b. motion to approve, seconded, approvedV. Rep Report of Lauren Ward

a. To my fellow reps, good evening. I would feel remiss if I did not choose to leave this poisonous position. If the shoe fits, take from it. What are we doing? This includes everyone affiliated with CSG, it is evident that students of color have tried to use CSG as a platform and have been silenced. After a heated meeting, I woke up to a call from the police department with a warning of contact. This member was influenced by another member of CSG to call the police on me. What kind of hatred and spite must you have to go to directly to the police for something that wasn’t worth the police’s time or my own. Did not care about my

Page 2: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

feelings or my term. Why? It is because of selfishness. CSG is an incredible org with many flaws. The girl who got her seat was because she ran with the party. Other students would not have faced this same type of judgement. I am not the type of women to be shaken easily. The fact that my knowledge, candor, and leadership was enough to react like that made me realize that I have the power. Among many other things, the toxicity of hypocrisy infects the org. It is disgusting, some of you have evolved into people who I do not recognize. Even though I am leaving this position, I will make sure to still have a voice on this campus. Please continue to do good work, please do not hesitate to reach out. It has been an impactful and emotional time.

i. motion to add 2 minutes, seconded, approvedb. I hope you have taken note of what I said to make this org great. People have their

own agendas, but do not get caught up in this. You signed up to help students of this university. I hope you have taken serious note of what I said to remember the reason why we are here: lead student body, make an impact. Thank you.

i. We are here to share some concerns we have about Richard Spencer on Campus. The OP-ed in the Michigan Daily shows these concerns. We were shocked to hear that there was going to be teach-in of Spencer on campus, promises to explore the far-rights affinity for the state of Israel. Is there anything to this claim? Spencer says yes. Spencer wants a secure homeland for the white people, tries to compare this to the need for Israel for the Jewish people. Tries to further his own vision for a white country by comparing it to the Zionist movement. If white people are disposed, why shouldn’t they get a homeland too? This statement is not true. “Jews have been vastly overrepresented in the establishment; white people are being disposed from this country” his ideas should be condemned, not closely examined. Our American Jewish community have been under attack.

ii. At Charlottesville, we saw this happen. The event happening tonight brings Spencer’s ideas to campus. his prerogative is to affect as many people as possible with his ideas, cloak it as an opinion dialogue. Host an event tonight about modern day Anti-Semitism, at 9 pm in room 1230, at the Ford School. Our concerns about anti-semitism met with joking and illegitimacy. Troubled that SAFE will engage with

Page 3: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

Spencer’s ideas. The idea that we should hear him out when he talks is a departure from normal.

1. Hafsa: are you three planning to attend SAFE’s event?a. no, like-minded people went to it

i. Government fails when we fail to hold our leaders accountable. I feel we have failed to hold each other accountable for this upcoming elections. We have failed to address the issues coming up for the election. I cannot ignore what we have seen and heard these past few weeks. As someone looking forward to the election, I have been disappointed in those running in the future. The behavior I have witnessed have not been representative of what the Assembly should stand for. In just this past month, potential candidates have lied, deceived, and spread misinformation to get an upperhand in the election. I was shocked that reps told me I would work on a campaign, I was lied to when I addressed this. This is just one example out of many. Candidates do now work with character, the process is almost unregulated. It is our duty to uphold the principles of the organization in everything we do. Those uninvolved in the election, it is your job to call out the behavior. Our organization has struggled to gain the trust of our student body, makes us less worthy of this trust if we continue down this path. servitude must be the focus of everything we do. No room for personal agenda.

ii. Izzy Baer:1. I want to start by reiterating Nadine’s point, disappointed by the

attendance at the anti-semitism workshop. Very few

Page 5: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

representatives showed up, issue that we face. Must clarify that zionism and nazism are not the same. SAFE members believe that Spencer’s views are worthy to hear, wants all the jews in one place to be easier to control. Wants the USA to be jewish free. Spencer believes in the ethnic cleansing of jews from america. To equate richard spencer as a nazi as a zionist is anti-semitism. SAFE has a double standard. It feels like no one is listening. The culture in our campus is frustrating. The michigan daily included a quote that summarized Spencer’s racist desire to get rid of Jewish people in the USA, used this quote to title the article. Made it seem as though jewish students supported Spencer. Should not have to fear being on campus. The jewish community alone cannot fix these problems. need to be educated. we have a responsibility to attend workshops and events to make campus more welcoming. it is our job to listen and understand.

2. Haya: Is 1L as hard as everyone says it is?a. it’s harder

ii. motion to approve, seconded, approvedf. Motion to suspend the rules to move Brian Kuziera to before new business

XIII. Report of Elections Directora. Brian Kuziera:

i. Good evening, thank you for moving me ahead of the resolutions. Want to explain a few details in the resolutions. There are two resolutions regarding amendments to election code. One substantially modifies the election code, requires that endorsements file an affidavit endorsement so that we have proof of endorsement. Creates different categories of unauthorized endorsements. Try to keep it from not being wordy, but several important operative clauses. Want to continue some of the same rules as before. volunteers for campaigns through verbal do not fall under unauthorized endorsements.

ii. Second resolution is introduced this evening, resolution has two pressing topics. Want to suspend rules and amend to compiled code. Pertains to party names. Two ways for the party names. can get signatures. In this particular year, since there was one party last year, there were 38 reps, could be multiple groups of five candidates to use the party name Emerge again this year and get authorization. In most years, not an issues, several parties and rebranding. This is an issue this year. Having low threshold for the party name is difficult, no precedent

Page 8: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

or authority for the UEC to resolve this. Recommend that there is no second option to reuse party name by getting five signatures, instead have majority of previous party to run again. All of these candidates should still be enrolled at UMich. Should know what your options are with party names and branding.

iii. Second part of second resolution says that there should not be restrictions prior to campaigning. First Amendment prevents this, as well as the First and Second sections of Article 8 of All-Campus Constitution, includes students running as candidates. Any restrictions must be narrowly tailored and achieve objective. Do not want to give students an undue burden of critique before campaign period. Restrictions on other campaigning, such as social media, would run afoul of the first amendment. Would pose free speech issues. Legitimate reasons for no restrictions, would impair candidates to recruit, rules that apply still apply before campaign period. Important to remember that parties have strong incentive to send listservs and facebook spans prior to election. Self Regulate. encourage you to put these for vote and suspend rules as necessary. In an event that a party launch before next tuesday, please understand that the current code as written would result in infraction.

1. Alex: you want to suspend rules to push through second rules today?

a. yes, failure to do so would result in candidates being issued four demerits to candidates.

2. Whit: how did you decide on specific carve outs?a. has to do with what is on campus. Posting areas,

chalking, etc. things that are traditionally regulated, UEC has jurisdiction over. Facebook is not UMich platform, legitimate uses outside of CSG. Email is tricky, some of it falls under restrictions. However, given that email is effective way to recruit for reps and volunteers, putting restrictions on campaign related emails is too far. Easier to carve out emails in entirety. All normal rules that apply during the election are still in effect prior to official campaign period. This is just to say that if groups want to say to get involved, will not be a campaign email.

XIV. New Business

Page 9: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

a. A.R. 7-036 A Resolution to Support Mandatory Consent and Mutual Respect Training for Incoming Theatre and Film UM Students

i. Sierra: 1. Throughout my time in BFA acting period, have witnessed

multiple experiences of non consensual behavior. When acting, body is no longer mine, and do not need consent. the MeToo movement has inspired this, want to create positive culture for consent and respect for future groups. Need specific training in these groups for special training as future acting professionals. This resolution is first step in addressing what workshops and resources these groups need. Have unique problems that these groups need to address, need individualistic resources and training. University responsibility to address this issue. Impossible to learn in an environment without consent and respect. This is a great first step into changing the culture.

a. Soto: SMTD has regular workshops correct?i. yes, has Change it Up and Relationship Remix, but

need specific, further training for these intimate settings.

b. Jake: If passed, have you spoken with Administration in SMTD for next step?

i. Asks upon departments themselves to find people to make these workshops, part of larger initiative to change these groups for petitions about students who are supporting these initiatives. The administration is aware of the need of this, have had workshops but none of them have been mandatory. Should make it mandatory for incoming students.

c. Kevin: what kind of pushback do you expect?i. Would expect pushback from administration, have

been working on it for the year. Having a CSG endorsement of this would be positive. Not sure of the LSA departments. Cannot really predict pushback. These cultures are really unique, can’t fully predict it.

2. Commentsa. Whit: would make the tense of your result clauses

consistent. b. A.R. 7-037 A Resolution to Encourage the University of Michigan to Look In

To Transitioning From Fossil Fuels to Cleaner Energy Sources

Page 10: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

i. Julian: 1. In 2011, University made a lot of sustainability goals, one had to

do with energy consumption, want to reduce 2006 levels by 25%. Have not done a lot on this goal. Looking to assess the feasibility of reducing fossil fuels without raising tuition. A lot of other Big10 universities have plans with companies to make this change. Workshop on April 5th to look at feasibility to make this transition. Would like to see CSG support on this to ensure this goal. The pledge went around a few months ago to put pressure on Schlissel.

a. Kevin: how much money has university invested in fossil fuels

i. A lot. have made their own natural gas power plant. do not want them to reduce immediately, but make a carbon reduction plan that will slowly lower.

b. Mackenzie: when looking at energy consumption, is that overall or just fossil fuel?

i. Overall, but most of the overall is fossil fuel. not much sustainable.

c. Lloyd: quorum call pleasei. quorum is 25, we have 26

d. Mackenzie: is the university goal to reduce energy consumption or change the source?

i. to reduce fossil fuel consumptione. Whit: fossil fuel reliance sounds like it is for use, not

investments. is this accurate?i. yes, focus on produced and bought from DTE

f. Whit: second resolve clause, do you have a plan for who will do that?

i. yes, in next campus wide email, will have a google form to sign.

g. Whit: will that only be sent to student body regardless of schlissel signing it?

i. plan is to send it regardless, we want the president to see all the signatures and then sign it. If he knows there is support, more likely to sign it.

h. Lloyd: have you been in contact with Hank Meyer and Angie?

Page 11: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

i. Angie yes, not Hank Meyer. Have talked to faculty though.

2. Commentsa. Whit: I would add a number of citations for Planet Blue,

numbers, etc. b. Whit: I would reorder the resolve clauses. Move 3 - 2 - 1

for the clauses. would make more sensec. Mackenzie: would be more effective to give data of

fossil fuels only. Could have some credited to renewable energy. State what units of measurement mean. Use sig figures.

d. Whit: would cite fifth whereas clausee. Austin: should include data on how much renewable

energy we currently consume.f. Mackenzie: perhaps add something about what type of

nonrenewable resources we are usingc. Motion to move A.R. 7-040 to next in order, suspend rules first

i. Point of information, why?1. urgency

ii. Rules are suspended. iii. Second to motion, approved

d. A.R. 7-040: A Resolution to Further Amend the Election Codei. Again, there are two major parts to this resolution. First is to amend

section D.2.D of the compiled code for the authorized use of the campaign party name by 5 candidates, change it to be outright majority. Second goal of resolution is to clarify restrictions on campaigning, need to stay within line of rights to free speech, would remove this restrictions.

1. Whit: would you be open to amendment adding currently unrelated provision of UEC adding Police Department member

a. not sure how that pertains to current resolution. i. needs to be on a resolution. this is a good one.

Could not be passed before.Would have passage this week. could announce it this week.

2. Point of Information: does it need to be on different days?a. yes must be on different days

3. Point of information: why do we need to pass this today?a. our compiled code is illegal as it stands, would like to

not get sued

Page 12: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

4. Motion for two minutes recessa. seconded, approved

e. Call for Emergency Meeting of CSGi. We need to get this passed to protect the constitutionality. Need 25

people to show up to vote this rule change in. Anushka will ask you to come to the meeting tomorrow

1. Justin: if we do not vote for this meeting, and you call it, it will be at 9:30 correct?

a. yes2. Jared: If we get ⅓ to vote in favor, will get to suspend the 24

hours. Can call the emergency meeting tomorrow, to pass the rule.

3. Austin: still need quorum at the emergency meeting, correct?a. yes

4. Justin: where has this rule come from?a. When Brian and I went over the code, took while to find

all the different parts to be changed. i. Where did the new rule come from?

1. Added either this year or last year, was not there 2.5 years ago. Other alternative is for UEC to issue an advisory opinion, would not be as quick of a process, could take several days to do. UEC would ultimately decide how this opinion looks.

5. Soto: I yield to AJ: Party names aren’t due until after the declare?

a. yes, but it is pressing. The UEC has to enforce election code at time violation occurred. The issue of campaigning is what this would address. Need to have the 25 people there still for tomorrow, otherwise will need to do it on Thursday or next week.

6. Justin: if we do not have the 25 people, can we reschedule the meeting again?

a. yes7. Marzia: what are the options

a. 1. Anushka can call emergency meeting, need to wait 24 hours

b. 2. With ⅓ signatures, can meet anytime tomorrow

Page 13: umcsg.files. Web view2/2/2018 · Appointment of Amanda Kaplan as an LSA Representative . Amanda. motion to table until next week, seconded, ... would not be as quick of a process,

c. Will have UEC issue advisory opinion, will take time. Unlikely to get it out tomorrow

8. Frank: out of three options, which should we doa. Option 2, need 25 people at the meeting tomorrow

9. Lloyd: we can choose the time we meet?a. yes, if not have 25 people, will need to do the petition

again10. Marzia: will need to find a time to make this work for people?

a. yes11. Efe: can we do a WhentoMeet to see when people can meet?

a. potentially12. Zeke: could we wait until 12:01 to get this passed?

a. potentiallyii. Comments
