In eastern Ukraine, following a period of relative calm in September, fighting picked up again in October, causing civilian casualties, damages to infrastructure and triggering more humanitarian needs. The fast approaching winter and the drop in temperatures raise additional concern, as more houses are damaged, and interruptions of electricity, water and gas supply – all inter-dependent across the ‘contact line’ -- continue to be recorded. Partners and the authorities are engaged in winterisation efforts, yet, many people, especially those living along the ‘contact line’, are likely to face winter without proper windows or sufficient heating supply.The one-week long disruption of water provision for up to one million people in Luhansk has been reversed after a humanitarian partner stepped in to pay the bill for a couple of months’ supply as a stop-gap measure. Decision to cut electricity for the system and the subsequent suspension of the water flow was triggered by the failure to repay accumulated debts of the water company based in non-Government controlled area (NGCA) to the privately-owned electricity supplier in Government controlled area (GCA). Unless a sustainable solution to the transfer of funds and payments is found, this issue will likely recur very soon.Access to social payments remains a major concern, particularly for pensioners who reside in NGCA and were forced to register as IDPs in order to receive payments in GCA, as per the Ukrainian legislation requirements. Despite access restrictions and insecurity, between 1 September and 8 October, the humanitarian community delivered more than 700MT of shelter items and 160MT of food to Donetsk NGCA.
