected to the 275kV system shall be selected from the following and as specified in the Schedules of this document under Section 10.2:
Option 1, 2000 Amp
Option 2, 2500 Amp
Option 3, 3150 Amp
2.1.2 Rated Secondary Current
Unless otherwise stated in the Schedules of this document under Section 10.2, the standard value of rated current shall be 1 Amp.
Tapping’s on CT cores must have secondary rating factors equivalent to the full primary rating of the CT.
2.1.3 Rated Output
The values of rated output shall be chosen from the options below and specified in the Schedules of this document under Section 10.2.
Option 1, 15VA
Option 2, 30VA
Values above 30VA may be specified to suit a particular application.
2.1.4 Rated Short-time Thermal Current
The short time thermal current rating for primary components shall be as follows and as detailed in Schedule 2.

The secondary cores shall have a thermal rating to withstand the primary rated short-time thermal current.

2.1.5 Rated Dynamic Current
The rated dynamic current shall be 125kA in accordance with BS EN 61869-2 clause 5.204.2.
2.1.6 Limits of temperature rise
The limits of temperature rise shall be as detailed in BS EN 61869-1, Clause 6.4 and Table 5.

2.1.8 Rated Secondary Winding Insulation Withstand
The rated Secondary Winding Insulation withstand shall be 3kV (r.m.s.) for 1 minute.
2.1.9 Creepage Distance
The minimum nominal creepage distance for the ALS (Alternative Long Short) insulator between phase and earth shall be in accordance with IEC 60815-3 Figure 1 for the case of heavy pollution levels – Class d. (Based on Unified Specific Creepage Distance of 43.3mm/kV, system highest voltage of 300 kV and the appropriate shed diameter factor, kD.)

2.2 Current Transformer Requirements for Measuring Purposes
2.2.1 Accuracy Class Designation
The standard accuracy class for measuring CTs shall as follows, in accordance with BS EN 61869-2.

2.3 Current Transformer Requirements for Protective Purposes
2.3.1 Standard Accuracy Class Designation
The standard class for overcurrent protective CTs shall be a standard accuracy class of 5P and an accuracy limit factor of 20 in accordance with BS EN 61869-2 and as specified in Schedule 1.
2.3.2 Requirements for Class PX CTs
Class PX Current Transformers may be required for certain protection applications. The CTs shall comply with BS EN 61869-2, for this type of current transformer. The requirements shall be specified in terms of the following characteristics and as specified in the Schedules of this document under Section 10.2.
(i.) rated primary current
(ii.) rated secondary current
(iii.) turns ratio
(iv.) rated knee point e.m.f. at maximum secondary turns
(v.) maximum exciting current at the rated knee point e.m.f.
(vi.) maximum exciting current at 50% of the rated knee point e.m.f.

3 Design & Construction
3.1 General
Unless otherwise stated below, the general requirements shall be in accordance with BS EN 61869-2, for Class PX protection current transformers.
NIE Networks preference is for Tank type (Hairpin) current transformers.
Current transformers must be fitted with expansion bellows, with preference for composite type bellows. Stainless steel bellows may be acceptable if the supplier can demonstrate that they have completed a full Load Cycling Test.
Oil filled current transformers must be fitted with a filling and sampling facility.
The manufacturer shall provide the following bushing type and colour:
(i.) Grey Composite bushings
The CT’s shall be manufactured using suitable components to provide an operational ‘asset life’ of at least 40 years. Information shall be submitted at time of tender to substantiate the predicted ‘asset life’.
During the term of the contract any material or design changes, if required, shall only take place following discussion with NIE Networks. In addition, any failures that occur during the contract term shall be reported to NIE Networks.
With regards to Type 1, 2 and 5 CT’s as defined in Section 10.2 of this document, Cores 3 and 4 may be moved in consultation with NIE Networks to enable the use of a smaller tank.
With regards to Type 6 CT’s as defined in Section 10.2 of this document, Cores 3, 4 and 5 may be moved in consultation with NIE Networks to enable the use of a smaller tank.
3.2 Primary Connections
The material used for the primary connections should be suitable for connecting to aluminium or copper busbars.
(i.) Primary Terminals shall be capable of carrying Bushing cantilever operating loads in accordance of BS EN 60137. While 6kN is the minimum option that NIE Networks will accept, options must be provided for equipment supporting loads of 8kN and 10kN.

3.3 Additional Requirements
(i.) An external earth terminal shall be provided, drilled, suitable for connection by 2 number M12 bolts. The connection should be designed to accept termination of 50 x 6mm copper tape earth electrode. The earth terminal should be fully rated for the fault rating of the current transformer (eg 50kA for 1 second).
(ii.) Lifting lugs shall be provided.
3.3.1 Capacitive Voltage Tap
Where the primary insulation consists of oil impregnated paper, capacitive voltage grading shall be applied. In such cases, the CTs shall be provided with a voltage tap, through an insulated bushing - which shall be normally grounded - for the purposes of
measuring the dielectric loss angle (tan). This shall be measured and stated on the rating plate.
3.3.2 Oil Filling and Sampling Points
Where the primary insulation consists of oil impregnated paper, oil filling and sampling valves shall be provided.
3.3.3 Oil level indicator
Where the primary insulation consists of oil impregnated paper, an oil level indicator shall be provided.
3.3.4 Synthetic resin liquid
Where synthetic resin liquids are used as a means of primary insulation, sampling valves and level indicators shall be provided. In addition, the manufacturer shall provide details of appropriate condition evaluation methods for the resin liquid.
3.3.5 Terminal Box Construction
The CT secondary terminal box shall be constructed from 316 grade stainless steel. NIE Networks preference is for Painted 316 grade stainless steel.
3.3.6 Terminal Box Terminals
Current transformer terminals shall be of the screw clamp, spring loaded, insertion type, suitable for clamping bare conductor or blade type terminations. The preferred example of this type of terminal is Entrelec M6/8.

3.3.7 Rating Plate
A rating plate shall be fitted to each current transformer, which shall contain details in accordance with BS EN 61869-2. Rating plate details shall be repeated within the terminal box.
In addition to the details required under BS EN 61869-2, the following list is further information that NIE Networks require to be on the rating plate:-
(i.) rated primary current
(ii.) rated secondary current
(iii.) turns ratio
(iv.) rated knee point e.m.f. at maximum secondary turns
(v.) maximum exciting current at the rated knee point e.m.f.
(vi.) maximum exciting current at 50% of the rated knee point e.m.f.
(vii.) maximum secondary winding resistance at 75C
(viii.) Reference to this specification.
(ix.) Manufacturer's name and reference number.

4 Cleaning and Protective Coatings
Outdoor plant and equipment, including fixtures and fittings, shall be protected against the corrosive effects of the weather and the environment. Ferrous material, not of stainless steel, shall be protected from rust by either galvanising or zinc spraying. A full description of the proposed system including surface preparation, rust inhibition and protective coating shall be provided. This description shall detail the thickness of all protective coatings. The surface protection scheme offered shall be subject to NIE Networks approval.

5 Test
5.1 General
Type and Routine tests shall be carried out in accordance with the latest issue of BS EN 61869-2 as appropriate, including the additional testing for measurement and protective CTs.
5.2 Type Tests
The manufacturer shall supply detailed type test certificates in accordance with BS EN 61869-2. This must be for the complete CT including all materials used during initial construction. In the event of any type test certificate not being available at the date of Tender, the manufacturer shall provide the relevant certificate at no additional cost, before dispatch of the equipment.
5.3 Routine Tests
Unless otherwise specified, routine tests shall be carried out as specified by BS EN 61869-2 on each current transformer.
5.4 Special Tests
In addition, the following tests shall be required in accordance with BS EN 61869-2:
(i.) Chopped lightning-impulse tests on the primary windings
(ii.) Measurement of the dielectric dissipation factor using both C1 and C2 measurements.
The following additional special test shall be carried out for NIE Networks:
(i.) Infra Red Pictures of the units during the heat run tests with the CT carrying its rated primary current.
5.5 Witnessing of Tests
NIE Networks reserve the right to witness all testing at no extra cost. Not less than 20 working days notice of works tests shall be given to NIE Networks so that the necessary arrangements may be made by NIE Networks for the attendance of a representative(s) at the works.

5.6 Test Certificates
One copy of the Test Certificate for each CT shall be forwarded to the Asset Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ, in pdf format for approval before installation of the equipment.
The successful Tenderer shall supply two copies in paper format and one pdf format for each CT of the final test certificate to the Assets Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ.

6 Documentation
6.1 Drawings and Information
The following drawings and information shall be supplied with the tender: -
(i.) Literature giving a full description of the equipment
(ii.) Type test certificates to BS EN 61869-2
(iii.) Typical dimensioned outline drawings of the equipment.
(iv.) A copy of the Company Quality Manual.
On receipt of an Order a copy of the "Quality Plan" shall be forwarded to the Asset Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ, detailing the specific quality practices and activities relevant to the order. It shall include a Product Flow Chart with reference to procedures used at different points for process control or inspection and give dates for:-
(i.) Stage Completion Certificate
(ii.) Issue of Assembly Drawings
(iii.) Start of Factory Assembly
(iv.) Completion of Factory Assembly
(v.) Completion of Factory Tests and Inspection
(vi.) Despatch details including a transport plan that has been agreed with the appropriate Northern Ireland road transport authority.
Three copies of the following drawings shall be forwarded to the Asset Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ, for approval: -
(i.) General arrangement drawings of the equipment showing dimensions.
(ii.) Detail drawing of the busbar terminals.
The final drawings shall be forwarded to the Asset Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ, 3 weeks before delivery of the equipment as follows:
(i.) 3 paper copies,
(ii.) and by one of the following: - a) CD-ROM Microstation.DGN format (Preferred Option) – V8i or higher
format. b) CD-ROM .DWG format – Autodesk 2010 or later. c) CD-ROM .DXF format.

6.2 Assembly, Operation and Maintenance Instructions
Operations and maintenance manuals shall outline the construction and functioning of the equipment, and shall detail the operating, inspection, examination and maintenance procedures, together with drawings and/or illustrations to enable all consumable spares to be readily identified for spares ordering purposes.
At least one month before delivery commences two copies of the operations and maintenance manuals in English for the equipment being supplied shall be forwarded to the Asset Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ.
Two copies of Maintenance Instructions, in English, shall be forwarded, for approval to the Asset Management Operational Manager, Assets, Northern Ireland Electricity Networks, Fortwilliam House, Edgewater Road, Belfast BT3 9JQ.not less than one month before delivery of the equipment.
6.3 Lifecycle costs
The manufacturer shall provide the following details at the time of tender: -
(i.) Disposal Costs
(ii.) Maintenance Costs
(iii.) Failure Costs e.g. time and material cost for component failure

7 Quality Assurance
7.1 Quality System and Inspection
The tender shall submit evidence to demonstrate that quality systems and inspection procedures are such as to ensure compliance with this specification.
The supplier shall preferably have minimum third party accreditation to BS EN ISO 9001
7.2 Environment
NIE Networks is committed to protecting the environment in which it carries out its activities and to this end has obtained accreditation to BS EN ISO 14001. As part of this commitment NIE Networks would prefer manufacturers to be accredited to ISO 14001, but as a minimum, demonstrate that a suitable environmental management system and inspection procedures are in place.

8 Training
Where the successful Tenderer's equipment has not previously been installed on the NIE Networks system, training will be required. The training shall be to a level which will allow NIE Networks staff to carry out installation, commissioning, first line maintenance and fault repair of the equipment. A suggested training programme including costs shall be supplied at time of Tender.

9 Delivery & Service
9.1 Packing, Despatch and Delivery
A minimum of seven working days notice shall be given to the NIE Networks Engineer who issued the purchase order for the CT’s, of the date and approximate time of dispatch of the equipment. This should also include a packing list detailing weights and dimensions of the equipment being delivered, there should also be handling instructions provided for off loading of the equipment.
Each Current Transformer shall be securely packed as an individual unit, suitable for storage OUTDOORS. They shall be suitable for lifting with a forklift truck with standard forks. They will be constructed to permit ratchet strap tie down on an open back lorry. Experience shows that a crate type arrangement works best. If this is not possible then agreement shall be obtained from Northern Ireland Electricity Networks Limited.
9.2 Spare Parts
The supplier shall give an assurance that spare parts will continue to be available throughout the life of the equipment. A comprehensive list of recommended spare parts with prices shall be supplied. This list may be taken into account in tender evaluation. The spare parts recommended shall be clearly identified on drawings which shall be included with the Tender. Spare parts shall be delivered suitably packed and treated for long periods in storage. Each packing shall be clearly and indelibly marked with its contents including a designation number corresponding to the spare parts list in the maintenance instruction.
