United Nations Convention on the Law of the Sea

Meeting of States Parties

Twenty-first Meeting

The Twenty-first Meeting of States Parties to the 1982 United Nations Convention onthe Law of the Sea will be held from Monday, 13, to Friday, 17 June 2011. The Meetingwill be convened on Monday, 13 June 2011, at 10 a.m. in Conference Room 1 (NLB).The provisional agenda of the Meeting is contained in document SPLOS/L.67.

States parties are reminded that the election of seven members of the InternationalTribunal for the Law of the Sea, in accordance with article 4 of Annex VI to theConvention (Statute of the International Tribunal for the Law of the Sea), will takeplace during the Meeting. With regard to the composition of delegations, States partiesthat have not yet done so are requested to submit their credentials no later than Friday,

10 June 2011, to the Division for Ocean Affairs and the Law of the Sea, Office of LegalAffairs (room DC2-450). Credentials should be submitted in due form as required byRule 13 of the Rules of Procedure for the Meeting of States Parties ( SPLOS/2/Rev.4).

Economic and Social Council

 Informal meeting

There will be an informal meeting of the Economic and Social Council, convened by the

facilitator, Mr. Pål Bekken (Norway), on Friday, 10 June 2011, from 10 a.m. to 1 p.m. in

the Economic and Social Council Chamber (NLB), on draft resolution E/2011/L.13,entitled “Committee of Experts on International Cooperation in Tax Matters”. The

meeting will include a presentation of the draft resolution by the Bahamas (on behalf of 

the Group of 77 and China), followed by a briefing by the secretariat on institutional

arrangements to promote international cooperation in tax matters, in follow-up to the

discussion at the informal meeting of the Council held on 26 April 2011. An initial

exchange of views will follow.

 Informal joint event of the Council with the Peacebuilding Commission

The Economic and Social Council and the Peacebuilding Commission will hold aninformal joint event on “Promoting durable peace and sustainable development in theSudan and South Sudan” on Monday, 13 June 2011, from 3 to 6 p.m. in the Economic

and Social Council Chamber (NLB). Following the opening remarks by the President of the Council, H.E. Mr. Lazarous Kapambwe (Zambia), and the Chair of thePeacebuilding Commission, H.E. Mr. Eugène-Richard Gasana (Rwanda), the meetingwill continue, as indicated below:

Interactive panel discussion on “Development and state-building priorities inSouth Sudan” (from 3.30 to 4.45 p.m.);

Interactive panel discussion on “Promoting durable peace and sustainabledevelopment in the Sudan and South Sudan: A regional perspective” (from 4.45 to6 p.m.); and

Closing remarks (at 6 p.m.).

 Briefing

The Vice-President of the Economic and Social Council, H.E.  Mr. Miloš Koterec

(Slovakia), will hold a briefing on the preparations for the general segment of the 2011

Room 7 (NLB). An updated matrix of action taken by the Council in 2009 and 2010, in

conjunction with general segment items, and likely action in 2011, has been posted on the

Prepared statements

Speakers in the Security Council are advised that providing in advance copies of prepared statements which they intend to read out in the Council greatly facilitatesthe work of the Secretariat by permitting a sufficient number of copies to bedistributed to all meeting participants and by assisting interpreters, verbatimreporters and press officers in maintaining the quality of the product delivered.Both interpretations and verbatim records rely upon the statement actuallydelivered, but copies of texts help interpreters to correctly render details andnuances and help verbatim reporters to produce the written record more quickly.Speakers are therefore encouraged, whenever possible, to provide copies of theirstatements, as early as possible in advance of delivery, to the Conference Officer in theChamber.

Delegations are kindly requested to make 40 copies for minimum distribution toCouncil members and relevant services, and 200 additional copies for generaldistribution in the Security Council Chamber.

Security Council

6548th meeting  Reports of the Secretary-General on the Sudan

The agenda was adopted without objection.

In accordance with the understanding reached in the Council’s prior consultations, thePresident, with the consent of the Council, extended an invitation under rule 39 of theCouncil’s provisional rules of procedure to Mr. Luis Moreno-Ocampo, Prosecutor of theInternational Criminal Court.

The Council began its consideration of the item and heard a briefing by Mr. Moreno-Ocampo.

6549th meeting (closed)  Reports of the Secretary-General on the Sudan

The Security Council met in private. At the close of the meeting, the followingcommuniqué was issued by the Secretary-General in accordance with rule 55 of theprovisional rules of procedure of the Council:

“At its 6549th meeting, held in private on 8 June 2011, the Security Council consideredthe item entitled ‘Reports of the Secretary-General on the Sudan’.

“The President, with the consent of the Council, invited the representatives of Argentina, Armenia, Austria, Bahrain, Belgium, Burkina Faso, Chile, Costa Rica,Croatia, Cyprus, the Czech Republic, Denmark, Egypt, Ethiopia, Finland, Greece,Hungary, Ireland, Italy, Japan, Kazakhstan, Kuwait, Liechtenstein, Malaysia, Mexico,the Netherlands, Norway, Poland, Romania, Saudi Arabia, Serbia, Slovakia, Slovenia,Spain, the Sudan, Sweden and Turkey, at their request, to participate in theconsideration without the right to vote, in accordance with the relevant provisions of theCharter and rule 37 of the Council’s provisional rules of procedure.

“Pursuant to the decision taken at the 6548th meeting, the President recognized thepresence of Mr. Luis Moreno-Ocampo, Prosecutor of the International Criminal Court,at the Council table, in accordance with rule 39 of the Council’s provisional rules of procedure.

“The members of the Council had an exchange of views.”
