ONLY NUMBERS

I acquired the Deauville from the Honda agent in Hastings in 2016; 15 years’ old but only 24k kms

on the clock, imported from the UK in 2004. Runs nicely and I keep it mainly as a spare, and for

visitors. When I took it for the WOF check in December 2017, I made a big mistake by declaring to

Grant Bennett, the workshop manager at Honda Hamilton, that the bike was running fine and should

pass the Inspection, no problem. Wrong. A rough spot was found on the steering head bearing and

$377 later, the WOF was issued.

In December 2018, even though the bike is running perfectly (from my perspective), I kept quiet and

said nothing to Grant when I handed it over for the WOF Inspection. This time he declared that

mechanically the bike is fine but a WOF cannot be issued. Why not, I asked? The 17 digit Chassis /

VIN number on the bike does not correspond with the NZTA database record; I was told to sort it

out with NZTA.

The bike was first taken to Vehicle Inspection NZ in Hamilton who took pictures of the offending

Frame and Engine numbers. This was referred to NZTA Head Office who initially decided that an

error had been made by the AA inspector in Hastings when the bike was imported in 2004. Two

Wayne, the WOF Inspector at Honda Hamilton, picked up the discrepancy between the

Chassis & Engine numbers on the Deauville, and the NZTA record.

bikes had been imported and checked at the same time and the numbers transposed. A ban flag

was placed on both bikes until the problem was sorted.

NZTA declared that “the fact that both bikes had been continually warranted since 2005 and no one

has picked up the incorrect frame numbers is unbelievable”.

I was told to refer the matter back to the AA to rectify the issue. AA Certification in Hamilton

referred me to AA Inspections Office in Auckland, who, on checking their records, found that no

error had been made by them when the bike was imported in 2004. The matter went back to NZTA,

the other bike which is located in Auckland was checked, the ban lifted on my bike, and I was able

to finally get the WOF issued, 50 days after first taking the bike for the check. It appears that, back

in 2004, the vehicle importer simply attached the wrong number plates to the two bikes, and WOFs

were issued to both bikes each year for 14 years before the error was spotted by Honda Hamilton.

But this begs another question? When did you last check that the engine, frame or chassis numbers

on your vehicle match the official record on the documentation? I have owned vehicles for over 60

years and have never ever checked!!
