Welcome and remarks from Chair, Melissa Merrill – The meeting was called to order at 12:31 p.m. in the Walnut Room,
Talley Student Center. Dr. Merrill thanked all in attendance and welcomed guests. She acknowledged the service of
committee members rotating off, A. Nowel, K. Hollebrands, H. Ozturk, R. Borden, A. Day, and A. Liesch.
Remarks from Associate Vice Provost Academic Programs and Services, Barbara Kirby – Dr. Kirby thanked the committee
members for their service and acknowledge those members rotating off the committee. She reviewed the agenda
discussion items, thanking members for their thoughtful consideration. Dr. Kirby thanked Chair Merrill for her service to
the committee and welcomed Chair-elect Warren leadership next year.

It was noted that the syllabus refers to Studio but that is not reflected on the course action form. C. B.S. Biological Sciences (17BIOSCBS) – Revision – APPROVED PENDING Discussion: A motion was made and seconded to approve B.S. Biological Sciences (17BIOSCBS). Dr. Lubischer explained that COS *** is being used as a placeholder because ALS 103 will be replaced but there is not a permanent course number yet. An advised elective footnote will be added for clarity to this and the Biological Sciences curriculum actions below. The motion was approved pending the replacing COS 101 with COS***, addition of the advised elective footnote, with formal minor curricular action to come. A motion was then made and second to approve as a block the remaining Biological Sciences curricula actions. B.S. Microbiology Curricular Actions - APPROVED PENDING Discussion: A motion was made to approve the Microbiology curricula actions below as a block. Jim Brown was available to answer questions from the committee which requested clarification on concentration requirements. UCCC concentration requirements should range between 15 and 26 hours and that a concentration should not deviate from the existing degree program by more than 26 hours, http://oucc.ncsu.edu/new-concentration. In the proposals submitted there is a 9 hour difference between the concentrations and the core degree. Some discussion occurred regarding the intent of the requirement. Dr. Brown indicated the CALS CCC interpretation of the requirement was that they did not need to have 15 hours to distinguish the three concentrations but there had to be at least 15 hours to make up the core concentration. He agreed the regulation description was unclear but that CALS believes these are different enough to be considered concentrations. The intent, according to Brown, is that when a student gets the concentration that student automatically fulfills the major requirements – a student will not get trapped in a situation where he neither fulfills the major or the concentration. The distinction is between concentrations. One member questioned whether these would be considered focus areas rather than concentrations. C. Freeman noted that a concentration will appear on the transcripts while focus areas do not. In Microbiology, focus areas are referred to as Advising Tracks which are informal and have been in place for ten years or so. There are currently no existing concentrations in MB. The proposed concentrations share the same core and differ in the nine hours in each concentration which precludes concentration status. It was suggested that CALS increase the specifications of the free electives by two additional three credit hour courses to meet the required range. Brown believes that could be done and will talk with Department about what those specifications would be. The key thing will be to insure that if a student falls short of the concentration they would still fulfill the major requirement. CALS would like to have these concentrations in place by July. The motion was approved pending the addition of six additional free elective hours for each concentration. Academic Programs and UCCC own the regulation should the committee wish revision.

Dual Degree MOA - BS Business Administration (NCSU) and Bachelor/Masters of Science in International Business
Management (Universita Cattolica del Sacro Cuore - Italy) - New Agreement - Dual Degree – APPROVED
Discussion: A motion was made to approve this Dual Degree MOA. Robert Sandruck, Director, International Programs and Dr. Shannon Davis, Associate Dean of Undergraduate Programs, Poole College of Management, were available to answer questions from the committee. Dr. Kirby asked if it is possible for students to enroll in a Foreign Language course prior to going to Italy. S. Davis indicated that would be an option. It was clarified that the religious training is no credit and more of an orientation course. This is unique for a partner school. A. Nowel explained that it is part of student orientation since the partner institution is a Catholic University Students will be prepared participate as they see fit in the activities on campus. Students, while in Italy, will have sufficient time for their internship and co-op within the available semester. Instructors

structure the coursework and co-op experience to accomplish this. NCSU students will do a ten week internship while in the U.S., and while in Italy for two years they will do a six month (minimum 22 weeks) which is built into the timeline students will follow. Italian students will do the shorter internship in Italy and a 22 week internship while in the U.S. Dr. Kirby announced for the benefit of the committee a Dual Degree routing procedure is now in place and proposals will begin with feasibility review by the Vice Chancellor, Dean, and Vice Provost. Following that, the proposal will be routed through the usual approval process. The new procedure will address residency issues that may arise.
Academic Minor: Sustainable Energy (24SE) - New - APPROVED PENDING Discussion: A motion was made to approve the new Academic Minor: Sustainable Energy. Dr. Winner was available to answer questions from the committee. The committee asked Dr. Winner to explain the rationale for the GPA requirements, 2.5 Cumulative and 2.5 in the major. Dr. Winner explained the intention is not to create unusual barriers but to reflect the rigorous nature of the program and admit capable and qualified students. There is no certification awarded at the end of the Minor. One member noted that only two classes are required with advised electives. In addition, two courses double count. One member suggested the program is not well structured. Dr. Winner explained that students will work closely with their major advisor and the coordinator for the minor to select courses. This will ensure students form a cohesive body of study. The five examples provided demonstrate possible combinations that would develop specialty in the area of sustainable energy that would complement their major. The program is designed for flexibility but with checks and balances such as a minor proposal requirement. The yet to be named coordinator of the minor will approve applications. The consultation was sought did not reach the intended recipient; therefore, UCCC requested consultation confirmation. Discussion: Standard Instructional Formats - APPROVED with S. Carson abstaining Dr. Kirby shared the instructional format standardization recommendations (attached) from the Instructional Formats and Credit Hour Regulation Subcommittee with UCCC. C. Freeman provided background on the recommendation. The subcommittee met several times over the past year. When reporting to General Administration, University Planning and Analysis uses standard definitions. With the support of UPA, the goal of standardized formatting was to bring course contact hours in line with those definitions. The subcommittee also spent a good deal of time defining Problem/Discussion Session vs. Recitation. The recommendation incorporates the subcommittee’s definitions. Other than that, the recommendations reflect what was already in place or the standard. Other types of instructional formats, displayed in gray on the recommendation chart, require further discussion. Many of the inquiry courses combine lecture and seminar and instructors would benefit from guidance on how to blend them. The motion was approved with one abstention. These definitions will be used in the SACS report and the course action form update will incorporate these standards. One member also suggested included a box for Maymester courses on the course action form update. Credit hour regulation - APPROVED Dr. Kirby shared the Instructional Formats and Credit Hour Regulation Subcommittee’s recommended revisions to the policy on NC State Contact Hour Guidelines (attached) with UCCC. C. Freeman requested feedback on the draft which adopts the federal definition. This is tied to the standardized instruction format definitions as well as the definitions used by Federal Financial Aid. A motion was made, seconded, and approved to endorse the revised credit hour regulation as presented. Adjournment

NC State Contact Hour Guidelines
1. PURPOSE AND APPLICABILITY
This regulation applies to all courses at all levels that award academic credit (i.e. any
course that appears on an official transcript issued by the university) regardless of the
mode of delivery. Academic units are responsible for ensuring that credit hours are
awarded only for work that meets the requirements outlined in this regulation.
2. FEDERAL DEFINITION OF A CREDIT HOUR
A credit hour is an amount of work represented in intended learning outcomes and
verified by evidence of student achievement that is an institutionally established
equivalency that reasonably approximates not less than:
2.1 One hour of classroom or direct faculty instruction and a minimum of two hours of
out of class student work each week for approximately fifteen weeks for one semester or
trimester hour of credit, or ten to twelve weeks for one quarter hour of credit, or the
equivalent amount of work over a different amount of time; or
2.2 At least an equivalent amount of work as required in 2.1 above for other academic
activities as established by NC State including laboratories, internships, practica, studios,
and other academic work leading to the award of credit hours.
3. CONTACT TIME EXPECTATIONS
Regardless of the format of course content delivery, workload expectations must align
with the stated learning outcomes for students that meet the standards set forth above.

4.1 Academic Calendar
4.1.1 NC State adheres to the Carnegie unit for contact time (750 minutes for each credit
awarded). The University Registrar prepares and recommends the annual Academic
Calendar for approval by the Chancellor no less than 18 months in advance of the
planned academic year.
4.1.2 NC State follows UNC-General Administration’s academic calendar policy.
4.2 Course Review
4.2.1 The Administrative Boards or Curricula Committees of each College within NC
State shall comply with this regulation in their review and approval of all courses and for
certifying that the expected student learning outcomes for the course meets the credit
hour definition. The determination of credit hours is made when a new course or a
revision to an existing course is proposed. The submitted syllabus is examined for the
instructional format and contact time as well as for assignments and evaluation
mechanisms. The standard instructional formats and associated contact hours are posted
on the Office of Undergraduate Courses and Curricula website.
4.2.2 The faculty and departments, in coordination with Registration and Records, The
Office of Undergraduate Courses and Curricula, and the Graduate School, are responsible
for ensuring that each course complies with the university’s credit hour standards as set
forth in this regulation.

In what ways is it appropriate to have sections of the same course differ? Can the textbook be different
between sections? What about evaluation methods for the grade/grading scale?

Should footnotes on the 8 semester displays continue to include requirement course lists that are
extensive? Maintaining updates to course title/number/prefix change. Alternative would be to point to
the degree audit requirement course list and not provide a list.
