WHEREAS,the chorus consists of thirty-five male voices singing both classic andcontemporaryfavoritesin barbershopstyleharmonythat will bring a smile to yourfaceandtug atyourheart; and
WHEREAS,the chorus began in October 1968 in JohnsonCity, Tennesseeunder theleadershipand direction of Gil Oxendine(1934-2013). Gil was minister of music atMunseyMemorial United Methodistchurch and had a lifelong love for barbershopharmony;and
WHEREAS,therehavebeensomechangesover theyears with the chorusfirst bearingthe name of The Voluntones,then Quad City Chorus, and currently the AppalachianExpressChoruswhosemembersincludegentlemenfrom all over the NortheastTennesseearea rangingfrom Kingsport, JohnsonCity, Jonesborough,Surgoinsville,Elizabethton,PineyFlats, Unicoi, Blountville, andBristol, Virginia; and
WHEREAS,TheAppalachianExpressChorusrecentlycompetedin Huntsville,Alabamain March 2018. Andit was (here outofthe many chorusescompeting,the AppalachianExpressChorusattainedits highestscoreasa chorusandwasnamedtheDixie District ‘sMost ImprovedChorusandwasawardedfourthplace overall in thecompetition.

RESOLUTIONto authorize the Sullivan County Highway Department (SCHD) to solicit and employan engineering services firm for design of an access road from SR357 at Exit 63 of 1-81 to the propertyacquired for theNew 1700-pupilHigh Schooloff Lynn Road.
WHEREAS, this County Commissionin an action in December 2016 (Resolution Number 2016-11-71)authorizedtheissuanceofa Bondsfor schoolsconstruction,and
WHEREAS, the SCHD has applied for assistancefrom T-DOT by a Grant under the Local InterstateConnector (LIC) program in Marchof 2017,and
WHEREAS,T-DOT has declined to participate in this road development by denying the Grant applicalion,leaving the County to either build the road on its own or attempt to upgrade Lynn Road to permit this access,and
WHEREAS,Lynn Road is substandard to permit safe accessto theNew High Schoolsitedue to verticaland horizontal curvature andblind intersectionsandupgradingthis roadto safestandardsis not consideredfeasible, and
WHEREAS,the Sullivan County PurchasingDepartmentis soliciting proposalsfor this designwork fromlocal engineering firms and is in the process of selecting a design firm, and
WHEREAS,the County Highway Fund has been grown by over $2.9 million since 2014 througheffectivemanagement of the Highway Department accounts andcurrently stands at approximately $5.4 million, and
WHEREAS,the estimated cost of the design is less than $300,000.
NOWTHEREFOREBE IT RESOLVEDthat the Sullivan County Commissioner of Highways ishereby authorized to select an engineering firm as solicited by the Sullivan County PurchasingDepartment and execute an agreementfor said designs. The costof thedesignis not in the currentHighway Department budget but will be funded out of the Highway Fund Balance.
This Resolution shall take effect from and after its passage. All resolutions in conflict herewith shall beand the same are hereby rescinded insofar as such conflict exists.

WHEREAS,theSullivan CountyBoardof Commissionerscurrentlymeetsregularly the third Mondayofeachmonthat 9:00A.M.;and,
WHEREAS,movingthemectingtime to aneveningsettingis consideredanaccommodatingmodificationto themonthlyconveningofthis Commission.Furthermore,thetime modificationenvisionsan increaseinthegeneralpublic’s participationandaccessibilityto theactionsof thisBoardof Commissioners;and,

WHEREAS The currentBoardof CountyCommissionerbegantheirterm of office on September 1, 2014andwill concludetheir termon August31, 2018;and
WHEREAS Each Commissionerbegan such term of office receiving a monthly salary from SullivanCountyat therateof $637permonth(an annualizedamountof $7,644);and
WHEREAS Duringsuchtermof office eachCommissionerhasreceivedtwo salary increasesdueto anautomatic pay mechanismadoptedby a previous Commission,requiring no action by the currentCommissionto effectuate.The two salaryincreasescombinedrepresentatotal amountofincreasedsalaryof$42 per monthwith thecurrentregularsalarytotaling$680permonth(anannualizedamountof $8,160);and
WHEREASDuring this sameterm of office the Commissionvoted to raisethe County tax rate on twoseparateoccasions;and
WHEREASIf Commissionerpay is reducedto $638per month,$7,656per year,total cost avoidancetoSullivanCountywill be $12,096per year.

RESOLUTION TO APPROVE THE TRANSFER TO DOUGLAS R. CROSS OF A SMALLTRIANGULAR PARCEL OF LAND BEING ABOUT .332 ACRES LOCATED BETWEENCROSSCOMMUNITY ROAD AND THE ROAD TO SULLIVAN COUNTY FARM.
WHEREAS, approximately twenty years ago, Sullivan County built the Sullivan County Youth Homeon landbelonging to Sullivan County commonly referredto asthe“Sullivan CountyFarm”; and
WHEREAS,a new road was constructed on the Sullivan County Farm to service the new Sullivan County YouthHome; and
WHEREAS,the construction of the new road to the Sullivan CountyYouth Home resultedin thealienationofa small triangular portion of the Sullivan County Farm being approximateLy .332 acres, bounded on the east bythe Douglas R. Cross property, bounded on the South by Cross Community Road and bounded on the west bythe new road to the Sullivan County Youth Home; and
WHEREAS,a copy of a survey highlighting the boundary of this small triangular parcel of land is attachedhereto; and
WHEREAS,said small triangular parcel of land is covered in rock andis of no value to Sullivan County noranyone else except for Douglas R. Cross, the only adjacent property owner; and
WHEREAS,Douglas R. Cross has offeredto purchasesaidsmall triangularparceloflandfrom Sullivan Countyfor Fifteen Hundred Dollars ($1,500.00);
NOW,THEREFOREBE IT RESOLVEDthat the Board of County Commissioners of Sullivan County,Tennessee,assembledin Regular Sessionhereby approvesthe saleand transfer of said triangular parcelof land to DouglasR. Crossby quit claim deed for Fifteen Hundred Dollars ($1,500.00).

WHEREAS,upon assuming operations of the Sullivan County Animal Shelter numerous basic challengesto successifiloperationsof ashelterwereidentified; and,
WHEREAS,to provide an Animal Shelter for the people of Sullivan County with the basic necessities tomaintain a clean andsafe environment for the animals, the citizens using the shelter, and the employees,some simple improvements must be implemented resulting in additional cost; and,
WFIEREAS, to make the needed improvements ii is necessary to provide additional funding.
NOWTHEREFOREBE IT RESOLVEDthat the Board of County Commissioners of SullivanCounty, Tennessee, assembled in Regular Session on April 16th of 2018 approve budgetamendmentsto the General Fund including: Personnel Cost ($42,000), Benefits($12,000),Building Improvements($12,000), Supplies & Materials ($20,000), Donations Support ($2,300), Capital ($41,000) to be fundedfrom Collections($40,000),Small Donations ($2,300),and unallocated Fund balance($87,000).

WHEREAS, the Redistricting Committee at the direction of the Sullivan County Commissionhasconsideredthe district boundariesof Sullivan County Commissionershasrecommendedthat the districtsbe adjustedto matchthoseoftheSullivanCounty Boardof Education;and
WHEREAS, the Sullivan County Commissiondoes herby concur with the recommendationof theRedistrictingCommittee.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners of SullivanCounty, Tennessee,assembledin Regular Sessionhereby establish that members of the SullivanCounty Commission shall be elected from the samesevendistricts as defined by the boundaries forthe Sullivan County SchoolBoard members; thereby creatingdistricts allowing CommissionersandSchoolBoard Members to maintain the samephysical boundaries. The districts for SchoolBoard ofSullivan County are depictedon an official redistricting map for Sullivan County prepared pursuantto TennesseeCodeAnnotated, Section5-1-110.
BE IT FURTHER RESOLVED that the new boundariesfor Commissionerdistricts as defined aboveshall be effectivefor the generalcounty election,and nothing in this Resolutionshall be construed asabridging the status ofany office holder prior to the end of such person’s current term of office.
BE IT FURTHER RESOLVED that two Commissionersshall be electedat large per district whereinthe candidates seekelection for a total of 14 Commissionersserving Sullivan County. The top twocandidatesfor eachoffice receiving thegreatestnumber ofvotes in eachdistrict shall be elected.
BELT FURTHER RESOLVED that the Mayor shall notify the Sullivan County Election Commissionof this action and shall provide any additional information that may be requested.
BE IT FURTHER RESOLVED that prior to the next general election the Sullivan County ElectionCommission shall print a legaldescription in a newspaperofgeneral circulation in order to properlyadvise the citizens of Sullivan County of this change in the boundaries for Sullivan CountyCommission Districts.
