The International Affairs Department was created in December, 1955, shortly after the merger of the American Federation of Labor and Congress of Industrial Organizations. Originally, the International Affairs Department was part of the Washington Office, and there is an earlier collection in the Archives of Labor and Urban Affairs. The primary concern of the International Affairs Department was to coordinate the activity of the United Automobile Workers with free trade unions around the world. Victor Reuther directed this department until he retired in April, 1972, and from May, 1958 until December, 1968, Lewis Carliner worked as his assistant. Most of the records in this collection are dated 1963-1964. There are some records dated 1965-1968, but many of the records for these years appear to be missing. There are a few items dated 1962, most of which are attached to correspondence dated in early 1963. Lewis Carliner left the International Affairs Department in December, 1968, and in 1969, Herman Rebhan succeded him. The records of the International Affairs Department are continued with the files of Victor Reuther and Herman Rebhan. For further information, the researchers should check this collection. In 1966, the Executive Board of the UAW created a Social, Technical, and Education Program (STEP) division within the International Affairs Department. However, there are very few records relating to this Program in this collection.

The papers of the United Automobile Workers - International AffairsDepartment, Victor Reuther and Lewis Carliner were placed in the Archivesof Labor and Urban Affairs in 1971 and 1979.

The International Affairs Department was created in December, 1955, shortlyafter the merger of the American Federation of Labor and Congress ofIndustrial Organizations. Originally, the International Affairs Departmentwas part of the Washington Office, and there is an earlier collection in theArchives of Labor and Urban Affairs.

The primary concern of the International Affairs Department was to coordinatethe activity of the United Automobile Workers with free trade unions around theworld. Victor Reuther directed this department until he retired in April, 1972,and from May, 1958 until December, 1968, Lewis Carliner worked as hisassistant.

Most of the records in this collection are dated 1963-1964. There are somerecords dated 1965-1968, but many of the records for these years appear tobe missing. There are a few items dated 1962, most of which are attached tocorrespondence dated in early 1963.

There issome documentation concerning the conflict between the democratic and communist tradeunions in Japan. Other records document the Japanese metalworkers visits to theUnited States in 1963-1964 including the visit of Eiichi Ochiai in January, 1964; thevisit of UAW members to Japan in 1963-1965 including the visit of Victor Reuther inJanuary, 1965; the establishment of an International Wage Research Center in Tokyowhich was sponsored by the four Japanese labor federations, the AFL-CIO, theInternational Confederation of Free Trade Unions, and the UAW, and labor disputeswith the military authorities in Okinawa and the Ryuku Islands. There is also somedocumentation of the shifting of United States political attitudes toward China whichwas reflected in the National Conference on the United States and China which washeld in Washington, D.C. in April, 1965.

Most of them relate to UAW participation in conventions andmeetings of the International Metalworkers Federation. There is a large amount ofdocumentation concerning the Twentieth and Twenty-first Conventions (WorldCongresses) and the Fifth and Sixth World Automotive Conferences. There are manyclippings and other research records concerning the world-wide automobile industrywhich were assembled for the Sixth Conference. Other records relate to meetings ofthe Central and Executive Committees as well as to various departments and officesespecially to the Automotive Department and to the Inter-America Office Conferencein 1963. The records dated 1963-1964 seem to be mostly complete. Although there aremany records on the World Congress, 1963 and on the Automotive Congress, 1963, manyof the records dated 1965-1968 are mssing. The records of this series aredivided into three sections:

2. Committee meetings between World Congresses.
