Background• A new Constitution of Uganda was promulgated in 1995

• The Constitution has a number of provisions on Land Administration and Management

• There was a provision to put in place the Land Act within two years of coming into force of the Constitution

• The Land Act was enacted in1998

• Although the spirit of the Land Act 1998 was to ensure a fully decentralized Land Administration and Management system , it created a massive implementation structure - difficult to implement

• After review of the Land Act 1998 a 10 year Land Sector Strategic Plan was developed

• A number of strategies were adopted under the LSSP to review the policy and legal framework, protect rights of vulnerable groups, improve Land Services delivery through Modernization of the Land Registry, support decentralized Land Administration institutions among other things

Activities Implemented Under the LSSP• Development of a National Land Policy and Land

Use Policy• Review of the Legal Framework• Survey of some Government Land• Implementation of the Land Fund• Provision of Public Information on Land Rights• Development of Strategies for Protection of

Rights of Vulnerable Groups• Alternative Land Dispute Resolution (Land

Tribunals, Local Council Courts)

efficient land administration system in Uganda

• -To facilitate and improve the delivery of basic

land services in Uganda

• -To improve land tenure security

• Project led by IGN France International Consortium involving international and local subcontractors

• Project implementing Agency: Ministry of Lands, Housing and Urban Development of Uganda

• Funding: World Bank and Government of Uganda

• Started in February 2010 and finished in February 2014;

Rehabilitation and digitization of land records and cadastral maps:

500,000 Titles 16,500 Maps 8,500 Job Jacket Records (Survey Files)

Provision of the base map covering 17,362 sq.km Upgrade of the working environment and supporting

system tools within 6 Ministry Zonal Offices, Ministry HQ and the Department of Surveys and Mapping as well as the National Land Information Centre through:

Provision of IT equipment (hardware and software) Provision of tailor-made Land Information System (LIS)

Prepare the “Strategy for land registry offices modernization and enhancement of the land administration services”

Assist the Ministry of Lands to implement this strategy through:

Technical Support Training and Capacity Building Public Awareness and Communication Campaign

Test the approach in 6 Ministry Zonal Offices + National Information Center and develop National wide Roll-out Plan

Poor state and quality of the records Maintenance challenges : basic infrastructures, power

and connectivity Slow adaptation of the Ministry structure to the new

CHALLENGES

The institutional arrangement for implementation should be kept simple and easy

The Infrastructural arrangements should be completed ahead of actual installation of the LIS - that includes Construction of Buildings, LAN, WAN Connectivity etc..

Information, Education and Communication campaigns to support the LIS development and implementation - should be carried throughout the development and implementation process

LESSONS LEARNT

All project components which are necessary for the design development and implementation of the LIS should be handled simultaneously

Training and Capacity building should start as soon as the equipment installation is done for usability and sustainability

Wider involvement of stakeholders to ensure the early buy-in and ownership of the System
