Our admissions policy is to value the best, to be activein redressing past inequalities and to be rigorous in

    promoting success.

Our policy is designed to ensure thatthebeststudentscometoUCT;and thatUCTbuildsadiversestudentbody.

    The best students are thosewhogetthetopresultsinschoolandformal

school-leaving exams (NSC or equivalent) and NBTs;and

thosewhodespiteeducationalandother disadvantage do very well in these exams.

A diverse student body is one where the South Africans among our students

increasingly relect the demographic diversity o ourcountry and

    wherewehave significantnumbersof internationalstudents.

We want a diverse student community because webelieve that everyone gains rom living and learning in anenvironment in which dierence is valued.

Results in ormal educational assessments remain thebest yardstick we have or assessing applicants. Most oour places in 2013 will be won on school-leaving (Grade

12, NSC or equivalent) and NBT results only. This willbe the case in all undergraduate programmes other thanthe MBChB (where we expect the proportion illed onthis basis to be over one third because o the intensecompetition or MBChB places and the need to ensurethat we produce more black doctors)

We provide or redress in admissions decisions, as amatter o conviction (in other words as something webelieve in), and because the lawi requires it. Decades ogross inequality, and in particular structural educationalinequality and the continuing (and in too many casesincreasing) disparities in public educational provision arerealities which our admissions policy must deal with. Sowe accept an obligation to provide redress in admissionsdecisions or past racially-based discrimination in oursociety, in our schools and in public higher education;and because the effects of pre-1994 discriminationremain in our society. This is not simple, and it is evolving.(Applicants or 2013 will be asked a set o researchquestions as part o our quest or an airming method oproviding redress.)

In order to provide or redressii in the 2012/2013admissions cycle we invite all South Arican citizens andSouth Arican permanent residents to indicate whetheror not they belong to one o the ollowing previously-

    disadvantaged groups:

    blackSouthAfrican;or IndianSouthAfrican;or

    colouredSouthAfrican;or ChineseSouthAfrican.

We will apply our redress measures to those who chooseto place themselves in one o the above categories. I youare a South Arican citizen or a South Arican permanentresident and you choose not to categorise yoursel in thisway or you choose to categorise yoursel as a white SouthArican you should

    ticktheoptionwhiteSouthAfrican;or, ticktheoptionforthosewhodonotchooseto

    categorise themselves.

We administer all South Arican applicants who do notindicate a previously disadvantaged group, or indicatethat they are whiteiii in an open admissions category;and our redress policies do not apply to applicantsto them.

The important point to note in this application process isthat irrespective o how you choose to categorise yoursel(previously disadvantaged or not), i you do very well (i.e.above the level we set or entry into your choice o degreeprogramme) we will oer you a place at UCT.

It also means that i you have identiied yoursel as amember o a previously disadvantaged group this willbe taken into account in oering you a place at UCT.

We will use your indication as a member o a previouslydisadvantaged group or eecting redress because itremains the best broad-brush measure o past structuralinequality we have. I we judge that you have the potentialto succeed, but require some orm o bridging programmeor academic development intervention we may oer youa place in an academic development or an interventionprogramme. These are described in more detail in thisProspectus. These are designed to enable us to reach ouradmission goals o redress and diversity.

We are working towards alternative measures oridentiying disadvantage. A test or new measures mustbe that they identiy disadvantaged South Aricans oability who will get the opportunity to develop to theirull potential. In order to help us in inding new measureswe have included a set o questions in our applicationpacks (online and paper) which

willNOT beused in the 2013 admissions selectionprocess but

will, wehope, withothermetrics, helpusidentifyanewbasis or determining how best to give eect to a redresspolicy which targets past and present disadvantage.

International ApplicantsWe do not require international appl icantsiv to classiy

themselves in these ways. And as our redress policiesare designed to deal with the South Arican legacy, theyapply only to South Arican citizens or South Aricanpermanent residents.

Selection methodsSelection o applicants is based on Admissions PointsScores (APS) (see below or the way these are derivedor dierent aculties). Admission to all undergraduateprogrammes is competitive. Our process involves ourkey steps: these are as ollows.

    1. We set the class size or the qualiication (both or

    regular programmes and or extended degree andacademic development programmes);

    2. We set the minimum requirements or the qualiicat ion(e.g., or engineering qualiications we prescribeminimum achievement levels in Mathematics andScience) and the minimum admission admissionspoint score (APS) below which we will not admit; theseminima dier or regular and extended degree/academic development programmes. (These will belevels below which we think that there is no reasonablechance o success.)

    3. We set target redress enrolment targets or each

qualiication, and (where we need to do so) we set limitsor international enrolments or each qualiication.

    4. We oer places to the best applicants in each category, who have met or exceeded the minimum achievementlevels.

What does this mean in practice? The ollowing example which applies to applicant orthe MBChB illustrates this. It relates to applicants whocategorise themselves as black South Arican. We set atarget number which we hope to give to qualiied black

South Arican applicants. This will be a proportion o the200 places we have or the MBChB class. We set this targetbecause we aim or a diverse MBChB class, and in orderto give redress to black South Aricans. We then oerplaces to the best qualiied o this category who meetour minimum requirements, up to the target number.Competition or the MBChB is tough and the cut-opoint will be high (and higher than our minimum). But

because o the legacy which is the basis or the redresspolicy we have adopted, we expect that the cut-o orblack South Arican applicants or the MBChB may wellbe lower than the cut-o in the other categories and inparticular, in the cut-o or successul applicants in theopen category.

i S37ofTheHigherEducationAct,No101of1997providesthat the admissions policy: must provide appropriatemeasures for the redress of past inequalities and may notunfairlydiscriminateinanyway.

ii This is also required by the Department of HigherEducation and Training. Statistical reports require UCT

to report on South African applicants and on all studentsbyrace.

iiiOuruseofthesecategoriesdoesnotandmustnotbetakentoimplythatweacceptthenotionsofracethatwerethebasisofraceclassificationinpre-1994SouthAfrica.Wesuggestthat South African citizens andSouth Africanpermanent-resident applicants who wish to do so should categorisethemselvesastheywould, andasanemployerwouldhavetodo, underSouthAfricanemploymentequitylegislation.

What are the National Benchmark Tests? The National Benchmark Tests are three multiple choice testswritten as a combined Academic Literacy and QuantitativeLiteracy test and a separate Mathematics test.

The Academic and Quantitative Literacy Test (AQL) is athree-hour test which consists o an Academic Literacy (AL)section and a Quantitative Literacy (QL) section. The resultso the two sections o the test will be reported separately.

The Academic Literacy (AL) Test: targets a writers capacityto engage successully with the demands o academic studyin the medium o instruction o the test.

The Quantitative Literacy (QL) Test: targets a writers abilityto manage situations or solve problems in a real context thatis relevant to higher education study, using basic quantita-

tive inormation that may be presented verbally, graphically,in tabular or symbolic orm.
