Very early this morning the dredgerGovernor left port for Pearl Harbor,and will begin work there tomorrowmorning. On the marine railway shewas put in first class shape and maybe expected to make the mud fly whenshe starts up. The Reclamation Isalready at work down there.

A new coat of paint is being giventhe Alden Besse, which will make herlook better anyway. The story thather hull Is rotten is not borne out bythe facts, and was started by the dis-

contented crew which left her here.As the Besse has a false bottom, putin her when she was owned by Japa-nese, she is probabbly stronger thanthe average vessel of her age.

legislature or a county board of supervisors in these islands.

The intelligent men in such bodies arc always in the minority ;

people whose knowledge of financial matters have never let

them get five dollars ahead of the hounds personally arc al-

invariably the ones that have reason and common sense behindthem; those that are voted in are invariably the ones sug-

Isn'tthis law, which is a development of popular suffrage here, a betterone than even the former missionary government was able toestablish? Many there arc who thought that if such a matter wasplaced in the hands of lawmakers elected by universal suffrage, theresult would be general demoralization. But what does the recordshow? A stricter law than we had before! If various reformers aswell as their newspaper, would only credit the people with their due,and give up the notion that all the virtue in the land is concentratedin a few eager organizations, they would gain political strength andbe in no danger of losing any important battle. As far as the liquorquestion is concerned, we doubt vcrv much Ihc advisability 0f enactingprohibition here, but if it should be regarded as a gSod plan we ven-ture the opinion that an able political managqr'couldf quite easily carrythe day in these islands ' for' Prohibition.

Nowtnc islands have a law on which the temperance agitators appear will-ing to rest and it is the liquor men who are reopening the whole cam-paign. No perfect law or system can be expected, but the fact is thatme present law, despite faultssome which the liquor men propose topoint out. has greatly improved conditions. The schemes suggested bysome, of allowing applications for licenses to be submitted to a courtor injury, or to boards of supervisors, ought not to receive serious consid-eration. They would simply kill the whole scheme of control andregulation.

The outlook for the new liquor law is that it will pass in the Sen-ate nit not 111 the House. It might even pass the Senate over a veto,but there is at present little chance of a two-thir- majority in thellmisc. 1 here is not even a majority in sight.

GENERAL SUMMARY.

Usually strong winds, generally "trades," prevailed throughout theweek over the entire section.

The mean temperatures were higher than tlioto of the precedingweek and gcncrcally considerably so, excepting, in the Honolulu dis-

trict of Oahu, the Koolau district of Maui, and in portions of the Ko- -

hala .Hamakua and Ililo districts of Hawaii, where were slightlylower,

The relief afforded by the rainfall during the preceding two weekswas but temporary, and the need of rain is again being felt in the districts of Hawaii and Maui which have so long and so severely sufferedfrom drought.

The rainfall was below the average for the week of ten or moreyears at all stations having such records, excepting in the Hamakuaand northern portion of the Hilo districts of Hawaii, where it wasabove- -
