RACE REGULATIONS ORGANIZATIONThe stage race „Baltic Chain Tour 2020” is organized according to UCI Cycling Regulations (CR) for the catego-ry ME and MU (UCI class 2.2.) from 13th (12th) to 15th August 2020. The race consists of Prelude competition and Stage race with 3 stages.

PARTICIPATIONThe Baltic Chain Tour 2020 is open to UCI ProTeams of the country, UCI foreign ProTeams, UCI continental teams, national teams, regional teams and club teams. Participation of the teams is regulated by the article 2.1.005 of the UCI CRAs per article 2.2.003 of the UCI CR teams must be formed of minimum 5 and maximum 7 riders.

Deadline for preliminary entries is July 15, 2020, when correctly filled entry form must reach the organizer by e-mail: [email protected] confirmation of starters, verification of licenses and distribution of race numbers and accreditation cards will take place on Wednesday, August 12, at 16:00–18:00 in Pirita Marina Hotel & SPA (Purje 9, Tallinn, +372 6 398 717, www.piritamarinahotel.ee)

The Team Managers´ meeting, organized in accordance with the article 1.2.087 of the UCI CR, in the presence of the Members of the Commissaires’ Panel, is scheduled for Wednesday, August 12 at 18:30 in Pirita Marina Hotel & SPA (Purje 9, Tallinn, +372 6 398 717, www.piritamarinahotel.ee)

RACE HEADQUARTERSList of locations of Headquarters for each stage at the starting points and finishing points will be provided in the official program.

START SHEETAll riders must sign the start sheet before every stage. The signature of the starting sheet will take place one hour and 10 minutes before the start time at the assembly point and will end ten minutes before the start time. By signing the start sheet the rider confirms that he has read, understood and will respect the race regulations and the route of the stage. RADIO-TOURRace information will be broadcasted throughout each stage. The allocated frequency will be provided at the team managers’ meeting.

Handout of radio transmitters to the Team Managers will take place every day at the Starting area one hour be-fore the start. Each Team Manager must sign the delivery sheet at receiving and returning of the transmitters, as well as to pay the security deposit 50 €. Transmitters must be returned immediately after each stage. NEUTRAL TECHNICAL SUPPORTNeutral support is provided by 3 (three) vehicles.

TIME BONUSES Bonuses (UCI CR 2.6.019) will be awarded as follows: • at each intermediate sprint: 3”, 2” and 1” • at the finish line of each stage: 10”, 6” and 4”

FINISHING TIME LIMITSAny rider finishing in a time exceeding that of the winner by more than 10% shall not be placed.In exceptional cases only, unpredictable and of force majeure, the Commissaires Panel may extend the finish-ing time limits after consultation with the organizer according to the UCI CR art. 2.6.032.

CLASSIFICATIONSThe race has 5 classifications: 1. General Individual Classification on time (Yellow Jersey)The winner of The Baltic Chain Tour 2020 is the rider, who, after completed all 3 stages has the lowest accu-mulated time, including bonuses and penalizations. The leading rider in the General Individual Classification on time shall wear the designed Yellow Jersey in the following stage. When two or more riders make the same time in the general individual placing, the placing will be set according to UCI CR art. 2.6.015.The Yellow Jersey is handed over immediately after each stage at the award ceremony. The current leader may wear on the Yellow Jersey advertising of his team’s Main Sponsor (UCI CR art. 1.3.053).

2. Most Competitive Rider on points (Red Jersey) The Most Competitive Rider Classification is decided by adding together the points awarded at each interme-diate sprint and at each stage finish. The rider with the highest number of points, who completes the whole race, is the winner of the Most Competitive Rider and shall wear the Red Jersey.

Points are awarded as follows:Stage finish: 15 – 11 – 9 – 7 – 6 – 5 – 4 – 3 – 2 -1 Intermediate sprint: 3 – 2 – 1

In the event of a tie in the Most Competitive Rider Classification the riders are separated according to UCI CR art. 2.6.017.

The leader in the Most Competitive Rider Classification may wear on the Red Jersey advertising of his team’s Main sponsor (UCI CR art. 1.3.053).

3. Most Active Rider by intermediate sprint points (Green Jersey)Most Active Rider is decided by points awarded on each intermediate sprint. Points are allocated at each inter-mediate sprint as follows: 3 – 2 - 1 points for the 3 first riders.

The rider with the highest number of points, who completes the whole race, is the Most Active Rider and shall wear the Green Jersey.In the event of a tie in the Classification of Most Active Rider the riders are separated according to UCI CR art. 2.6.017.

The leader in the Classification of Most Active Rider may wear on the Green Jersey advertising of his team’s Main sponsor (UCI CR art. 1.3.053).

4. Best Young Rider Classification on overall time (White Jersey)This classification is for riders born after 1st of January 1998. The Best Young Rider is decided by adding together the time taken by eligible riders on each stage. In the event of equality of time, the leading rider will be decided in the same manner as the overall general classifica-tion on time.The leader in the Best Young Rider Classification may wear on the White Jersey advertising of his team’s Main sponsor (UCI CR art. 1.3.053).

5. Team General Classification on overall time The General Team Classification shall be calculated on the basis of the sums of the three best individual times of each team in each stage ridden. In the event of tie the teams are separated in accordance with UCI CR art. 2.6.016.

A grand total of 9 775 EUR will be the prize money at the event.

NB! ALL PRIZES NAMED IN ARTICLE 10 WILL BE PAID OUT LESS TAX: 1. 20% personal income tax according to the Estonian Tax Law 2. 2% of the total prize fund by UCI Regulations to the CFAD

According to the UCI CR art. 1.2.072 the prizes shall be paid to the beneficiary´s bank account only and not later than 90 days after the finish of the race. The bank transfer order will be based on the final classification and a special form with the beneficiary`s data, distributed by the organiser, which has to be filled in by the beneficiary before leaving the finish area.

ANTI-DOPINGThe UCI Anti-doping regulations are entirely applicable to the event..

AWARDS CEREMONYIn accordance with the article 1.2.112 of the UCI CR, the following riders must attend the official award ceremony after each stage not later than 10 minutes after the finish: • Winner of the stage. • Leader of the race. • Leaders of the Red, Green and White Jersey classification.

Moreover, after the finish of the last stage the following riders must present themselves at the final award ceremony: • The first 3 riders in the Individual Final Classification. • The winners of Red, Green and White Jerseys. • The winner of the Team Classification (at least three riders and the Team Manager are requested for this ceremony).

PENALTIESThe UCI penalty scale is the only one applicable.

SUSPICION OF COVID-19 CODE OF CONDUCT

General requirements (state recommendations) : • Keep distance- 2+2 metres (6 feet).

• Wash hands regularly with warm flowing water and soap, if necessary use alco-hol based disinfectant.

• Do not touch eyes, nose and mouth. The virus can spread to you if those places are touched with dirty hands.

• Track your health and stay at home. If you have a fever, cough and difficulty breathing, seek help early on! Call your family physician or family doctor hotline (answers in English every day from 3-5pm) https://www.kriis.ee/en.

• If you have mild respiratory tract symptoms, follow carefully usual hand hygiene and stay at home until you have recovered.

• If you sneeze or cough, then cover your mouth and nose with a one-time tissue. Immediately throw it in the trash and clean hands. If you do not have a tissue then use your sleeve (forearm part), not your bare hand!

• If you cover your mouth and nose, then it will prevent the spread of viruses. If you sneeze against you bare skin, then the viruses can spread through you to yourself and other people and objects.

• Make sure you have a valid health insurance. If necessary make an additional insurance.

• ALL WORKERS will go through a screening BEFORE starting a job/ entering the race competition center (requirement is once day).

• Every worker and volunteer involved with the race must be familiar with the COVID-19 manual and follows the instructions.

Night before every start- team’s coach/doctor will send an email to BCT COVID medic in the following form (evaluation measures- annex 1):

NB! After assessment it is strictly recommended to avoid leaving accommodation and close contact.

How to: suspicion of COVID

Green flag- No need of additional inquiries, can carry on as usual.

Yellow flag- BCT COVID medic will contact team’s coach/ medic to figure out next points:

• Score-based symptoms.

• Travel anamnesis/ contact anamnesis (including public places where has been)

• Exact location (hotel, room etc.).

If necessary COVID’S medic will carry out a visite using personal protective equipment, to

explain indication of taking PCR sample.

If PCR sample taking has not been indicated:

1. Competitor will not be allowed to start.

2. Competitor has to wear a mask.

3. Competitor will stay inside team’s support vehicle or hotel.

4. Competitor will contact the COVID medic according to an agreed schedule.

If PCR sample taking has been indicated:

1. Competitor/ team member will be isolated- preferably inside a room with an extra en-

trance.

2. COVID medic will take a sample/ will organize taking a sample- depending on location

and the capability of cooperating laboratory.

• Nasopharynx sample (PCR)- taken with a cotton swab from nasopharynx.

• Blood test- taken with a sterile, closed tube system from vein blood.

3. Competitor /team member will stay in isolation until test results.

In case of a negative result:

• Competitor is taken to a support vehicle/ to the next hotel.

• Will track his/her’s health (consultations if necessary and thermometer will be given).

• Will contact the COVID medic according to an agreed schedule.

In case of a positive result:

• Competitor will be transported to a quarantine hotel (COVID medic has places agreed in

advance) where the competitor has to spend the next 14 days.

• Immediately race staff and the team of the competitor will be notified.

• Close contacts are identified and their quarantine is organized.

• Competitor/team member in isolation will contact COVID medic according to an agreed

schedule.

Red flag- BCT COVID medic contacts team’s coach/doctor to figure out next points:

• Score-based symptoms.
