1. YEAR 2006 – A CLOSER LOOK As predicted by industry experts, the UAE construction industry experienced unprecedented growth in the year 2006, with order books hitting new highs for most of the companies serving the industry, thus consolidating their presence in the region. The year 2006 witnessed more activity especially in the building construction sector compared to the year 2005. The activity is expected to continue upbeat for the next few years as billions worth of projects are announced to be in the pipeline and on the drawing boards. According to the Ministry of Finance and Industry, investment in the UAE's industrial sector hit a record Dhs.70.4 billion in 2006, an increase of more than 3 per cent compared with Dhs.68 billion in 2005. In the industrial sector, the three notable events which took place in 2006 are the following: Mubadala Development Company and Dubal signing an agreement on 18th February 2006 to jointly build a US$6,000 million grassroots aluminium complex at Taweelah; Abu Dhabi’s General Holding Corporation announced the signing of a heads of agreement with Comalco Aluminium to proceed with a detailed feasibility study for the development of an aluminium smelter in the emirate; ConocoPhillips (US) announced signing of a heads of agreement with International Petroleum Investment Company (IPIC) to carry out a feasibility study for the construction of a refinery in Fujairah. An array of key real estate developments were announced during 2006 throughout the country. The major announcements include the establishment of Dubai Aerospace Enterprise to attract US$15,000 million investment by 2015; US$27.2 billion Bawadi project by Tatweer, part of Dubai Holding; Fifth island project in Dubai by Nakheel Corporation and Abu Dhabi’s largest real estate project till date – the US$40,000 million Yas Island Development by Aldar Properties. The activities in the marine sector received a shot in the arm when the emirate of Abu Dhabi unveiled plans to build the US$2,100 million Khalifa Port and Industrial Zone at Taweelah during early 2006. The prominent events which took place in 2006 in the power and water sector include identification of two new sites – Hassyan and Lehbab by Dubai Electricity and Water Authority (DEWA) for construction of power and desalination plants for the future; government of Abu Dhabi’s launch of Masdar alternative energy initiative; signing of key project agreements on the Fujairah independent water and power project (IWPP) between Abu Dhabi Water and Electricity Authority (ADWEA) and Sembcorp Utilities; Launch of the 7th independent water and power project (IWPP) in Fujairah by ADWEA; and approval of Abu Dhabi’s Taweelah A1 independent water and power plant extension, to be known as A10 by the executive council.



Let’s take a closer look at the highlights of the year 2006 by quarter. Quarter 1

• The emirate of Abu Dhabi unveiled plans to build the US$2,100 million Khalifa Port and Industrial Zone at Taweelah.

• French/local joint venture of Bouygues Batiment International and Target

Engineering Construction Company bagged the estimated US$275 million main construction contract for the DIFC Ritz Carlton project.

• In Ras Al Khaimah, the Investment & Development Office (IDO) launched

a new firm called EDRAK aimed at developing the education sector in the emirate and across the Middle East.

• US based conglomerate GE Electric signed a memorandum of

understanding on 24th January 2006 with Dubai Holding to develop infrastructure and industrial projects in the Middle East.

• Danieli & Company signed the US$545 million EPC contract for the first

phase construction of rebar and wire rod facility for Abu Dhabi based General Holding Company.

• HSBC Bank Middle East and Daman Securities partnered together for a

private sector real estate joint venture fund – Arabian Real Estate Investment Trust.

• Al Naboodah Contracting was awarded the estimated US$300 million first

runway package at the Jebel Ali International Airport and Dubai Logistics City.

• Al Shafar General Contracting wins the estimated US$218 million main

construction contract for the Golden Mile project on Palm Jumeirah.

• Nakheel Corporation formed a new company called Nakheel Hotel & Resorts to invest in and develop tourism projects across Middle East, Africa, Asia, Russia and the CIS.

• Dubai Aerospace Enterprise is formed to attract US$15,000 million

investment by 2015.

• Ras al Khaimah government announced plans to develop an estimated US$265 million commercial spaceport in the emirate.

• Mubadala Development Company and Dubal signed an agreement on 18th

February to jointly build a US$6,000 million grassroots aluminium complex at Taweelah, Abu Dhabi.

• Al Qudra Holding and Utilities Development Company Holdings (Kuwait)

combined together to float a new utilities firm – Emirates Utilities Company Holding aimed at developing public sector projects.



• ADWEA selected Australia’s Cardno as the technical advisor; Dewey Ballantine as legal advisor and BNP Paribas as financial advisor on the planned privatization of Abu Dhabi emirate’s two sewage treatment plants.

• DEWA identified two new sites – Hassyan and Lehbab for construction of

power and desalination plants for the future.

• Dubai government announced the long awaited property law on 14th March 2006 which states that UAE and GCC nationals, including companies wholly owned by them and public joint stock companies have the right to own property in Dubai. Non GCC nationals will be given the right to freehold property and leasehold of up to 99 years in certain parts of Dubai emirate.

• The government of Abu Dhabi launched the Masdar alternative energy

initiative.

• ExxonMobil (US) signed an agreement on 27th March 2006 with ADNOC to take 28% stake in the offshore Upper Zakum oil field.

• Fortune Group launched the estimated US$1,066 Million, 108-storey Burj

Al Alam tower on 28th March 2006.

• Abu Dhabi Melamine Industry Company was formed by ADNOC and AMI Agrolinz Melamine International (Austria) to own and operate the planned Ruwais melamine plant.

Quarter 2

• Engineers India Limited was awarded the detailed conceptual study contract for increasing production capacity at the offshore Upper Zakum field and processing facilities on Abu Dhabi’s Zirku island.

• Abu Dhabi Tourism Authority launches a new subsidiary, Tourism

Development & Investment Company (TDIC).

• Dubai’s Zabeel Investments entered into a Dhs.700 million agreement with Switzerland’s TUI Hotels & Resorts to build two hotels on Palm Jumeirah.

• Al Qudra Real Estate announced its first major project – Danet Abu Dhabi

which will comprise 34 towers (15-23 storeys) and a shopping mall.

• Sheffield Real Estate in joint venture with Russia’s Rustar Real Estate launched the 101-storey, 412 metre high Marina 101 tower.

• Atkins appointed as the lead engineer on the Dubai Light Rail project.

• Dubai’s Emirates Airlines signed a joint venture agreement with UK’s

Whitbread to launch the Premier Travel Inn brand in Dubai and the GCC.

• The Abu Dhabi Planning & Economy Department created a Dhs.1,000 million fund to invest in the development of specialized industrial zones in the country.

• Istithmar, a dubai government investment company created a wholly

owned subsidiary, Istithmar Hotels, to handle its hospitality and leisure sector investments.



• Tatweer, part of Dubai holding unveiled plans of the massive real estate

scheme – the US$27.2 billion Bawadi project.

• Abu Dhabi Terminals Company has been formed by Abu Dhabi Ports Company in co-operation with Dubai’s DP World to operate Mina Zayed.

• Abu Dhabi’s Tourism Development & Investment Company (TDIC) signed

an agreement with Al Masaood Group to redevelop Abu Dhabi’s Tourist Club area.

• The local-Brazil joint venture of Al Jaber Group with Odebrecht bagged the

estimated US$275 million contract for the construction of new runway at Abu Dhabi International Airport.

• Emirates Sunland Group signed joint venture agreement with Arabtec

Construction for the development of US$400 million Palazzo Versace Resort and D1 Tower.

• Abu Dhabi’s General Holding Corporation announced the signing of a heads

of agreement with Comalco Aluminium to proceed with a detailed feasibility study for the development of an aluminium smelter in Abu Dhabi.

Quarter 3

• Dubai World was launched formally on 2nd July 2006. • The Ras Al Khaimah Investment Authority has signed a memorandum of

understanding with Shanghai based PDSI Development Group and Genlon to establish a joint venture that will develop tourism and real estate projects in the emirate.

• Hyundai Engineering & Construction bagged two contracts totaling US$202

million for the stage 1, upland facilities on the new container terminal project in Jebel Ali.

• Key project agreements were signed on the Fujairah independent water

and power project (IWPP) between ADWEA and Sembcorp Utilities.

• Siemens-ETA consortium was awarded the US$450 million turnkey contract to carry out the phase-3 development of Al Aweer H station.

• Tatweer (part of Dubai Holding) launched the estimated US$1,089 million

phase 2 development of Dubai Healthcare City.

• China State Construction Engineering Corporation was chosen as the main contractor by Dubai Properties for the estimated US$272 million Mirdif Villas project.

• Snasco announced plans to develop US$408 million Sharjah Investment

Park.

• Jan De Nul was awarded the reclamation works contract for Dubai Waterfront.



• Abu Dhabi’s Tourism Development & Investment Company signed a memorandum of understanding with Guggenheim Foundation (New York) to build a museum in Saadiyat Island.

• Arabtec Construction won the main construction contract on the US$571

million Tiara Residence scheme.

• Emaar Properties and US’ Turner Construction International formed a new entity – Turner International Middle East to offer project management services to clients in MENA region.

• Ras Al Khaimah Ceramics announced signing of a joint venture agreement

with Kludi Group (Germany) to manufacture bathroom and kitchen fittings in the emirate.

• ConocoPhillips (US) announced signing of a heads of agreement with

International Petroleum Investment Company (IPIC) to carry out a feasibility study for the construction of a refinery in Fujairah.

• Dubai’s RTA has awarded the US$1,112 million contract for the phase 2

works on the Dubai Metro scheme to Dubai Rapid Link consortium.

• Dubai government confirmed that companies based in Jumeirah Lake Towers will be given free zone status.

• Al Qudra Holding and Al Malik Group established a company called Q Car

Park to build and maintain car parks in the gulf region.

• Dubai government announced the take over of operation of four offshore fields – Fateh, Southwest Fateh, Falah and Rashid.

• Civilco bagged the US$204 million construction contract for Al Wahda

Sports & Cultural Club project in Abu Dhabi.

• Petrofac International announced was awarded a contract to provide production and well management services covering the offshore oil and gas fields in Dubai.

• Indago Petroluem (UK) signed a new petroleum concession agreement

with Ras Al Khaimah government for exploration and production of the offshore Saleh field.

• Rakeen Development, a new real estate venture was established by the

government of Ras Al Khaimah to develop real estate projects in the emirate.

• The government of Ras Al Khaimah announces plans to construct a

12,000sq.m theme park in the emirate costing US$231 million.

• Shimizu Corporation (Japan) was awarded the estimated US$544 million main construction contract of Marina Residences and Townhouses project on the Jumeirah Palm Island.

• Dubai Multi-Commodities Centre and Technopark announced plans to

construct an estimated US$1,000 million LNG storage and trading facility in Dubai.



• Bonyan International signed an agreement with BPL Engineering & Construction (Singapore) to provide project management services across the region.

• Bechtel was awarded the programme management services contract for

the Khalifa Port and Industrial Zone project by Abu Dhabi Ports Company.

• Nakheel Corporation announced the multi-billion dollar Jumeirah Park project.

• Al Habtoor-Murray & Roberts received a letter of award for the estimated

US$220 million Etihad Airways terminal package at Abu Dhabi International Airport.

• Umm al-Quwain government and Al Rajhi Group (Saudi Arabia) jointly

established a new company to specialize in producing, delivering and distributing water throughout the emirate and in the country.

• Al Naboodah Engineering Services was awarded the estimated US$218

million infrastructure contract covering the Dubai Business Bay.

• Hyundai Heavy Industries bagged the estimated US$1,600 million EPC contract for the Umm Shaif Gas Injection Project in Abu Dhabi.

• ADWEA launched its 7th independent water and power project (IWPP) in

Fujairah.

• Palm Water was awarded the US$272 million design-build-own-operate contract for the International City sewage treatment plant.

• Istithmar together with AIG Global Real Estate (New York) launched a new

company to invest in real estate assets across the region. Quarter 4

• Abu Dhabi Polymers Company (Borouge) announced plans for further expansion of its Ruwais petrochemicals complex.

• Nakheel announced its fifth island project in Dubai.

• Bechtel was appointed as the consultant while Fichtner took the power

generation element for the proposed Ruwais aluminium smelter project.

• Arabian Construction Company was awarded the US$545 million Etihad Towers main construction contract in Abu Dhabi.

• Palm Water was awarded the US$550 million design, build, own and

operate water and wastewater plants by Jebel Ali Free Zone Authority.

• Jan De Nul (Belgium) was awarded the US$220 million Saadiyat Island dredging and reclamation contract.

• Al Qudra Holding joined hands with Qatar Industrial Manufacturing

Company, Emirates Holding, Dubai Investments and Mohammed Abdulmohsin Kharafi & Sons to launch a new subsidiary – Q Industry to invest in new factories.



• Saudi Oger bagged the estimated US$408 million main construction

contract on the new UAE University campus development project in Al Ain.

• Fibrex was awarded the estimated US$409 million main construction contract on the Reef villas project in Abu Dhabi.

• Singapore’s Changi Airports International was chosen to operate Abu

Dhabi International Airport by Abu Dhabi Airports Company.

• Aldar Properties formed a joint venture with Laing O’Rourke (UK) primarily for Aldar’s $14,700 million Al Raha Beach scheme, but may be engaged on other Aldar developments as well.

• Sharjah Municipality, JMS Property Development and Tactical Connections

(Canada) formed a US$500 million company to recycle waste in Sharjah.

• Linde won the estimated US$1,300 million cracker EPC package on Borouge’s petrochemical complex expansion scheme.

• Aldar Properties announced Abu Dhabi’s largest real estate project till date – The

US$40,000 million Yas Island Development.

• Abu Dhabi’s Taweelah A1 independent water and power plant extension, to be known as A10 was approved by the executive council.

2. GDP IN 2006 & 2007

The UAE is understood to have recorded the highest real Gross Domestic Product (GDP) growth in 2006 at 10.2%, followed by Qatar at 7.5%, Kuwait at 6.5%, Saudi Arabia at 6.2%, Bahrain at 6.0% and Oman at 5.0%. Qatar is expected to lead the pack in terms of real GDP growth in 2007, rising by 8.6% as the country boosts its natural-gas production by 42%, on top of the 8.9% increase of 2006. The UAE will follow with real growth of 7.2%, Oman of 5.9%, Bahrain of 5.0%, Saudi Arabia of 4.2%, and Kuwait of 4.1%. The lower growth rates projected for 2007 compared to 2006 are mainly due to the slight decline in oil output expected this year and global factors that will result in a slight slowdown for foreign direct investment (FDI) and economic growth globally, according to WTO and UNCTAD.
