under the Law No. 28/2001. The

ESMA Mandates

ESMA is mandated as the reference in the country for all issues related to standards, metrology and quality and shall exercise all the tasks and authorities that include the following:

Providing health, economic and environmental safety and protection by ensuring that services, consumer commodities and other products are in conformance with the relevant UAE standards;

Supporting national economy and economic development plans by ensuring that levels of quality are appropriate for national industry and local production of commodities and other products enabling them to be competitive in domestic and global market;

Keeping at pace with scientific development in the fields of standardization, metrology and conformity assessments;

Providing awareness campaigns of standardization activities.

Conformity Affairs Department

The Conformity Affairs Department, a department under ESMA that provides the following services:

Implementation of (ECAS) the Emirates Conformity Assessment Scheme for regulated products;

Providing (EQM) the Emirates Quality Marking Scheme for products that provide confidence that such products are safe to use and are complying with the relevant UAE standards;

Implementation of (EESL) Energy Efficiency Standards and Labeling Program in the UAE;

Market Surveillance and Inspection.

Spare parts within the scope of the regulation

Verification of Conformity1.4 - The Supplier shall apply for ESMA approval2.4 - The conformity Assessment process shall be conducted by

ESMA or by ESMA recognized conformity assessment bodies.3.4 - Product shall comply with the relevant standards mentioned in Annex 4.4 - The product shall be tested according to this scheme requirement at

any laboratory recognized by ESMA, the test report date shall beless than 3 years.

5.4 In the case of genuine spare parts, the test report and declaration of conformity shall be submitted from parts / vehicle manufacturer.

6.4 - Effective implementation of a quality management system accordingto the latest edition of ISO / TS 16949.
