UC CIRI RESEARCH GRANT SCHEME – TERMS AND CONDITIONS
1 Title and Purpose
1.1 The University of Canberra Collaborative Indigenous Research Initiative Research Grant Scheme (UC CIRI Research Grants Scheme).
1.2 The UC CIRI Research Grants Scheme provides up to 2 years of seed funding for Indigenous research at UC. Its purpose is to grow research capacity at UC through funding seed projects that will go on to develop wider funding support. The program was established and approved by the Deputy Vice Chancellor Research and Innovation (UC DVC-R&I) and is administered by the UC CIRI Executive Committee.
1.3 Funding for the program is based on a calendar year.
1.4 This document describes the eligibility and selection criteria, and provides a template for applications.
1.5 The terms and conditions outlined in this document are effective as of 8 May 2017.
2 Definitions
2.1 “Aboriginal and/or Torres Strait Islander“ is a person who identifies as an Australian Aboriginal and/or Torres Strait Islander and is recognised as such by their community.
2.2 “First Nation Peoples” is a person who identifies as an Indigenous person and is recognised as such by their community. This is mainly used in reference to non-Australian Indigenous people.
2.3 “Indigenous” is a person of Australian Aboriginal or Torres Strait Islander descent who identifies as an Australian Aboriginal or Torres Strait Islander person and is accepted as an Australian Aboriginal or Torres Strait Islander person in the community in which he/she lives or has lived [Source: Australian Research Council].
2.4 “Indigenous Research Capacity” refers to building the capabilities and skills of Aboriginal and Torres Strait Islander researchers and students.
2.5 “Indigenous Research” Indigenous research is systematic inquiry that engages Aboriginal and Torres Strait Islander persons as investigators or partners to extend knowledge that is significant for Indigenous peoples and communities.
3 Eligibility
3.1 Projects that meet the following criteria will be eligible for assessment for funding
3.1.1 The Project Leader must be an active UC staff member.
3.1.2 This program is open to UC staff, post-graduate students and adjuncts. Teams may include non-UC members.
3.1.3 Proposals must include Indigenous1 researchers or UC Indigenous students or Indigenous research assistants.
3.1.4 Project duration will be a maximum of two (2) years.
1 UC CIRI is not able to comment on, prove or provide confirmation of a person’s Aboriginal and/or Torres Strait Islander heritage.

3.1.5 Funding is up to $40,000 in total over two (2) years and funds are to be expended by 31 December 2018.
3.1.6 Applicants may apply for a maximum of two (2) grants in a calendar year.
3.1.7 Applicants are to provide written evidence of UC Faculty or Institute support2.
3.1.8 The proposal must follow the format outlined in these guidelines and not exceed the specified number of pages for each criterion.
3.1.9 The proposal, including associated documentation, must be received by the UC CIRI administrator by the required deadline.
4 Selection Criteria
4.1 The proposed project will generate outcomes with tangible benefits for Indigenous communities.(max 1 page)
Outline the proposed tangible benefits and impact of the research to Indigenous communities. Make the best use of research strengths at UC to make a real difference to Indigenous
communities. Detail proposed dissemination of research and outcomes.
4.2 The proposed project has been developed in conjunction with, and has the support of, Indigenous communities. (max 1 page, letters of support additional)
Demonstrate that the project has been developed in conjunction with Indigenous communities.
Provide written evidence that the proposed project has the support of Indigenous communities.
4.3 The proposed project makes best use of, and grows, Indigenous research capacity at UC. (max 1 page)
Preference will be given to those proposed projects with a UC Indigenous Project Leader. Involves cross-disciplinary research collaboration between Indigenous and non-Indigenous
researchers from UC’s five main research areas of Governance, Communication, Education, Environment and Health.
Incorporate structures for training, support, opportunities and mentorship of UC Indigenous HDR students and/or Indigenous early career researchers.
Foster research collaboration between Indigenous and non-Indigenous researchers, in line with the UC CIRI Strategic Plan and the UC Aboriginal and Torres Strait Islander Strategic Plan.
4.4 The proposed project lists all team members and their position in the team (identifying Indigenous members), and shows evidence of research excellence.(max 2 pages per team member)
Provide a brief research biography and Research Opportunity Relative to Experience (ROPE) statement for each Investigator, Research Assistant and/or Collaborator.
Project Leaders, senior investigators and investigators are to show evidence of research excellence (eg outcomes of previous research projects – including role, excellence of proposal or published/accepted for publication in top-ranked journals) and to specify their current position and organization.

4.5 The proposed project governance, design and methodology are appropriate and effective. (max 2 pages)
Specify the proposed project start and finish dates. Detail the proposed project research design and methodology. Detail the proposed projects budget. Detail the proposed project milestones and deliverables - include a milestone for any recruitment
and for any ethics approval. Applications should include a viable timeline for completion, reporting and acquittal of funds.
4.6 Proposed project shows evidence of potential to achieve ARC or NHMRC funding.(max 1 page)
4.7 The proposed project is in a priority area, as identified by Indigenous communities or in the ‘Closing the Gap’ targets. (max 500 words)
Address an important challenge for Aboriginal and Torres Strait Islanders, including redressing Indigenous disadvantage and fostering wellbeing.
4.8 The proposed project includes a Project Reference Group.(max 500 words)
Describe how the Project Reference Group will be utilized. Detail the members of this group.
5 Application Format
5.1 The following format and size limitations apply for the application:
5.1.1 Font to be no smaller than 11 point
5.1.2 Margins to be no smaller than 1.27cm (top/bottom and left/right)
5.1.3 Size limits are specified in the description of each selection criterion
5.2 Letter of Support from Faculty/ Centre is in addition to the page specification limits
6 Conflict of Interest
6.1 Applicants who are members of the UC CIRI Executive Committee are to identify any potential conflict of interest.
6.2 Assessment of proposals that identify a Conflict of Interest will follow University of Canberra policy.

7 Reporting Requirements
7.1 Grant Cost Centres will be administered by the Project Leader’s Faculty or Research Centre.
7.2 Successful projects will present a verbal Project Implementation report to the UC CIRI Executive Committee three (3) months after the project has commenced.
7.3 Aside from the verbal Implementation Report, projects are required to submit six monthly reports after the project’s commencement date. A template will be provided to Project Leaders at least 2 weeks prior to the report due date.
7.4 Additional written or verbal reports are required at the discretion of the UC CIRI Executive Committee.

8.1 Proposals must include a brief justification for each category of expenditure.
8.2 Projects must expend funds as set out in their project budget and in the calendar year in which the funds are transferred. Unspent funds will not be carried over to the following year.

10 Assessment
10.1 Proposals will be competitively assessed by the UC CIRI Executive Committee (the Committee) against program eligibility and selection criteria.
10.2 The Committee may, at its discretion, seek further information or clarification from applicants.
10.3 The program will be subject to standard UC research principles to manage conflict of interest.
10.3.1 Committee members are eligible to apply
10.3.2 Committee members must declare any interest in an application. The nature of that conflict will be considered by the Committee
10.3.3 Committee members will leave the meeting for any discussion and decision in relation to the proposal
11 Agreement
11.1 All successful recipients will be required to sign the Project Agreement at Attachment A.
12 Ethics Approval
12.1 Ethics approval is to be obtained from University of Canberra and all relevant jurisdictions within 6 months of the date the Letter of Offer.
12.2 At the discretion of the UC CIRI Executive Committee, the offer may be withdrawn should all relevant ethics approval not be received by that date on the Letter of Offer.
12.3 It is the responsibility of the Project Leader to determine what ethics approvals are required for the proposed research.
13 Payment
13.1 Payment of the grant will be in the form of a payment upon commencement of the project and then at the beginning of each calendar year for the duration of the project as per the Project Agreement.
13.2 Initial payment will only be made once the UC CIRI Administrator has received:
the Agreement signed by all parties; and written evidence that all relevant ethics approvals have been obtained.
13.3 Payment will be made by funds transfer direct to the advised cost centre.
14 Suspension of Funds
14.1 The Committee has the authority to direct the Project Leader to suspend expending funds for the project.

15 Termination
15.1 UC CIRI reserves the right to terminate a grant where a project has not met milestones.
15.2 Where a project is terminated, unspent funds must be returned.
