Purpose The purpose of this Report is to provide Elected Members with the results of the community consultation undertaken to facilitate adoption of the provisionally endorsed Draft Murray Bridge Town Centre Master Plan 2013 and to seek its adoption.
Background At the 3 June 2013 Council meeting a report was tabled to present the Draft Town Centre Traffic Plan for Councils adoption ‘in-principle’ as the basis for consultation. The report included a proposed Community Engagement Strategy to seek comments from stakeholders and the community on the Draft Plan. At this meeting Council resolved: “1. That item number 113.2 on Council agenda of 9 December 2013, regarding the Town
Centre Traffic Plan 2013 – Draft for Consultation be received and noted. 2. That Council adopts "in principle" the Draft Town Centre Traffic Plan 2013, for
consultation during June and July 2013, as outlined in the report titled Town Centre Traffic Plan 2013 – Draft for Consultation – June 2013.
3. That a further Report be presented to Council on this matter once the consultation on the Draft Town Centre Traffic Plan is completed.”
The Draft Town Centre Traffic Plan is contextual with and compliments Councils already endorsed Town Centre Master Plan (2012), and will provide critical advice to towards implementation of, and progression of actions for the Town Centre Master and Structure Plan/s, prior to progressing with any major investment in the private or public realm. In particular, it will provide critical advice to the redevelopment of Bridge Street and Sixth Street. The Draft Town Centre Traffic Plan has also been developed embracing the principles and values of the ‘place-making’ work already undertaken by the Rural City and by considering an integrated approach to, transport, proposed and existing land-use, amenity and the environment. The Draft Town Centre Traffic Plan has been developed to address access and movements for all modes of transport within the Town Centre; all vehicles, public transport, cycling and walking and will be delivered over several years. In addition and contextually, the Draft Town Centre Traffic Plan has been developed with careful consideration to the Council’s Draft ‘Integrated Transport & Traffic Management Plan’. The strategic context of the Draft Town Centre Traffic Plan (i.e. Local Area Traffic Plans) is shown in Figure 1.0 in this report. Sturt Reserve Traffic Calming Measures At the Council Meeting on 21 March 2013 the following Motion on Notice was resolved (Item 52.1): “That Council receive a report as soon as possible on strategies that may be available to ensure traffic through Sturt Reserve is moderated in a manner which ensures the safety of the many children and young people using the facilities of the area.”

Public Minutes 154 A subsequent Report was presented to Council in April 2013 to inform Elected Members of the status of strategies relating to possible traffic calming measures through Sturt Reserve. At this meeting Council resolved: 1. That item number 73.2 on Council agenda of 15 April 2013 regarding Sturt Reserve traffic
calming measures be received and noted. 2. That the issue of Sturt Reserve traffic calming measures be incorporated into the Town
Centre Traffic Plan. The Council Administration can confirm that the issue of Sturt Reserve traffic calming measures has been incorporated into the Town Centre Traffic Plan. Figure 1.0 Strategic Context for the TCTP (i.e. Local Area Traffic Plans)
The key aims of the Draft Town Centre Traffic Plan include: • The consideration of all modes of transport. • Promotion of pedestrian and cyclist movements in and around the Town Centre. • Enhance pedestrian safety and amenity by providing formal crossing locations and
redirecting pedestrian traffic. • Improve delineation and road safety at intersections where the pavement is sufficiently
wide.

Public Minutes 155 • “Quick win” solutions that aim to improve motorist behaviour, address road safety and
pedestrian safety concerns. • Improve the amenity of the town centre by incorporating landscaping and public art
opportunities in the central medians and verges. • Upgrade Bridge Street and make it a focal point of the town by increasing footpath
widths and provide opportunities for landscaping and public art. • Recommendations to lobby the State Government to incorporate public transport
services into the Town Centre.
Proposal A Draft Town Centre Traffic Plan for the Rural City of Murray Bridge (refer Attachment 1) has been developed in context with Council's recently adopted Town Centre Master Plan (2012) and based on known issues, existing and predicted traffic data and expected growth demand. The Draft Town Centre Traffic Plan has been developed in consultation with key stakeholders: including the general and business community; and Government (Department Planning Transport and Infrastructure (DPTI) and the Regional Development Authority (RDA)), following the ‘Ideas & Opportunities’ Workshops held in late March 2013. In total, four workshops were held with the following stakeholders: • Community Workshop (held at the Town Hall); • Business Community Workshop (held at the Town Hall); • Elected Member Workshop; and • Council Officers and Government Officers Workshop (including DPTI & RDA). Included in the Draft Town Centre Traffic Plan are a range of proposals to improve safety, amenity and environment for walking and cycling and measures to improve access, movement and safety for all modes of transport. Proposed Interventions/ Treatments/Measures included in the Draft Plan are identified below; (refer also Drawings in Attachment 1): (Note: the Draft Plan is provided in a pictorial manner to enable all readers to easily interpret the proposals being presented) 1. Possible Road Layout for Bridge Street (Subject to DPTI Approval); 2. South Terrace / Seventh Street Roundabout Modification (+ inclusion of “Zebra” Style
Crossings); 3. Option 1 Modifications to East Terrace / Mary Terrace Intersection;
Option 2 Modifications to East Terrace / Mary Terrace Intersection; 4. East Terrace / Bridge Street Intersection Modifications; 5. South Terrace / Sixth Street Intersection Modifications and Pedestrian Facilities; 6. South Terrace Road Layout Modifications, between and at West Terrace and Swanport

to progress opportunities for Public Transport Interventions.
Members are advised that all draft and proposed interventions have been reviewed by the Department of Planning, Transport and Infrastructure (DPTI). DPTI Officers have agreed that all proposed interventions are workable with the exception of the Bridge Street proposal, which will be subject to further investigation regarding workability associated with capacity. DPTI have agreed that notwithstanding that approval will be required for wholesale changes to Bridge Street, that all proposed intervention should be referred to public consultation to determine the support or otherwise for same. Consultation Process A Community Engagement Strategy was developed to provide direction for the project and ensure that a broad range of local community and stakeholders were informed of the project and had the opportunity to participate in the community engagement activities. The strategy was designed to build on the momentum created during the ‘Imagine your Rural City 2020’ consultation process. Table 1. Community Consultation Timeline

Workshops were held with Elected Members and the business and broader community. The objective of the workshops was to gain a greater understanding of local concerns/conflicts with traffic, parking, cycling and pedestrian movements in the town centre. It was emphasised that the project was to investigate all modes of transport not just focus on traffic and parking issues.
May 2013
The feedback received from the workshops has been collated and has been instrumental in developing the Draft Town Centre Traffic Plan.
As per Council resolution, the following consultation took place: 1. The Draft Town Centre Traffic Plan was placed on public exhibition for six weeks from 17
June 2013 to 26 July 2013 inclusive;

Public Minutes 157 2. Letters send to all identified stakeholders inviting them to participate in the consultation
process and provide comment on the Draft Town Traffic Plan;
3. A Public Workshop/Meeting was held on 24 June 2013 at the Town Hall where the local community were invited to hear more about the plan and ask any questions of clarification. This session was attended by over 50 local residents and businesses.
There were several opportunities for stakeholders to provide feedback on the Draft Traffic Plan. The Plan was available for viewing at the: • Library, Local Government Centre and Council’s website; • Hard copies of a feedback form (and copies of the plan to take away) at both the
Library and the Local Government Centre; • Feedback box at both locations or mail into Council; • On-line Survey; and • Email. Consultation Results - General There was a total of 32 submissions which does not included the petition from CBD Traders that has 30 signatures (refer Attachment 2). The petition identified positive and negatives regarding the Draft Town Centre Traffic Plan. Whilst the CBD Traders saw positives in certain “small wins” throughout the Town Centre, they are not supportive of the proposed changes to Bridge Street due to concerns of money wastage, time, effort, disruption to retail trade, congestion, loading zone problems, emergency vehicle and take away retail sales. The CBD Traders identified a number of suggested improvements to the CBD and in particular Bridge Street. These include: heritage lighting; need for public toilets; street furniture; more regular cleaning; longer parking hours; and promotion of local events. These issues will be addressed in the redesign of Bridge and Sixth Streets. Further detail of this project is provided later in this report. By far the majority of feedback (81%) was received by post and email with only 6 (19%) respondents choosing to use the on-line survey. Overall, the vast majority of submissions were not supportive of the proposed changes to and around Bridge Street. Specific concerns were around the reduction of lanes; angle parking, loading bay provision and the change of West Terrace to one way. A summary of the issues received during consultation in provided in Attachment 3. This includes a summary of the issue raised; summary of issues in reference to concept plans; Council’s consultant’s response; and the proposed amendments to the Town Centre Traffic Plan. Consultation Results – Bridge Street and Surrounds The Draft Town Centre Traffic Plan proposed changing Bridge Street from four lanes to two lanes. The reasoning for this change was to reduce the speed of traffic using Bridge Street and allowing the ability to develop wider verges/footpaths to allow greater ‘place making’ and landscaping activities. Whilst Council’s Consultants and the Council Administration still sees great benefits in reducing Bridge Street to two carriageways, due to significant concerns from the owner of the road, DPTI, CBD Traders and the community in general, Council Administration recommends that there be no changes to the existing conditions on Bridge Street with regards to the number of lanes and parking arrangements (i.e. two lanes of traffic each way to remain as currently exists and existing parallel parking to remain). This approach will also result in Sixth Street (South) be retained as two-way traffic, widening the existing footpath and retaining existing parallel parking. Council Administration does recommend that an on-street bike lane is introduced along both sides of Bridge Street from the bridge and at and on approach to intersections (all approaches). These proposed amendments are detailed in Attachment 4. Quick Wins In the 2013/14 Annual Business Plan, budget ($30,000) was allocated towards undertaking a number of high priority and relatively low cost projects identified in the draft Town Centre Traffic Plan. Council Administration will prioritise and cost the remaining projects identified in the Town Centre Traffic Plan for consideration in the following year’s budgets (2014/15). Bridge and Sixth Street Revitalisation Council is in the process of developing detailed design and construction drawings for the redevelopment of Bridge Street and Sixth Street. Council has sourced grant funding from the State Government’s ‘Places for People’ program and has allocated money in the 2013/14 Annual Business Plan to undertake this work. Specifically, for Bridge Street the project aims to reinforce the connections between the river and the Town Centre, in particular to pull abstract elements of the river up into Bridge Street. For Sixth Street, the project aims to reinforce the cultural hub of the town, with the Civic Buildings and the Art Gallery being a focus. The overall goal is to provide an exciting, livable, viable and vibrant destination and Centre, activated by people enjoying and using the places and spaces within the streets. Council Administration has sought tenders from consultants to undertake the development of designs and constructions drawings; however will not appoint anyone until the issue of the number of carriageways in Bridge Street is resolved.
Legislative Requirements Council must ensure compliance with the following Acts, Guides and Standards: • Road Traffic Act 1961 (as amended); • Minister Notice to Councils (authority re: controlling the use of Traffic Control Devices in
SA); • AS 1742 (Australian Standards – Traffic Control); and • Code of Practice for the Use of Traffic Control Devices in SA (DPTI).
Council Policy There are no Council policies associated with the recommendations in this Report however it has been developed with careful consideration to the Council’s Draft ‘Integrated Transport & Traffic Management Plan’ and the Town Centre Master Plan (2012).
Financial Implications In the 2013/14 Annual Business Plan, budget ($30,000) was allocated towards undertaking a number of high priority and relatively low cost projects identified in the draft Town Centre Traffic Plan. A budget to deliver the actions within the Town Centre Traffic Plan will be considered on an annual basis as part of the Annual Business Plan process.
Risk It was important that Council engaged with its community and other key stakeholders as to the content of the Draft Town Centre Traffic Plan and to obtain feedback on the actions contained within the Draft Plan.
WHS There are no WHS issues associated with the recommendations in this Report.

Recommendation 1. That item number 292.2 on Council agenda of 9 December 2013, regarding the Town
Centre Traffic Plan 2013 be received and noted. 2. That Council adopts the Town Centre Traffic Plan 2013 with the following amendments:
2.1 That there be no changes to the existing conditions on Bridge Street with regards to number of lanes and parking arrangements (i.e. two lanes of traffic each way to remain as currently exists and existing parallel parking to remain.
2.2 That Sixth Street (South) remain two-way and West Terrace (South) be retained as one-way traffic, and retaining existing parallel parking with consideration given to converting Sixth Street to a shared space similar to the proposal for the northern section of Sixth Street as part of the detailed design considerations).
3. That Council responds to all parties that provided comment during the community consultation on the Draft Town Centre Traffic Plan 2013, thanking them for their contribution.

292.2 TOWN CENTRE TRAFFIC PLAN 2013 Cr Wilson declared a conflict of interest in item 292.2 in accordance with section 74 of the Local Government Act because he has a personal interest in the matter which is for decision before the Council as he owns property within the precinct.
Cr Jerry Wilson left the meeting, the time being 08:09 PM due a conflict of interest Cr Secker moved 1. That item number 292.2 on Council agenda of 9 December 2013, regarding the Town
Centre Traffic Plan 2013 be received and noted. 2. That Council adopts the Town Centre Traffic Plan 2013 with the following amendments:
2.1 That there be no changes to the existing conditions on Bridge Street with regards to number of lanes and parking arrangements (i.e. two lanes of traffic each way to remain as currently exists and existing parallel parking to remain.
2.2 That Sixth Street (South) remain two way and West Terrace (South) be retained as one-way traffic, and retaining existing parallel parking with consideration given to converting Sixth Street to a shared space similar to the proposal for the northern section of Sixth Street as part of the detailed design considerations).
3. That Council responds to all parties that provided comment during the community consultation on the Draft Town Centre Traffic Plan 2013, thanking them for their contribution.
4. That Council undertake a series of “Quick Win” projects with the $30,000 allocated in the 2013/14 financial year as identified in Table 3. That item number 292.2 on Council agenda of 9 December 2013 be received.
