About Project Transfer
Formed in April 2006 Aim: Improve Procedures for Journals
Transferring Between Publishers Contributions from Librarians,
Publishers and Agents/Intermediaries and Aggregators
Aim: to prevent messages to Lis-E-Journals, for example…!

Phase 1: Code of Conduct Extensive drafting and consultation over a 3
month period Launched on 16 April 2007 at UKSG Annual
Conference Aim: to achieve a commitment from all
publishers to support the work of Transfer and to improve publishers’ internal systems and processes, in order to ensure that end-users and librarians enjoy continued access to electronic content
We do realise that this will take time and is not easy, but we wanted to start somewhere…

Roles & Responsibilities: transferring publisher4. Born digital (recent) archive–current :
Mandatory Rights to the digital files will be
transferred to the society or publisher for the ‘Born Digital’ journal content
Where rights are owned by the transferring society or publisher, they will make available all digital files in their possession at time of signing for no additional cost

Mandatory Rights to the digital files will be
transferred to the society or publisher for the ‘Digitised Archive’ journal content
Where rights are owned by the transferring publisher, they will make available all digital files in their possession at time of signing (for an agreed cost.)

Communicate to subscribers at least 3 months before the effective transfer date
Insert text on journal home page:
This journal will no longer be published by <publisher name> as of <year>. Please go to <new URL> as of that date.

Each transferring publisher will actively sign over DOI names to the receiving publisher following the CrossRef DOI Ownership Transfer Policy.

Add all relevant key data onto the Transfer database

The rights owner (society or publisher) will grant non-exclusive distribution rights to the transferring publisher
To allow the transferring publisher to continue to provide access for at least 6 months after journal transfer

Will make the journal content freely available on their journals website for at least one month after the effective transfer date.

On receipt of the subscriptions lists the receiving publisher will continue to grant access, honouring prior access commitments

Each receiving publisher will ensure transfer of DOI names for archive content
Transfer recommends that publishers do not assign new DOI’s when they acquire content but update the existing DOI names to resolve to the new location according to CrossRef policy
